I am humbled by the opportunity to serve as your Texas Gulf Coast Chapter President for 2013 - 2014. I would like to start by thanking everyone who has been instrumental in our successes. It is indeed an honor to serve our Chapter and it would be unfair if I failed to recognize the leadership team and all our members who make our Chapter successful. |

Dr. Mitchell received his Ph.D. in Health Services Policy and Management from the University of South Carolina. He holds his undergraduate and master degree from East Carolina University in jazz performance and business, respectively. During his doctoral training at the University of South Carolina, he was awarded an R36 individual dissertation grant from the Agency for Healthcare Research and Quality to study health information technology and health disparities. His research has been published in the Journal of Rural Health and the International Journal of Health Information Systems and Informatics, among others. At UHCL, Dr. Mitchell teaches courses in healthcare finance and health information systems, and serves as faculty advisor to the UHCL Healthcare Financial Management Association student chapter. His research focuses on health information technology, health finance, and health disparities. He is an active member of the Texas Gulf Coast HFMA chapter, serving as co-chair of the Member Development Committee.

Getting the Most Out of Medicaid Post-Payment Utilization Review

The Medicaid Utilization Review Program of the Texas Medicaid Program is a post-payment review program operated under the Health and Human Services Commission ("HHSC"). This Program allows HHSC to conduct a review of payments to providers years after the actual treatment to determine if a provider is properly utilizing inpatient hospital services, as well as to assess the appropriateness and quality of the inpatient services that were provided.[1] While some hospitals are in the process of challenging this Program through litigation[2] the use of this Program is going to become more widespread as HHSC continues to maximize recoupments and decrease its overall costs and expenditures, especially due to a hospital's inability to fully appeal an admission denial and recoupment, Click here to continue reading. |
Medical Necessity: The Driving Force of Successful Observation Units

The Patient Protection and Affordable Care Act and the ever increasing RAC auditors' objective to preserve the Medicare Trust Fund are strengthening the case for a solid Medical Necessity Compliance Program and reinforcing its importance for Observation Units. In this environment of increased scrutiny, a number of opportunities exist with the potential to reduce cost, enhance patient satisfaction and improve the quality of care. Hospitals are exploring ways to address these challenges. Although hospitals have implemented the concept of observation, many have not evaluated or reviewed a Medical Necessity Compliance Program, often relying on third party vendors to make those determinations.

Social Networking Update
The Social Networking committee is busily organizing happy hours on a monthly basis to be scheduled on the second Thursday of each month. In July, we had a great turnout for Canvases & Cocktails as we kicked off our first event at Club Zanzibar. In August our happy hour will include an optional Vaudeville Show after the happy hour at Prohibition, Houston's one of a kind Speakeasy located in the Galleria area. September will find us at The Brooklyn Athletic Club for drink specials, bocce ball, croquet, and gourmet appetizers. For each of these "happy hour" events the chapter is providing appetizers and drinks are on a cash bar basis.
Please also mark your calendars for our October 14th Reggae Rum Rounding event to be held by the beautiful pool at the San Luis Resort in Galveston during our annual fall educational event. Live reggae music coupled with rum drink tasting should prove this to be an exciting evening of networking.
