New overtime rule put on hold
Just days before the implementation date, a federal judge in Texas halted the Department of Labor's (DOL) new federal overtime rule, which would have doubled the Fair Labor Standards Act's salary threshold for exemption from overtime pay. This decision was made after 21 states filed an emergency motion for a preliminary injunction in October to stop the rule.  This means that the rule will be on hold while the court determines whether or not the overtime rule is valid.

Until a final decision is reached, employers may continue to follow existing overtime rules.  However, many employers have already either raised exempt employees' salaries to meet the new threshold or reclassified employees who are still earning less to nonexempt status. Employers may want to consider leaving those in place for now as the rule is not permanently barred.  Consult with your HR team to ensure that steps are in place for whatever decision is made at the federal level.  Review this update from Nonprofit Knowledge Matters for more details.
Health Priority Area #CoverageMatters - Thankful for Coverage
The US Department of Health and Human Services is launching a new campaign to help you tell us what health coverage means for you and your loved ones. Share your story using #CoverageMatters.

Open enrollment in the Health Insurance Marketplace started November 1 and will close on December 15 for plans that start on January 1, 2017.  Find an enrollment event near you.

Enroll America has updated data for Indiana that tells us more about how many Hoosiers are uninsured.  Today, about 7% of 18-64 year old Hoosiers are uninsured compared to 17% in 2013.  View the Indiana State Snapshot and County-Level Data Table.

Participate in Pop-IN to Pre-K December 12-16
Pop IN to Pre-K week is an opportunity for you to showcase your preschool and pre-k program by inviting your community, including families, funders, faith leaders, elected officials and others, to see your program in action. RSVP to participate as soon as possible.  
Your participation will not only showcase your program, it will help to advance the cause of expanding pre-k funding in Indiana!  The effort is part of the All IN 4 Pre-K campaign, which is a coalition of Hoosier families, community advocates and business leaders that is working hard to expand pre-k funding in Indiana in 2017.  View the flyer to learn more.
At the Statehouse
Organization Day recap State Capitol
November 22 was Organization Day at the Statehouse.  The Indiana General Assembly convened for the first time leading up to the 2017 legislative session.  Organization Day gives legislators, including the twenty or so newly elected legislators, the opportunity to connect with their peers and discuss legislative topics for the coming session.  

The 2017 session will begin on January 3 and must end no later than April 29.  This session is a "long session" where lawmakers will decide the state's next two-year budget, which is typically about $30 billion.  Legislators will make tough funding decisions on state government services, including education, infrastructure and public safety.  Senate Committee Chairs and House Committee Chairs have been announced.  Look for caucus priorities to be released soon.
