Board to consider 2015-16 budget
and goals at September 9 meeting
District 15's proposed budget for the 2015-16 fiscal year will be considered for approval by the Board of Education during its next regular business meeting on Wednesday, September 9, at 7 p.m. at Walter R. Sundling Junior High, 1100 N. Smith Street, Palatine. The proposal, which was presented to the Board at its June 17 and August 12 meetings, outlines approximately $150 million in operating fund revenues and $153 million of operating fund expenditures resulting in an estimated $3 million deficit. That shortfall is projected to reduce the District's June 30, 2016, fund balance to approximately $52 million, or roughly 34 percent of the District's budget. The budget includes $3.35 million of capital projects funding, and $1.5 million of expenditures related to the District's new math curriculum adoption. Before it is presented to the Board for adoption, the budget proposal will be updated to reflect the District's latest calculations as they relate to staffing changes and state funding questions. It will also include roughly $1 million of reductions proposed by Scott Thompson, Ed.D., Superintendent of Schools. These cost savings would be realized by leasing technology that the District had planned to purchase, and by a 5 percent across-the-board reduction of the District's supplies and purchased services funds. In addition to acting on the budget, the Board is also slated to consider the 2015-16 Annual Board Goals. The goals were initially reviewed during the Board's August 12 meeting, and they have been posted to the District's website for the public to review and comment upon prior to this meeting.

Palatine Area Chamber of Commerce seeking 'Young Entrepreneurs'
Previously offered only to area high school students, the Chamber has extended opportunities to participate in YEA! to the District's junior high students this year.
However, applications to participate in YEA! must be submitted by Wednesday, September 30.
YEA! is for students who are creative, work hard to do their best both inside and outside of school, effectively communicate, and are committed to improving their community. YEA! will walk select students who fit this description through the entire business creation process -- brain-storming ideas, writing business plans, pitching to potential investors, and registering with governmental agencies -- all the way to actually launching and running their business or social movement.
The YEA! curriculum is delivered by local leaders of industry, community members, educators, and entrepreneurs. It provides students with a focused introduction to the business world that will help them transition successfully to adulthood; pursue their dreams by harnessing their creativity and energy; develop an entrepreneurial mindset and leadership skills based on personal principles and values; and transform their ideas into tangible enterprises that create economic and social value for a better world.

Free and low-cost clinics in the area can provide required immunizations
For the purpose of safeguarding the health of children, District 15 enforces Illinois health requirements. These requirements consist of health, dental, and eye exams, and immunizations specific to grade and age.
Health exams are required for students entering preschool, kindergarten, sixth grade, and those who are new to the school. The Certificate of Child Health Examination form is available here (English PDF / Spanish PDF) and in the school office.
Several free and low-cost clinics in the northwest suburban area can provide the required immunizations outlined in the exam form:
Students who do not provide the required immunizations and/or exams will be excluded from school according to District policy and Illinois School Code. On Thursday, October 15, students who have not provided a health exam or required immunizations will be excluded from school. Students new to Illinois schools, who register midterm, have 30 days following registration to comply with the health requirements.

District 15 developing protocols for state's new concussion law
Earlier this month, Gov. Bruce Rauner signed the Youth Sports Concussion Safety Act (Public Act 099-0245) into law. The legislation focuses primarily on concussion management at the junior high and high school levels.
In conjunction with Districts 211 and 214, District 15 already offers student athletes and their parents information regarding concussions, and provides designated individuals -- including coaches and physical education teachers -- training that addresses the evaluation, prevention, symptoms, risks, and long-term effects of concussions. These efforts are now mandated by the new law, and will, of course, continue in District 15.
However, in response to this new legislation, District 15 is forming a concussion oversight team that will develop "return-to-play" and "return-to-learn" protocols for students believed to have experienced a concussion. The concussion oversight team will be comprised of a variety of healthcare professionals, including a physician and a school nurse. A District administrator and select members of the District's Health Services and physical education staff will also be part of the team.
The protocols the concussion oversight team will develop will be based on peer-reviewed scientific evidence consistent with guidelines from the Center for Disease Control and Prevention. The team will also develop an emergency action plan for interscholastic athletic activities to address serious injuries or acute medical conditions in which the condition of a student may deteriorate rapidly.
