Citing link to economy, legislative leaders get behind more funding for transportation

The most powerful person in the Legislature made a bold call last week to "fix the future" by tackling California's woefully under-funded transportation infrastructure, including repairing roads and reducing congestion that threatens to strangle the state's economy and quality of life.

Assembly Speaker Toni Atkins, D-San Diego, was joined by the chairs of the Assembly and Senate transportation committees in a call to immediate action that could pump $2 billion per year in revenue back into transportation coffers and, significantly, boost funding for roadway maintenance.

if our roadways are congested and people and goods cannot move efficiently,"
Atkins said at the California Transportation Foundation policy forum Feb. 4 in Sacramento attended by numerous CalAPA members. "We now need to look ahead to fix the future."

Her proposals, long sought by transportation advocates, included stopping the diversion of nearly $1 billion per year truck weight fees away from transportation, accelerating the repayment of transportation loans and creating a new "Road User Charge" to help prop up sagging fuel tax funds that have been diminished by the growing popularity of higher-mileage vehicles and electric cars in California.

Chris Gerber, president of CalAPA associate member firm G3 Quality and also a foundation board member, was present during the speech and said he was pleased with what he heard.

"Hearing Assembly Speaker Atkins announce her transportation funding proposal provides an optimistic boost to California's much needed infrastructure funding levels for fiscal year 2015-2016 and beyond," he said. "The repayment of truck weight fees and deferred transportation loans could provide immediate impact to our industry. The proposed user fee is a sustainable plan to provide a continuous revenue stream to accelerate the maintenance and improvement of our roads and bridges."

Caltrans names state pavement engineer; Jesse Bhullar is 26-year veteran of department

Veteran engineer and manager Jesse Bhullar has been named Caltrans State Pavement Engineer, the department announced last week.

The appointment was announced in an internal e-mail Feb. 5 by Maintenance Chief Tony Tavares, who also commended Joe Caputo for serving at stint as acting State Pavement Engineer during the lengthy recruitment and hiring process.

The State Pavement Engineer, which is a part of the Division of Maintenance, oversees asphalt and concrete pavement maintenance and specification development. The State Pavement Engineer is also one of three Caltrans co-chairs of the joint Caltrans-industry Rock Products Committee that vets changes in materials specifications and testing requirements. The position has been vacant since last August when Amarjeet Benipal was named District 3 Director in Marysville.

colleagues as as soft-spoken but effective, Bhullar has worked for Caltrans for over 26 years, including holding positions in planning, design, construction, traffic operations and local assistance.

He is currently managing the local bridge, bond and safety programs in the Division of Local Assistance. Prior to that, he led the development of California's Strategic Highway Safety Plan, which received the National Roadway Safety Award in 2009.

While managing the Traffic Safety Program from 2000 to 2005, he developed and managed the collision reduction program in the State Highway Operations & Protection Program (SHOPP), expedited the delivery of safety projects and developed the Run-off Road Monitoring Program.

A licensed Civil Engineer and a licensed Traffic Engineer, he was the recipient in 2007 of of the department's prestigious Karl Moskowitz Award for outstanding contributions to the field of transportation. He has also served on numerous national committees, research panels and is a member of the American Association of State Highway & Transportation Officials (AASHTO) Standing Committee on Highway Traffic Safety.

"I am looking forward to working with the Pavement Program team to responsibly manage our largest transportation asset, pavement," Bhullar told Asphalt Insider. "I will help the team provide smooth, quiet, cost-effective and sustainable pavements with minimum of inconvenience to the users of our transportation system."

 

Timely tax tips highlighted at CalAPA Southern California paving contractor dinner Feb. 10 in Pico Rivera

The first CalAPA Southern California Contractors' Dinner of the year will feature timely financial information on what contractors can do to make sure year-end financial and tax matters are handled properly to avoid run-ins with the tax man. Click HERE for details.

Caltrans sets schedule for inertial profiler operator and equipment certification

As part of the Caltrans transition to a new method of measuring pavement smoothness, the department announced its 2015 schedule for inertial profiler operator and equipment certification. Click HERE to learn more about the program.

A new standard special provision (SSP) for smoothness was posted on the Caltrans website last year. The specifications require that all paving projects use the inertial profiler for measuring pavement smoothness in lieu of the "California Profilograph." These new Intertial profiler specifications are now appearing in individual project Special Provisions.

 

The new smoothness specifications require certification of both    equipment and operators. Prior to this year, certifications have been performed by the Texas Transportation Institute (TTI) because Caltrans did not their own site for this purpose. Caltrans has recently announced the opening of their own certification site and scheduled certification dates for both operator and equipment.

 

The dates for 2015 are: Feb. 24-25, April 28-29, June 23-24, Aug. 4-5 and Sept. 29-30. Click HERE for more information about testing dates, costs, etc.

Seats going fast for 'Hot Topics in HMA' training event Feb. 17 in the Central Coast

The California Asphalt Pavement Association's Central Coast Technical Committee is pleased to sponsor a "Hot Topics in Hot Mix Asphalt" educational event Feb. 17 in Buellton. Click HERE to learn more and to register on-line.

The event will be held from 8:30 a.m. to 3 p.m. at the Santa Ynez CalAPA Tech Meeting Bakersfield Valley Marriott, 555 McMurray Road in Buellton. The event includes lunch. Seating is limited and advanced registration is required and must be completed on line.

The event brings together noted asphalt experts to a convenient location along the Central Coast , where attendees will learn the very latest in asphalt construction and maintenance strategies in a relaxed setting.

Registration is $45 for CalAPA members, $45 for agency representatives, and $65 for all others. Featured presentations include proper use of tack coats, Caltrans Section 39 asphalt specification changes, materials sampling techniques and California Test 125, and HMA paving best practices.

The educational event comes on the heels of a similar event held Jan. 28 in Bakersfield that was attended by 60 agency and industry represenatives.

Members in the News: Vulcan's Anderson reappointed to Mining & Geology Board

Gov. Jerry Brown has reappointed Brian Anderson of CalAPA member firm Vulcan Materials to the State Mining and Geology Board, it was announced last week.

Brian Anderson
Vulcan Materials, has been with the company since 2002 in various capacities. He worked at Brown and Caldwell Inc. from 1994 to 2002. He is a registered geologist in California an holds a Master of Science degree geological sciences from the University of California, Riverside.

He was first appointed to the State Mining and Geology Board in 2014. His appointment will require Senate confirmation. The official announcement from the Governor's Office is HERE.
