The Assembly has introduced 1504 Assembly Bills and the Senate has introduced 793 Senate Bills. Some of the bills introduced that may be of an interest to our field are noted below.

Budget Update-
Both the Senate and the Assembly have completed their first hearings on the Governor's proposed 2015-16 budget. Next step will be for each budget committee to begin the process wherein the respective issue specific subcommittees begin their hearings.

We would like to take this opportunity to remind you that the public comment period for the Child Care and Development Fund (CCDF) Plan for States and Territories for fiscal year (FY) 2016-2018 (ACF-118) will close in less than 2 weeks. The Office of Child Care (OCC) has been granted an emergency clearance for the FY 2016-2018 CCDF State/Territory Plan Preprint, and this emergency clearance provides for a single 30-day comment period ending on March 2, 2015.
The FY 2016-2018 CCDF State/Territory Plan Preprint can be reviewed via this Web site. For instructions on how to comment, please see the Federal Register notice.

We developed "CCDF State Plan - What Californians Need to Know to Comment" to help attorneys, advocates and direct services staff submit comments directly to the Department of Education about the Child Care and Development Fund State Plan.
The recently reauthorized CCDF promises significant advancements in child care eligibility, health and safety, consumer education, quality, and reaching underserved populations. You have expertise on issues and about your clients that can help ensure the State Plan realizes its potential. We hope you will submit comments to the California Department of Education regarding its CCDF State Plan.

Opportunity for field to provide input to CDE on development of State Plan
The California Department of Education has been designated in state law to be the lead agency that is responsible for administering the Child Care and Development Fund (CCDF) in California and, therefore, is required to submit the CCDF State Plan. As part of the State Plan preparation process, the CDE will hold Topical Input Sessions in order for the public to comment on the provision of child care services and quality improvement activities under the Plan before it is submitted to the federal government.
