BOARD BRIEFS: May 13, 2015, Regular Meeting

 

April 29, 2015, Special and Organizational Meeting: The Oath of Office was administered by Judge Jill Marisie to newly elected Board members Jessica C. Morrison, Manjula Sriram, and Zubair Khan. Once seated, the new Board elected new officers for the upcoming year, voting to appoint Peggy Babcock to serve as President of the Board of Education, James G. Ekeberg, MD, to serve as Vice President, and David W. Seiffert to serve as Secretary. Before the Board reorganized, Scott Thompson, Ed.D., District 15's superintendent of schools, thanked departing Board members Scott Herr and Gerard Iannuzzelli for their service to the District.

May 13, 2015 Regular Meeting
 
Public Hearing on the Adoption of the FY2015 Amended Budget: The Board approved the FY2015 Amended Budget following a public hearing on the proposal. The amended budget indicates that, as opposed to the $4 million deficit the District projected when the budget was originally approved in September 2014, the District now expects to run a $986,239 deficit. Consequently, the District's fund balance is now projected to stand at approximately $55.1 million, or about 36.9 percent of the District's budget, at the end of this fiscal year rather than $52.1 million, or 34.6 percent of its budget.

Student Recognition -- Department of Instruction -- Recognition of Outstanding Achievement for Students in Math and Science: Meg Schnoor, Ed.D., assistant superintendent for teaching and learning; Matt Weidman, math and science coordinator, and several junior high math and science teachers introduced students who excelled at math competitions and science fairs this year.

Superintendent's Report -- Richard L. Bokor Memorial Field and Track: Dr. Thompson reported that the District dedicated the track and field at Winston Campus in memory of late District 15 Board member Richard Bokor during a ceremony on Tuesday, May 12, prior to a scheduled track meet.

Superintendent's Report -- Life Safety Committee: Dr. Thompson reported that the District's Life Safety Committee has met several times this spring and is refining its facilities recommendations that it will present to the Board during its next regular meeting on June 17. Dr. Thompson said he has been impressed by the committee's work, and that he thinks its recommendations will be thought-provoking and will help the Board address the facilities concerns outlined in the District's 10-year Life Safety Study.

Superintendent's Report -- Carin Ulrich: Dr. Thompson concluded his report by sharing the sad news of Carin Ulrich's passing on Thursday, May 7. Mrs. Ulrich was a bus aide who served as the president of the District 15 Transportation Union. Dr. Thompson extended his condolences to her family, friends, and colleagues, and praised her service to the Transportation Department, saying she was a wonderful woman whose presence will be missed throughout the District.

ED-RED Council/Legislation: Michael Adamczyk, chief school business official, reported the following:
  • The General Assembly returned to session earlier in the week, and will be working to craft and pass bills through its May 31 deadline to approve legislation for 2015.
  • Legislation to freeze property taxes for at least two years has already been introduced during this session. Presently, it is difficult to determine the financial impact this legislation would have on the District. Should it pass, though, it would go into effect in time to impact the coming 2015 levy year.
  • Also, legislation to allocate state education funding on a per-pupil basis rather than the current prorated basis has been introduced. If passed, this legislation would likely reduce the amount of state funding the District receives by anywhere from $1 million to $2 million a year.
  • On the non-finance side, legislation has been introduced to direct the Illinois State Board of Education to create a form for parents to complete to opt their children out of state assessments.
  • Gov. Bruce Rauner has yet to share details of his budget plan.
  • The Illinois Supreme Court ruled that the General Assembly's pension reform legislation was unconstitutional in its entirety, and invalidated the entire piece of legislation.
  • ED-RED's next meeting is Friday, June 5.
District Fifteen Educational Foundation: It was reported that the Foundation will participate in the 2015 "Got2Run ... for Education" Run/Walk to Benefit Wellness in School Children on Saturday, May 16, in Arlington Heights.

Committee Appointments: Board President Peggy Babcock made the following committee appointments:
  • District Fifteen Educational Foundation: David Seiffert, who is a Foundation trustee, will continue to serve as the Board's representative for the Foundation, but Jessica Morrison will transition into this role, as she has expressed interest in getting involved in the Foundation, too.
  • ED-RED: Gerald Chapman will serve as the Board's new ED-RED representative and will begin presenting these reports during Board meetings, but all Board members are welcome to attend ED-RED meetings.
  • IASB Governing Board: James Ekeberg will continue to serve as the Board's representative on the IASB Governing Board, but Zubair Khan will begin transitioning into this role, which entails collecting input from and reaching consensus with fellow Board members so as to cast the Board's votes at the IASB Delegates Assembly at the November convention.
  • Communications Committee: Because of the consistently low attendance at its Community Communication Forums, this committee will be disbanded, and the Board and Dr. Thompson will jointly explore new approaches to strengthening communication with the District's stakeholders.
Citizens Address the Board: One citizen addressed the Board regarding the Communications Committee.

Also during the meeting:
  • The Board approved the May 13, 2015, Personnel Report, as presented.
  • The Board approved the Resolution -- Honorable Dismissal of Educational Support Personnel Employee.
  • The Board approved the following recommended bid awards and requests for proposals based on the lowest bid/vendor meeting specifications:
    • The contract for the USDA Commodity Foods & Commercial Equivalents Bid to Performance Foods/Fox River Foods, Montgomery, IL, for $154,001; Kohl Wholesale, Quincy, IL, $308,029; and Gordon Food Service, Grand Rapids, MI, for $20,925; for a total bid award amount of $482,955.
    • The contract for the Classroom Furniture Bid to Frank Cooney Company, Inc., Wood Dale, IL, for $7,263.60; Lowery McDonnell Company, Wood Dale, IL, for $22,564.50; and Midwest Educational Furnishings, Prospect Heights, IL, for $1,065.92; for a total bid award amount of $30,894.02.
    • The contract for the Physical Education Uniforms Bid to Ambassador Athletic, Rolling Meadows, IL, for a total cost of $16,866.11 for 2015-16. The contract may be renewed on an annual basis, not to exceed three years, if both the vendor and the District agree to terms set forth in the Proposal for Physical Education Uniforms.
    • The contract for the Texas Instruments Calculators Bid to AFP Industries, Miami, FL, for $13,794; and D & H Distributing, Harrisburg, PA, for $7,938.55, for a total bid award amount of $21,732.55.
  • The Board approved the following 17 Consent Calendar items:

  • It was reported that the District received three impact fee checks last month -- one for $1,536 for the City of Rolling Meadows, one for $3,027 from the city of Rolling Meadows, and one for $15,329.54 from the Village of Palatine.
