Virginia Governor to Declare Homeschoolers Ineligible
by Harry Minium, The Virginian-Pilot

Gov. Terry McAuliffe said he will veto a bill that would have allowed homeschool students to participate on public school sports teams.

HB 1626, sponsored by Del. Rob Bell, R-Albemarle County, was dubbed the Tebow bill after former University of Florida star and Heisman Trophy winner Tim Tebow, who played high school football in suburban Jacksonville, Fla., while being homeschooled.

The bill would have essentially forced the Virginia High School League to change its eligibility rules by barring schools from joining an organization that does not allow homeschool students to participate in athletics.

The VHSL, which along with public education groups strongly lobbied against the bill, doesn't allow the state's 32,000 homeschool students to participate in public school athletics or other extracurricular activities.

A version of the bill had been rejected by the General Assembly for two decades, but Bell crafted the bill this year to try to win support from many who have traditionally voted no.

The bill called for a "local option," in which each school division would determine if homeschool students should become eligible. The bill required homeschool students to pass standardized tests and adhere to age limits and immunization rules. It also would have allowed schools to charge homeschool students for insurance, uniforms and equipment. Read more...
