Moon Township Monthly         November 2012

seasons greetings
Moon Township Offices will be Closed  on November 22 & 23 in Observance of Thanksgiving.
Supervisors Meeting Minutes Available Online
At their November regular public meeting the Board
Joe DeNardo Way
of Supervisors and Moon Parks and Recreation Officials unveiled the road sign to rename "Moon Park Access Road" to "Joe DeNardo Way" in honor of dedicated Township resident and local celebrity, Joe DeNardo.  Mr. DeNardo served on the first Parks Advisory Board in 1963.  He not only had a hand in the start of Moon Park's annual Independence Day Celebration but took care of the fireworks with his buddies "Joe's Bombers". On behalf of the Township, Mr. DeNardo negotiated the purchase of the property which is known as Moon Park and was also a vital part in negotiating the deal in which the Township received the Nimick family estate known as Robin Hill Park.

If you missed the meeting watch the full Board of Supervisors Meeting from Monday, November 19, 2012 on Moon Area Government Television - Comcast channel 18/ Verizon FiOS channel 37.  View the meeting minutes on Moon Township's website.  The next Board of Supervisors Meeting will be on Wednesday, December 5, 2012 in the Township Administration Building Auditorium at 7 p.m.
Act 13 - Public Meeting to be Held
Wednesday, December 5 | 7 p.m. | Administration Bldg.
The Board announced that they will hold a public hearing regarding the Township's Oil and Gas Ordinance which is being revised based on Act 13 - The Pennsylvania Oil and Gas Act.  Moon Township Special Counsel, Gavin Robb, and Township Supervisors and Officials will be present to answer questions from the public.  If you have a question in mind you would like addressed at the public hearing regarding Act 13 or the proposed ordinance please e-mail your question to Moon Township Manager, Jeanne Creese, at jcreese@moontwp.com to help the public hearing run more smoothly.  The Board will consider three draft ordinances prepared by the Planning Department, Planning Commission, and Township Officials that would regulate in which zoning districts oil and gas operations will be permitted as a conditional use.  As of 2012, under Act 13, the Township is not permitted to regulate or provide restrictions on how the oil and gas operations take place.  The proposed ordinances are available for review by the public.

Leaf Collection

Through November 30 | Monday - Friday
The Public Works Department is currently offering curbside leaf pick up. The schedule will follow resident's regular garbage collection, simply place leaves at the curb by 7 a.m. on pick up day. Residents are asked to put their leaves in biodegradable paper bags, no plastic bags or boxes will be accepted. There will be no pick up on Thanksgiving Day or the Friday following Thanksgiving.

Compost Drop-Off Site
Through December 4 | Saturdays & Sundays | 9 a.m. - 5 p.m.
Residents are welcome to drop off yard waste including tree limbs, leaves, and plant matter to be composted at the Downes Fire Station located near the intersection of Beaver Grade and Ewing Road. Brush should not exceed six feet in length & four inches in diameter & should not be bundled or tied. The township asks that residents do not discard of any materials at the site after hours unless special arrangements have been made with the township. To schedule a drop off during non-operating hours call the Township Municipal Office at 412-262-1700. Violators will be fined.

Moon Township encourages residents to try composting at home. Composting food and yard waste diverts organic waste from the landfill and creates a rich soil additive for landscaping projects. For tips to get started, find a home composting guide on the Pennsylvania Department of Environmental Protection website.
Weathering the Storm - Emergency Home Checklist

To prepare for a winter storm you should put together an emergency kit for both your home and create a family communications plan.  Your family may not be together when disaster strikes, so it is important to know how you will contact one another, how you will get back together, and what you will do in the event of an emergency.  Stock up on rock salt or more environmentally safe products to melt ice on walkways, have snow shovels and other snow removal equipment on-hand along with sufficient heating fuel and a good supply of dry, seasoned wood for your fireplace or wood-burning stove. Keep extra clothing and blankets in an easy to access place to keep warm and listen to local news channels for critical information from the National Weather Service (NWS). Bring pets/companion animals inside during winter weather and move other animals or livestock to sheltered areas with non-frozen drinking water. Most importantly, be alert to changing weather conditions and minimize travel. If travel is necessary, keep a disaster supplies kit in your vehicle.

Weather the Storm - Emergency Vehicle Checklist

Check or have a mechanic check the following items on your car; antifreeze levels, battery and ignition system, brakes, exhaust system, fuel and air filters (a full tank will keep the fuel line from freezing), heater and defroster, lights and flashing hazard lights, oil (heavier oils congeal more at low temperatures and do not lubricate as well), thermostat, windshield wiper equipment, and install good winter tires (make sure the tires have adequate tread).  Prepare the emergency kits in your vehicles witha shovel, windshield scraper and small broom, flashlight, battery powered radio, extra batteries, water, snack food, matches, extra hats, socks and mittens, first aid kit with pocket knife, necessary medications, blanket(s), tow chain or rope, road salt and sand, booster cables, emergency flares, and fluorescent distress flag.  Maintain a safe distance between cars when driving on the roads and be alert for black ice.

Preparing for Future Weather Disasters
In the event of an emergency, as with Hurricane Sandy, stayed tuned to Moon Township's website and MCA-TV for the most up-to-date information going on in your community.  Information about what to do before, during, and after a disaster can be found by visiting ready.gov and listo.gov . The FEMA mobile site (m.fema.gov), smartphone app (www.fema.gov/smartphone-app), and text messages (www.fema.gov/text-messages) also provide regular updates. Sharing information using social media tools is also a good way for residents to stay informed. Follow FEMA online at blog.fema.govwww.twitter.com/femawww.facebook.com/fema, and www.youtube.com/fema

Important reminders from the moon township property tax office, Catherine Tress - Real Estate Tax Collector:

Currently the Property Tax Office is in the 10% penalty collection period for both Moon Township and Moon Area School District.  The face period for the Moon Area School District property taxes ended on October 31, 2012.

Moon Area School District Property Tax Installments

The fourth & final installment is currently due by November 30, 2012. If the final installment is not received by November 30 or postmarked, the 10% penalty amount of the installment payment is due during December; amount is on the installment coupons.

ONLY THE CURRENT TAX YEAR is permitted to be collected in the local Moon Township Property Tax Office. After December 31, all delinquent and unpaid taxes are to be turned over to the delinquent tax collection agency depending on the tax. For Moon Township Municipal taxes, the agency is Keystone Municipal Collections. For the Moon Area School District taxes, the agency is Law Office of IRA Weiss. Once this occurs, additional costs will be added to the 10% penalty amount of the tax by those agencies for their collection services which could increase your bill significantly.

The Property Tax Office will be closed for the Thanksgiving Holiday on November 22 & 23, 2012.

The Property Tax Office will be open for extended hours on Thursday, November 29 from 9 a.m. to 3 p.m. and on Friday, November 30 from 9 a.m. to 4 p.m.
