Commissioner Vassiliou's Opening Address to EURASHE International QA Seminar confirmed

On 27 - 28 September 2012, EURASHE will organise an International Seminar on the Implementation of Internal and External Quality Assurance based on the European Standards and Guidelines for Quality Assurance, in Nicosia (Cyprus), in co-operation with its members, the European University Cyprus and the Open University of Cyprus. This event will be held under the auspices of the Cyprus European Council Presidency.


EURASHE is pleased to announce that EU Commissioner for Education, Culture, Multilingualism, Youth and Sport, Ms Androulla Vassiliou's Opening Address to the Seminar has been confirmed.


Moreover, Cyprus' Minister of Education and Culture, Prof. George Demosthenous, will address the participants of the Seminar through his Opening Keynote Speech.


Both will join Fiona Crozier, Lucien Bollaert, Mindaugas Misiunas, Pascale de Groote, Nicolae Dură, Lucien Bollaert, and Andre Vyt, speakers of the Seminar.

Report of EURASHE's 22nd Annual Conference

EURASHE is pleased to present you its Report of its 22nd Annual Conference, (click also on the picture) held on 10 - 11 May 2012 in Riga Latvia. 


The Conference Report contains the main outcomes of the discussions of this Conference titled  'Responding to Challenges in European Higher Education: Lifelong Learning and the Welfare Society'.

You will have access to information on both Keynote speeches by Joeri van den Steenhoven and Jørn Henrik Petersen as well as input from the several sessions on both Lifelong Learning and the Welfare Society. Moreover learn about the FLLLEX Radar, a tool designed to evaluate the LLL strategy of a higher education institution; and the results of the project which created it; by reading the Annual Conference Report

Professional Higher Education 

Mapping Exercise

One of the goals of EURASHE is to forge with our partners a clear and coherent definition of Professional Higher Education. The wide variety of institutions falling under this umbrella term leads to a situation whereby qualifications offered by the same institutions can sometimes be misunderstood outside the borders of the region or country. The diversity of organisational mechanisms and the richness of cultural and legal traditions lead us to a situation where there is a constant need to look for a common terminological framework. 
As a preparatory step towards the HAPHE initiative (learn more underneath) EURASHE has been conducting in the past few months a mapping exercise on Professional Higher Education in Europe and its characteristics.
We would like to take this opportunity to thank once again all those who provided their input, and would like to extend the invitation to you.
Here is an overview of the exercise you can access before completing it.

Harmonising Approaches to Professional Higher Education in Europe


This group of dedicated partners towards PHE has been selected to receive EU-funding.
While the European Higher Education Area (EHEA) has contributed significantly to harmonisation of HE in Europe, the 'Professional' Higher Education sector is still in significant flux. Thus, e.g. 'Fachhochschule' are increasingly becoming Universities of applied Sciences while traditional universities are increasingly providing professionally orientated programmes. The wide variety of systems which now fall under the umbrella term of 'Professional' HE, makes it difficult to transnationally analyse this sector, hinders recognition of qualifications, and limits the ability of soft-policy tools to strengthen its growth.

To address this issue, the HAPHE group intends, to bring together a group of field experts, who, through a wide consultation with stakeholders from education, business and society, will harmonise approaches to professional higher education (predominantly at European Qualifications Framework (EQF) level 6 and above) throughout Europe, by: 
  • Surveying the different approaches to PHE provision throughout EU-member states;
  • Setting out the defining characteristics of a 'professional' Higher Education programme;
  • Proposing a set of quality criteria which contribute towards the best-case fulfilment of those characteristics;
  • Collecting and sharing best practice on how institutions can adopt the criteria;
  • Suggesting indicators and quantification methodologies to allow comparison of PHE in the context of overall HE and LLL provision.

The involvement of stakeholders in all stages (research, design, valorisation), will ensure the group's ability to provide sustainable results by creating a critical mass of consensus, to allow the de-facto adoption of the proposals as a standard.


By strengthening the PHE sector, and improving the transparency of PHE provision, the group wishes to enhance employability of European HE as a whole, to contribute towards a more cohesive Higher Education Area, and to support the modernisation of European HEIs, through encouragement of increasing responsiveness to enterprise and society.

Save the date! RPL Seminar in December

EURASHE is pleased to announce that it will organise a Seminar on Recognition of Prior Learning - RPL on 13 - 14 December 2012 in Prague (Czech Republic).


RPL (Validation of Non-Formal and Informal Learning) is one of the most challenging issues in European Education. Indeed this topic is mentioned in many documents published by the European Commission and other organisations, but mainly with a focus on the lower levels of the European Qualifications Framework (EQF), on Vocational Education and Training (VET) and qualifications for the labour market.


Because of the challenges that Europe is facing, there is a strong need of flexibility in higher education, in lifelong learning and in professional programmes. An improvement of  the RPL-procedures with the purpose to make them first of all payable and effective is key at this stage.

Languages, Business & Higher Education Request for Feedback

Whilst identifying and analysing existing language (and language-related) services, tools and resources relevant to business users the CELAN Partners would kindly ask you to provide us with feedback.




It is designed to establish to what extent higher education institutions are aware of business needs and seek to align their provision to these needs (language offerings for students at bachelor and master level, continuing education, certification, customised services).


Higher education institutions' staff and managers dealing with related strategies can provide their feedback here.


We would be grateful to receive your contribution by 30 September.

Launch of EURASHE's Members' Area

EURASHE is pleased and proud to present you its brand-new Members' Area of its website. In this restricted-area of the website, EURASHE members, will have access to various documents and information related to Professional Higher Education.


Next to the documents pertaining to the meetings of EURASHE's bodies (e.g. Council, General Assembly), members will have access to the Reports on past Events attended by EURASHE representatives from its various member organisations, such as reports on the event 'Private Higher Education and its Contribution to Enhancement of Innovation Potential of Europe in the Global Competitive Environment' from December 2011 in Poland.

EURASHE Upcoming Agenda

After the Summer Break EURASHE is back to Support Professional Higher Education in Europe. To this end, EURASHE will organise a meeting of its Council, its Policy-making body, on Saturday 13 October 2012, in Antwerp (Belgium).


This will be hosted by Antwerp Maritime Academy, home institution of EURASHE's Vice-President, Capt. Patrick Blondé. The Council will meet to discuss, amongst others, the future activities of EURASHE in its identified policy areas, such as Mobility and International Openness, or National Qualifications Frameworks and Student Centred Learning, as well as officially endorsing EURASHE's Policy Paper on Quality Assurance and Transparency Tools.

Moreover prior to the meeting of the Council, Partners of the HAPHE Project led by EURASHE will gather in Brussels (Belgium) for the kick-off meeting of the initiative on Thursday 11 and Friday 12 October 2012.



Still on Friday 12 October, EURASHE's Working group on Lifelong Learning and Employability will meet in Brussels to discuss the latest developments in the field, as well as EURASHE's Policy Paper in this area, and the organisation of EURASHE's Seminar on the Recognition of Prior Learning on 13 - 14 December 2012 in Prague (Czech Republic).
