 | Work-zone Safety Awareness Week: Why not 52 weeks a year?
| Last week was Highway Work Zone Safety Awareness week, which triggered numerous efforts to remind motorists of the importance of driving safely whenever signs of road construction or maintenance activity are present.
There were memorial services, to remember highway workers killed
on the job, billboards, message signs, a huge flagger made out of traffic barrels, and TV reporters who wore orange to work to drive home the point. Tom Foss with CalAPA member Griffith Company spoke on Tuesday about the importance of highway safety at a national event in Arlington, VA. A Caltrans campaign, focusing on the families of highway workers, can be found HERE. A rundown of many of the national activities connected to the week can be found HERE. But what about this week? As another CalAPA member put it this way in a Twitter post on Friday: "Even though #WorkZoneAwarenessWeek is coming to an end, it doesn't mean our crews aren't still working out there. Please slow down for them." We couldn't agree more. And, by the way, we'll use this opportunity to share our all-time favorite work-zone safety video, courtesy of the North Carolina Department of Transportation. It's an oldie but goodie. View it HERE.  | Pat Whittey with Road Science: A class act calls it a career
| A very familiar face around the asphalt pavement industry in California for many years, Pat Whittey with CalAPA member Road Science™ a division of ARR-MAZ Custom Chemicals, has announced he is retiring.
The company formulates and produces key chemical components for asphalt, emulsion and HMA plants, as well as providing field engineering support of the pavement application.
For the past 18 years, Whittey has been an ever-present face at CalAPA events, Caltrans technical meetings and anywhere else where the technical and practical applications of asphalt pavements are discussed. His dry wit and insightful comments livened up even the most boring technical meetings.
Reached by phone, Whittey said this week will be his last official week on the job. He has been busy training his replacement, and looking forward to some relaxing time with his family, which includes 18 grandchildren.
Looking back, he says he has many fond memories interacting with CalAPA members, agency personnel and others in the industry.
"When I first came out to work here in California for ARR-MAZ, they said you will never get them to try that chemistry in California, but they did. It's been a lot of fun."

 | New Storm-water regulations to be highlighted at CalAPA's Southern California paving contractor dinner meeting April 7
|
California's increasingly complex storm-water regulations and how they impact construction activities are the focus of the next CalAPA Southern California Contractors' Dinner. The dinner will take place Tuesday evening, April 7 at the Dal Rae Restaurant in Pico Rivera. Click HERE for details and to reserve your spot. California construction regulations and reporting requirements, especially the California Industrial Storm-water Regulations, are getting more complex. Of particular concern, many of the reports required today must be input into on-line databases that can be viewed by anyone with an internet connection. Ken Barker, Environmental Manager for Sully-Miller Contracting Co., will discuss the changes to the storm-water permit requirements and how to manage them, risks, best practices and more. Barker, a graduate of Notre Dame with a degree in business management, has worked in all phases of construction, operations, estimating and administration. He started working in the environmental field full time when the Underground Storage Tank regulation came into effect in 1992, which was quickly expanded into Industrial Storm-water. In the early 1990s Barker joined the CalAPA Environmental Committee and the Southern California Rock Products Association. He is still an active participant in CalAPA's Environmental Committee and is a past Chairman of the CalCIMA Environmental Committee. In addition, the meeting will feature a "technical tidbit" from Steve Marvin from Labelle-Marvin, and the insurance update. A "Member of the Month" will also be highlighted.
The CalAPA Southern California Paving Contractors Committee organizes the dinner meetings, which are open to CalAPA members and invited guests and give paving contractors an opportunity to network and keep current on issues that may impact their businesses in an informal setting.  | Viscosity Testing Class & Certification to be held April 9, 16 & 17 in Shafter (Kern County) | A training and certification class for technicians in the standard test method for apparent viscosity of asphalt binders using a Rotational Hand-Held Viscometer (ASTM D 7741) will be held April 9, 16 & 17 in Shafter. A few seats are still available.
The half-day classes, sponsored by the Rubber Pavements Association (RPA) and CalAPA member Asphalt Pavement and Recycling Technologies, Inc. (APART) will begin at 8 a.m. at APART's offices, 5207 Minter Field Ave. in Shafter.
Upon completion of the course, the student will have a thorough understanding of Caltrans Test Method 125, methods for sampling highway materials and products used in the roadway structural sections, relative to the sampling of asphalt rubber binders directly from hot plant production facilities. This will include following established safety procedures for obtaining hot asphalt rubber binder samples for subsequent field viscosity testing use a hand-held "Haake" viscometer.
Students will also be made familiar with the requirements of ASTM D7741, Measurement of Apparent Viscosity of Asphalt-Rubber or Other Asphalt Binders by using a rotational hand-held viscometer, including the equipment required to perform the measurement, the proper procedures to follow and the specific requirements of Caltrans specifications for asphalt rubber binders.
The student will demonstrate proficiency with the topics by practical performance of the measurement in front of a qualified instructor as well as successfully completing a standardized written exam.Caltrans Independent Assurance personnel will be in the class, so students are encouraged to bring their completed California Laboratory Accreditation Manuals (CLAM). Students are also asked to bring their own viscometer.
The classes are limited to eight participants, and registration will be on a first-come, first-served basis. The registration fee is $500 per student. Click HERE to download the registration form.
