Rubberized asphalt binder to be featured presentation at March 4 CalAPA Technical Committee meeting in Fontana

The CalAPA joint meeting of the Los Angeles Area Technical Committee and the High Desert Technical Committee will take place on March 4 from 9:30 a.m. to noon at the Caltrans Southern Regional Lab in Fontana. All CalAPA members and agency personnel are invited to attend.

The featured presentation will be delivered by Amir Ghavibazoo, Ph.D, from CalAPA member Twining, Inc. He will highlight rubberized asphalt binder and how it can improve the quality and performance of the road by creating a smoother and quieter pavement. Rubberized
Amir Ghavibazoo
Hot Mix Asphalt (RHMA) has superior properties to prevent reflective cracking and rutting on the surface layer of the pavement. The workability and performance of the RHMA on the pavement depends heavily on the properties of the rubberized binder.

In his presentation, Ghavibazoo will explain the effect of ground tire rubber on performance-related properties of asphalt binder based on Superpave specifications. Also, the effect of interaction time and temperature, as specified in Caltrans specifications, on final properties of rubberized binder will be presented. Finally the common methods and procedures of Caltrans specifications and specifications utilized by other agencies to test rubberized binder will be reviewed.

In addition to regular agency reports, CalAPA Deputy Executive Director Tony Grasso will give an update of other technical-related topics, as well as funding, legislative and regulatory issues.

There is no fee to attend the meeting, but participants are asked to RSVP via the meeting website. The Caltrans Southern Regional Lab is located at 13970 Victoria St. in Fontana. For more information, click HERE to visit the meeting website, or contact Tony Grasso of CalAPA at (909) 362-9192.

Input sought on annual RAP, WMA survey

The National Asphalt Pavement Association (NAPA) and the Federal Highway Administration (FHWA) need to hear from you about your use of warm-mix asphalt and reclaimed/recycled materials. NAPA, in partnership with FHWA, is conducting an industry survey of 2015 production levels and the use of recycled materials and warm mix on a state-by-state level.

NAPA and FHWA have tracked usage of reclaimed asphalt pavement (RAP), recycled asphalt shingles (RAS), and warm-mix asphalt (WMA) since the 2009 construction season. The results from the 2013 construction season were released in October 2014 and showed that the use of reclaimed materials alone conserved about 3.7 million tons of virgin liquid asphalt binder for a cost savings of over $2.3 billion.

From 2009 to 2013, this survey has documented a 22 percent

increase in RAP use, a 135 percent increase in RAS use, and a 533 percent increase in WMA use. In 2013, WMA reached over 106 million tons at nearly a third of the total asphalt mixture market. Full results of the 2013 survey are available HERE.

Having this sort of data available helps encourage the uptake of warm mix and mixes with recycled materials and boosts public understanding of the sustainability of asphalt pavements. Your participation will benefit your operations and the industry as a whole.

To participate in the survey, click HERE. The deadline for survey responses is April 30. It is recommended that you download a printed version of the survey from the NAPA website HERE to ensure that all the relevant data is at hand before beginning the process. Survey participants will receive a complimentary copy of the report once it is released.

Data from the survey will be kept completely confidential and will be used only for the purposes of determining quantities. Data will be reported by state only, and no company-specific information will be disclosed or used for any purpose. To further protect the confidentiality of your information, no state specific data will be reported if fewer than three producers report for a state.

Because data is being aggregated by state, companies or branches active in more than one state need to complete a separate questionnaire for the mixes produced for each state. If a plant provides mix for more than one state, the tonnage should be divided accordingly.

Registration open for Spring Asphalt Pavement Conference & Equipment Expo April 15-16 in Ontario

Registration is now open for the CalAPA Spring Asphalt Pavement Conference & Equipment Expo, to be held April 15-16 at the Doubletree Hotel in Ontario. Click HERE to visit the conference website.

San Diego Association of Governments Executive Director Gary
Gary Gallegos
Gallegos will be one of the featured speakers at the conference, which will be packed with technical and practical information on asphalt pavement research, pavement design, placement, testing and acceptance, as well as funding projections and other issues of interest to pavement professionals.

The conference will also feature dozens of vendor booths, a gala reception and an outdoor equipment expo where the latest in construction equipment will be on display. Contact Sophie You at CalAPA for sponsorship and exhibitor opportunities. A sponsor and exhibitor form can be found HERE. A list of sponsors from last year's event is HERE.

Previous conferences have been attended by more than 200 construction industry professionals and local, state and federal public works officials.

Among the other topics that will be covered during the conference include: "Superpave" and Caltrans Section 39 specification changes, a local agency "Green Book" specification update, paving for smoothness, plant inspection best practices for local agencies, the latest in pavement research, best practices in longitudinal joint construction and Warm Mix Asphalt research by the National Center for Asphalt Technology.

Viscosity Testing Class & Certification to be held April 8 in Shafter (Kern County)

A training and certification class for technicians in the standard test method for apparent viscosity of asphalt binders using a Rotational Hand-Held Viscometer (ASTM D 7741) will be held April 8 in Shafter.

The half-day class, sponsored by the Rubber Pavements Association (RPA) and CalAPA member Asphalt Pavement and Recycling Technologies, Inc. (APART) will begin at 8 a.m. at APART's offices, 5207 Minter Field Ave. in Shafter.

Upon completion of the course, the student will have a thorough understanding of Caltrans Test Method 125, methods for sampling highway materials and products used in the roadway structural sections, relative to the sampling of asphalt rubber binders directly from hot plant production facilities. This will include following established safety procedures for obtaining hot asphalt rubber binder samples for subsequent field viscosity testing use a hand-held "Haake" viscometer.

Students will also be made familiar with the requirements of ASTM D7741, Measurement of Apparent Viscosity of Asphalt-Rubber or Other Asphalt Binders by using a rotational hand-held viscometer, including the equipment required to perform the measurement, the proper procedures to follow and the specific requirements of Caltrans specifications for asphalt rubber binders.

The student will demonstrate proficiency with the topics by practical performance of the measurement in front of a qualified instructor as well as successfully completing a standardized written exam.Caltrans Independent Assurance personnel will be in the class, so students are encouraged to bring their completed California Laboratory Accreditation Manuals (CLAM). Students are also asked to bring their own viscometer.

The class is limited to eight participants, and registration will be on a first-come, first-served basis. The registration fee is $500 per student. For more information, contact Guadelupe Dickerson of the RPA at (408) 517-9944, or via e-mail at: gdickerson(at)rubberpavements(dot)org.*
