| Caltrans construction chief to speak at Northern California paving season preview event April 23 in Sacramento |
Caltrans Construction Chief Mark Leja will be the featured speaker at the CalAPA Northern California Paving Season Preview event on Wednesday, April 23 at the California Automobile Museum in Sacramento. The early-bird registration deadline has been extended to April 21. Click HERE to sign up.
A delicious BBQ dinner will be catered by JR's Texas BBQ, and select pieces of new equipment will be on display by CalAPA member equipment  manufacturers. The after-work event includes ample networking time and free tours of the many classic cars that make up the collection at the California Automobile Museum.
Asphalt paving contractors, agency personnel and anyone else with an interest in asphalt pavements are encouraged to attend the casual event, which will feature brief presentations on new air quality regulations, changes in asphalt paving specifications and testing, and a sneak-peak at some upcoming public works projects. Early-bird registration is just $30 for CalAPA members and agency personnel, and $40 for non-members.

who will talk about transportation funding. Sean Edgar with CalAPA associate member firm CleanFleets will highlight how new air quality regulations this year will impact equipment operated by paving contractors. The co-chairs of the Northern California Paving Contractors' Committee are Skip Brown, a longtime Delta Construction owner turned principal consultant for Asphalt Consulting Services, and Robert Jarvis of Coastal Paving. The event is designed to provide important information for asphalt paving contractors in a relaxed setting.

 | Graniterock's Mike Cook named to Caltrans-industry Rock Products Committee leadership post |
Longtime industry leader Mike Cook with Graniterock has been named industry vice chairman of the joint Caltrans-industry Rock Products Committee. Cook was nominated by his peers prior to the joint meeting held April 17 in Sacramento. Cook is the director of quality services for Graniterock, based in Watsonville. A graduate of Stanford University, Cook will celebrate 23 years with the company in May. Among his career highlights, he led work in product development and basic research that produced critical understanding of his company's material behaviors and continues to support product improvement and new product development. He also led coordination among intra-coompany operating divisions

Cook also participated in the organizational excellence efforts that contributed to Graniterock winning the prestigious Malcolm Baldridge National Quality Award under the tutelage of legendary Graniterock CEO Bruce W. Woolpert, who died tragically in a boating accident in 2012. Known for his dry wit and calm demeanor, as well as his unflinching commitment to product quality, Cook said he looked forward to helping the committee make progress on specification development and review. In a note to his fellow committee members, Cook said, "I look forward to representing us in a thoughtful, proactive and constructive manner that serves the best interests of the industry and those of the hard working Californians who foot the bill. Many of you have worked extremely hard to make things better and that spirit will serve as the source of inspiration for us to continue this course." Cook will replace Tony Limas with Granite Construction, who has served as industry chairman since 2010. There are three Caltrans representatives who also serve as agency co-chairs of the committee representing construction, pavements and materials testing. The committee oversees numerous task groups and activities centered around reviewing and updating Caltrans specifications, test methods, procedures and deployment of new products.  | CalAPA members Vulcan, California Commercial Asphalt host plant tours for elected officials | CalAPA members Vulcan Materials and California Commercial Asphalt hosted plant tours for members of the state Assembly last week as part of the association's ongoing effort to inform elected officials about the asphalt pavement industry.
Shortly after conducting a tour of his facility in San Diego for Assemblywoman Lorena Gonzalez, D-San Diego, California Commercial Asphalt President Don L. Daley Jr. spoke excitedly about how the freshman legislator peppered him with questions and was very interested in the many "green" aspects of the paving business. was in her district," he said. "And she was impressed by our ability to recycle 100 percent of the material we produce." After the April 15 tour, Gonzalez was effusive in her praise: "Clearly, there are two things that come to mind now, when I think of asphalt: smooth streets and jobs. CCA's tour shed some light on innovations in the asphalt industry, which may lead to more economical and eco-friendly solutions." Vulcan Materials hosted a similar tour April 17 of its Sun Valley operations in Southern California for Assemblyman Scott Wilk, R-Santa Clarita, who is the Republican Caucus Chairman in the lower house. "I've passed by their facility for years, so it was interesting walk it," he said, adding that he really learned a lot in the visit. Mike Murray, Vulcan's Area Operations Manager for HMA, who led the tour of the Sun Valley plant, said the visit was more like a walking seminar than a photo opp. "He was very engaged in the tour," Murray said. interested in what we are doing in the area of sustainability, recycled asphalt, and he was also interested in what we are doing to reduce emissions and storm-water pollution prevention." The tour included a visit to the plant's control room, where a technician demonstrated for the Assemblyman many of the plant's automated features. CalAPA's Legislative / PAC Committee encourages members to invite elected officials to tour asphalt plants to help dispel myths about the industry and to give policy-setters an up-close look at a plant operation and an opportunity to meet the people (voters) who work there. The new head of the Caltrans Office of Asphalt Pavement, Sri Balasubramanian, was welcomed to the job earlier this month by the CalAPA Board of Directors, which held their quarterly meeting at the conclusion of the Spring Asphalt Pavement Conference in Ontario. Although he has been with the department in various roles since

1991, Balsubramanian told the board April 10 that "you never know everything" and he was willing to listen to industry's opinions and concerns with an open mind. In a previous interview with "Asphalt Insider," Balsubramanian said he was looking forward to "seeing how I can partner with the industry to make sure our highways are smooth and safe."
