Plans to address life safety projects
begin to take shape over summer
During a special meeting on Monday, August 24, at 6 p.m. at the Joseph M. Kiszka Educational Service Center, the District 15 Board of Education will continue its discussions regarding the role of a construction manager to oversee projects related to its new 10-year Life Safety Study, and begin discussing funding options for completing those projects. The District's construction manager will represent the District's interests as it works with an assortment of contractors to complete the $21.6 million of projects that are categorized as requiring completion within two years. During a special meeting on July 23, the Board heard from two firms in the running to manage the projects -- Gilbane Building Co. and IHC Construction. At its August 12 meeting, the Board selected Gilbane to serve as its construction manager for the construction work beginning next summer. The Board also adopted the District 15 Facilities Plan Committee's recommended strategy to accomplish the life safety report's requirements. The committee presented its recommendations during the Board's June 17 meeting. In the short term, the committee suggested that the Board commit to a two-year plan to complete the $21.6 million of high priority projects. The committee also suggested that the Board begin to conceptually determine how to address the $112.5 million of projects that are categorized as requiring completion within 5 years. Because these projects are larger in scale, impact, and cost, the committee proposed completing two to four buildings per summer until the list of projects is completed. D15 Board and Transportation Union
reach new five-year agreement
The Board of Education of Community Consolidated School District 15 and the District 15 Transportation Union (DTU) are pleased to announce that a new five-year collective bargaining agreement has been reached and ratified by both parties. The new agreement provides for 2015-16 hourly wages for bus drivers and bus aides ranging from starting rates of $16.70 for drivers and $13.05 for aides, to top hourly rates of $23.52 for senior drivers and $19.41 for senior aides. After a prior two-year contract containing back-to-back wage freezes, the first year cost to the District for this new contract is projected to average 2.51 percent. Hourly rates for the second through fifth years of the new contract are aligned with the state property tax cap formula, which determines the percentage of property tax revenue coming to District 15, with each returning driver, and aide receiving a minimum raise of 1.75 percent. In addition, drivers and aides will receive one additional paid holiday for each of the next three years to bring them in line with holidays enjoyed by the District's other work groups. The parties also agreed to continue their efforts to improve student safety by agreeing to new language involving training, mentoring, professional development, regular attendance, catastrophic illness and traffic violations. Peggy Babcock, District 15 Board president, stated, "This was a very collaborative process which resulted in an agreement that was fair for both parties while also being reasonable for our constituents."
Mary Wulf, a DTU representative, also expressed appreciation for the process. "The parties truly listened to one another and found common ground on many issues to benefit both parties. Our members will receive fair wage increases and continuing improvement in working conditions that we believe will ultimately benefit our students." On a personal note, both parties noted that the new contract was dedicated to Richard Bokor, a former District 15 Board member, and Carin Ulrich, former DTU president. Mr. Bokor and Mrs. Ulrich both passed away this year and were recognized as significant leaders during prior negotiations. The new contract becomes effective with the start of the 2015-16 school year and runs through the end of the 2019-20 school year.

Earlier this summer, District 15 named Jennifer Seoane the new principal at Lake Louise School. Mrs. Seoane served for the past three years as Lake Louise School's assistant principal.
District 15 has promoted three of its assistant principals to principal positions this year. In the spring, it named Rachel Bland the new principal at Stuart R. Paddock School, and Matt Warren the new principal at Winston Campus Junior High. Mrs. Bland served for the past 10 years as an assistant principal at Gray M. Sanborn and Willow Bend Schools, and Mr. Warren served for the past five years as an assistant principal at Winston Campus Junior High and John G. Conyers Learning Academy.
Mrs. Seone joined the District in 2012 after serving as an assistant principal intern at Lincoln School. Prior to that, she served for almost seven years as a fifth-grade gifted bilingual teacher in Elgin Area School District U-46 before leaving for several years to raise her family and further pursue her education. She has also served at Purdue University for three years as a teaching assistant and teacher leader, and in Washington's Tumwater School District for three years as a third- and fourth-grade teacher.
Mrs. Seoane holds a bachelor's degree in history from Whitman College. She also attended a master's degree program in elementary science education at Purdue University, and received a master's degree in educational leadership and supervision from National Louis University.

District 15 doubling its number
of junior high soccer teams
Last fall, District 15 fielded its first boys' and girls' soccer teams at each of its four junior highs. This fall, it is set to expand that incredibly successful program. In fact, this expansion will double the size of this popular new interscholastic athletic offering, as each junior high will now field boys' and girls' teams at both the seventh- and eighth-grade levels. In its first year, nearly 500 students tried out for the new soccer teams. However, each school fielded just two teams -- a boys' team and a girls' team, each of which was comprised of a combination of 18 seventh- and eighth-grade students. So unfortunately, just 144 students were able to play on the new soccer teams. This year, with each school fielding four teams, 288 students will be able to participate. Boys' teams will continue to compete in the fall, girls' teams will continue to compete in the spring, and their schedules will still be comprised of a six-game regular season featuring three home-and-away series for each school, and a two-day, season-ending District tournament. Coaches, students, and parents who participated in the new soccer program's first season reported nothing but positive experiences. Students showed tremendous sportsmanship, congratulating each other and shaking hands with their opponents and the referees after each match. They also expressed great pride in wearing their schools' uniforms and representing their schools as members of an organized athletic team for the first time in their lives. Simply being a part of one of the teams enhanced the school experience for many of them, and increased school spirit, as many excited spectators watched the teams' games, too. Tryouts for this year's boys' teams begin next week -- seventh graders on Tuesday, August 25, and eighth graders on Wednesday, August 26. Contact you junior high for more information on trying out for one of the teams this year. Also, remember that annual health examinations are required for interscholastic sports participation. Junior high athletes need physicals before they can try out for an interscholastic sport. The exam form, completed and signed by a doctor, must be dated within one year prior to the start of practice or tryouts, and must be filed in the school nurse's office before the student can try out. Physical forms (Certificate of Child Health Examination forms) are available in the school office and online (English PDF / Spanish PDF).
