Choices for Children, Lake Tahoe


Our El Dorado County Program History:
Choices for Children was originally funded over 28 years ago in El Dorado County by the State Department of Education, Child Development Division to provide a child care resource and referral services.  Since it's inception, the Resource and Referral Program has provided a vital link between families and child care providers in our community. In 1980 and 1981 our services expanded to include a Child Care Subsidy Program (Alternative Payment) and Child Care Food Program (CCFP).
 
Current Programs and Impact:
Through the three distinctive programs - Alternative Payment Program, Child Care Food Program and Resource and Referrals - Choices for Children, El Dorado County, offers a full range of information and services for our community, our families, their children and the people that provide care for those children in particular.
In the county, through direct services, funding, referrals, and training we provide key service and support to a wide variety of clients.

Choices for Children has established partnerships with a variety of community agencies and actively participates in collaborative efforts to provide high quality services to all families. We take pride and ownership in our services and it shows!

We want you to know that CAPPA and the Children's Foundation are here to support you.  We are here to provide you, and the families and children you serve, a voice in advocacy, a training and technical assistance resource, and a link to network and grow.  We encourage you to get even more involved and to take advantage of what we can deliver.     
  
But most importantly of all, we look forward to partnering with you and all organizations in unifying our strength in numbers and protecting the most valuable of services for working families and the early care and education infrastructures needed by our children.

The CAPPA Board has made it a priority to support our field with a coordinated calendar to note upcoming statewide conferences, federal conferences of relevance, CDE and DSS stakeholder meetings, legislative and budget deadlines and hearings. Click here to see the calendar.

Of special note, please SAVE THE DAY of Wednesday February 3, 2016 as a day of partnership with CAEYC and other advocacy groups.  This is a day that we are hoping to present areas where we can all come together to educate legislators and staff of the top issues of importance to the field that supports all children from birth on.  If you have priorities to share with those planning this day, please email here.

The California Child Care Resource & Referral Network released the 2015 California Child Care Portfolio, the 10th edition of a biennial report. 
LAO Reports on 2016-17 Budget
On November 18, 2015 the Legislative Analyst Office (LAO) released a report titled "The 2016-17 Budget: California's Fiscal Outlook. The LAO's report portrays a positive budget situation stating that the state budget is "better prepared for an economic downtown than it has been at any point in decades."
 
The LAO projects 2016-17 to end with reserves of $11.5 billion, assuming the economy continues to grow. The $11.5 billion reserve includes $4.3 billion in the Special Fund for Economic Uncertainties and $7.2 billion in the Budget Stabilization Account. The LAO also estimates revenues and transfers to increase by 5.9% in 2016-17 and General Fund spending to increase by 5.1% in 2016-17.
 
The report displays spending estimates through 2019-20. Overall, spending is expected to increase by 3.2%. Proposition 98 is expected to grow annually by 1.7%. Both the UC and the CSU systems are expected to grow by about four percent. Medi-Cal is expected to grow by 7.6% while CalWorks is expected to decline by 31.9%. The judiciary is expected to grow by 1.7%. CalSTRS is expected to decline by 3.5%. Infrastructure debt service is expected to increase by 3.1% and finally Proposition 2 Debt payments is expected to increase by 6.6%.
 
The report relies on many assumptions and is based on current state policies. The report acknowledges that policies and the economy can change and that these different outcomes could affect the future budget. The report discusses various factors that affect California's long term economic expansion including population aging, energy consumption, China and the global economy, federal policies, monetary policy and growth, and the Bay Area and housing. If there is an economic downturn the LAO projects the state will face difficult decisions like spending cuts and tax increases.

Child Care and Development Fund (CCDF) State Plan October 8, 2015 Recordings and Transcripts
   
The 2016-18 Child Care and Development Fund (CCDF) State Plan Topical Input Sessions that took place on October 8, 2015 were recorded, and can now be found on our website with video and transcriptions. This e-mail includes other updates.
 
The following Web site location containing information on the State Plan and associated events has been reorganized to house future Topical Input Sessions as well as Public Hearings. Please check our Web site regularly for updates and additional information.

Child Care and Development Fund (CCDF) State Plan
October 1, 2015, to September 30, 2018

Attention: All Parties Interested in California's Child Care and Development Services

On November 19, 2014, the Child Care and Development Block Grant (CCDGG) was reauthorized . The Child Care and Development Fund (CCDF) is a component of the block grant. Every three years, the federal government requires states, territories, and tribes that receive funds through the federal CCDF to prepare and submit a plan detailing how these funds will be allocated and expended. The California Department of Education (CDE) has been designated in state law to be the lead agency that is responsible for administering the CCDF in California and, therefore, is required to submit the CCDF State Plan.

Given that there are a number of new changes included in the reauthorization law, the CDE will hold at least two public hearings to gather input for the 2016-18 CCDF State Plan. The first hearing took place before the draft State Plan was written on January 9, 2015. The second hearing will take place after the Office of Child Care releases the final CCDF State Plan "Preprint." The new draft "Preprint" is available for public comment at the following Web pages:

The final Plan must be submitted to the federal government on March 1, 2016. The final and approved 2016-18 CCDF State Plan will be available as of June 2016.

Individuals who do not have access to the Internet should be able to obtain access at most local public library branches throughout California.

As part of the State Plan preparation process, federal law requires the lead agency to convene a public hearing to provide an opportunity for the public to comment on the provision of child care services and quality improvement activities under the Plan before it is submitted to the federal government.
