Dear Brothers and Sisters,

 

On Monday, March 3, Governor Cuomo will announce the details of his initiative to provide college education and degrees to men and women behind bars in New York prisons.  This initiative makes extraordinary practical sense.  

 

The cost of providing educational benefits to inmates is a small fraction of the cost of incarcerating them, and history demonstrates that those who come out of prison with an education and the ability to find and hold work, to support their families, and to contribute to the society they will rejoin are far less likely to return to prison.  Currently the recidivism rate in New York State is forty percent.  The governor's initiative represents a promising path to reducing the number of people held in New York prisons, and reducing the cost of those incarcerations.

 

But I write to commend the governor for this far-sighted proposal for other reasons as well.  I have had first-hand experience of some of the hundreds of incarcerated men who were or are participating in the Bard College Prison Initiative, the largest such program in the country.  I have known some of them.  I have sat inside the walls with people who, while living in hope of release, have already been set free -- who have had their lives enlarged and enriched -- by their academic study and engagement with the world of ideas.  I have seen people no longer defined by their mistakes or offenses but by their possibilities, and I have seen in them and in the opportunities provided them by Bard College a living witness to Jesus' teaching that in visiting the prisoner we are serving him, and to our baptismal mandate to "respect the dignity of every human being."  

 

Bard College has an historic relationship with the Diocese of New York, which founded it, and when I represented our diocese on the stage at the college's 2013 commencement, it was my privilege to witness the conferring of degrees on two men who had completed their studies inside prison and been released in time to attend commencement exercises at the college.  It was an extraordinary moment which galvanized the whole gathered community.  It was a visible and profound icon of religious and humanistic hope, and I was proud of them and very proud of Bard and its president Leon Botstein.  

 

The funding for such work proposed by the governor offers the hope and possibility of dramatically expanding the scope of these efforts beyond what private institutions like Bard are already doing and can do.  This is hope.  This is a heartening initiative fully consistent with the missional and transformative work and vision of the church, and I write to offer my thanks to the governor and my support for this initiative.  I write to commend this to you, and to ask your support as well of the governor's college in prison initiative.  And I remain

En Apoyo a la Propuesta del Gobernador para Educaci�n
Universitaria en las Prisiones

Estimados Hermanos y Hermanas,

 

El lunes 3 de marzo, el Gobernador Cuomo anunciar� los detalles de su iniciativa para proveer educaci�n y t�tulos universitarios a los hombres y mujeres prisioneros(as) en las c�rceles de Nueva York. Esta iniciativa tiene un sentido pr�ctico extraordinario.

 

El costo para proveer beneficios educacionales a los presos es una peque�a fracci�n del costo para encarcelarlos. La historia demuestra que para quienes salen de la prisi�n con una educaci�n y la habilidad de encontrar y mantener un trabajo, proveer el sustento familiar, contribuir y reinsertarse a la sociedad, es menos probable que reincidan y vuelvan a prisi�n.

 

Actualmente el grado de reincidencia en el Estado de Nueva York es del cuarenta por ciento. La iniciativa del gobernador representa un camino a seguir que es prometedor para reducir el n�mero de personas en las prisiones de Nueva York y reducir el costo de esos encarcelamientos.

 

Escribo para elogiar al gobernador por su propuesta visionaria y tambi�n por otras razones. Tengo experiencia directa con algunos cientos de hombres encarcelados que participaron o est�n participando en la Iniciativa para las Prisiones del Colegio Bard/Bard College, �ste es el programa m�s grande del pa�s. He conocido algunos de ellos. Me he sentado, adentro de esas paredes, con personas quienes, mientras viv�an con la esperanza de ser liberados, ya hab�an sido puestos en libertad por sus estudios acad�micos - cuyas vidas han sido enriquecidas y engrandecidas - y por su participaci�n en el mundo de ideas. He visto personas que ya no son definidas por sus errores o sus ofensas sino por sus posibilidades, y he visto en ellos y en las oportunidades provistas por el Colegio Bard, un testimonio vivo de Jes�s que nos ense�a que al visitar a los prisioneros estamos sirvi�ndole a �l y a nuestro mandato bautismal de "respetar la dignidad de todo ser humano"  

 

El Colegio Bard tiene una relaci�n hist�rica con la Di�cesis de Nueva York, que lo fund�, y cuando estuve representando a nuestra di�cesis en el escenario del colegio en la inauguraci�n del 2013, tuve el privilegio de ser testigo de la entrega de los t�tulos a dos hombres quienes hab�an completado sus estudios en la prisi�n y hab�an sido liberados a tiempo para asistir a los ensayos de la inauguraci�n en el colegio. Fue un momento extraordinario que galvaniz� a toda la comunidad all� reunida. Fue un visible y profundo �cono de esperanza religiosa y humanista. Me sent� orgulloso de ellos y muy orgulloso del Colegio Bard y de su presidente, Le�n Botstein.  

 

El financiamiento que el gobernador propone para este trabajo da esperanza, ofrece la posibilidad de expandir dram�ticamente el �mbito de esos esfuerzos m�s all� de las instituciones privadas que ya lo est�n haciendo y que est�n capacitadas para hacerlo como el Colegio Bard. Esto da esperanza y es una iniciativa prometedora enteramente concordante con el trabajo misional y transformador y con la visi�n de la iglesia. Escribo para expresar mi agradecimiento al gobernador y ofrecer mi apoyo a su iniciativa. Escribo para recomendarles esto, y pedirles su apoyo tambi�n a la iniciativa del gobernador para la educaci�n universitaria en la prisi�n. Quedo de ustedes,
