Pledge of Allegiance -- Winston Campus Junior High School: (Video Clip) Matthew Warren, Winston Campus Junior High Principal, introduced the school's new mariachi band, which performed three songs for the Board before leading it in the Pledge of Allegiance.
Introduction -- New ISU Interns: (Video Clip) Mary Zarr, Ed.D., coordinator of the Illinois State University (ISU) College of Education's Professional Development School (PDS) in District 15, introduced the District's fifth -- and so far its largest -- class of college students who are serving as interns through the ISU PDS program. This partnership between District 15 and ISU is offering 23 senior education students yearlong internships in District 15 schools rather than just a typical 16-week student teaching experience. The program's aim is to assist in the professional development of teachers and the training of educators while simultaneously improving schools and teacher education. The program has grown steadily since it launched in the fall of 2011. District 15 provided seven ISU students with internships in the program's first year, 15 in its second year, 18 in its third year, and 20 last year. The District has hired close to 30 of the interns that have completed the program in the District.
Presentation -- Student Achievement Report: (Video Clip) Meg Schnoor, Ed.D., Assistant Superintendent for Teaching and Learning; Thomas Edgar, Ph.D., Director of Assessment, Accountability, and Programs; and Laura Swanlund, Coordinator of the District 15 Psychology Department and Positive Behavioral Interventions and Supports (PBIS) and Response to Intervention (RTI) Programs, presented the 2014-15 Student Achievement Report to the Board. This annual report is intended to inform the community and enhance its understanding of current District profiles and levels of achievement by providing the following:
- A comprehensive accounting of the District's progress over the past year toward meeting its rigorous Student Performance Targets that call for at least 90 percent of students at every grade level tested to meet or exceed grade-level reading and math standards by 2017.
- Factual information regarding the current student demographic profiles of District 15 and their potential impact on student achievement results.
- Background information on the assessments used.
- Measures from multiple assessments to gauge proficiency, growth, and outcomes.
- The most up-to-date information regarding current educational practices, programs, and initiatives implemented to enhance proficiency, growth, and outcomes while narrowing the achievement gap.
- An easy-to-read narrative report with embedded tables and charts that can be posted on the District's website and shared with all stakeholders.
- Information on future updated student performance monitoring reports.
Superintendent's Report: ( Video Clip) Scott Thompson, Ed.D., Superintendent of Schools, reported that, earlier in the week, Officer Jeff Schlee of the Palatine Police Department shared with the District 15 Parent Council for Educational Excellence (PCEE) the steps the District has taken to make certain students and staff are safe in its schools. Dr. Thompson also noted that Officer Schlee had been named "Hero of the Year" by the Palatine Area Chamber of Commerce earlier in the week, and he said that PCEE members were all impressed by the safety measures that Officer Schlee has worked with Matthew Barbini, Ed.D., Deputy Superintendent of Schools, and the District 15 Safety Committee to research and implement. 2017-18 School Calendar Discussion: ( Discussion Video Clip, Vote Video Clip) The Board approved the official 2017-18 school calendar, which closely aligns to Township High School District 211's proposed 2017-18 calendar. Key dates are as follows:
- Beginning of the School Year: Staff Institute Days are scheduled for Monday and Tuesday, August 14 and 15. Grades 1-8 will begin classes on Wednesday, August 16. Kindergarten and early childhood classes will begin on Thursday, August 17.
- Thanksgiving: Thanksgiving will be celebrated on Thursday, November 23. There will be no school that week, but parent-teacher conferences will be held on Monday and Tuesday, November 20 and 21.
- Winter Break: There will be no school from Monday, December 25, through Friday, January 5, with schools reopening on Monday, January 8.
- Spring Break: There will be no school Monday, March 26, through Monday, April 2, with schools reopening Tuesday, April 3.
- End of the School Year: The last day of school -- including snow days -- will be Wednesday, June 5. Depending upon the number of snow days used, the last day of school will be moved back accordingly at the April 2018 Board meeting.
During his report to the Board, Dr. Thompson noted that the District posted the proposed 2017-18 calendar to its website for public review prior to its adoption, and received one comment from a community member. Authorization of Certificate of Tax Levy: ( Video Clip) The Board approved the District's levy for the 2015 tax year. The levy allows for the slight increase in property tax revenue that the tax cap allows each year for inflation and new growth and will likely result in a 2015 extension increase of 1.1 percent (0.8 percent for inflation and 0.3 percent for an estimated $10 million in new growth) to approximately $117.9 million. On the District 15 portion of a resident's property tax bill, the increase would equate to roughly $8 per $100,000 of property value. Citizens Address the Board: No citizens chose to address the Board.
