Reimbursement Ceilings for Subsidized Child Care

(Below is extracted from the CDE website) Senate Bill 852, which was signed into law on June 20, 2014, maintains the current Regional Market Rate ceilings at the 85th percentile of the 2005 Regional Market Rate Survey and the licensed-exempt child care provider ceilings at 60 percent of the Family Child Care Home ceilings through December 31, 2014.

Beginning January 1, 2015, Senate Bill 852 requires the California Department of Education to implement ceilings at the 85th percentile of the 2009 Regional Market Rate Survey reduced by 13 percent. If a calculated ceiling is less than the ceiling provided before January 1, 2015, then the ceiling from the 2005 Regional Market Survey will be used. The licensed-exempt child care provider ceilings will be 60 percent of the Family Child Care Home ceilings.

Although CDE has the 85th percentile of the 2009 Regional Market Rate Survey reduced by 13 percent, the California Child Care Resource & Referral Network has prepared the following:

For a five-year old child enrolled in kindergarten:
  • Use the 2 through 5 Years category when the child is in a program/classroom that is licensed as a preschool program, or
  • Use the School Age category when the child is in a program/classroom that is licensed as a school-age program.

About Early Head Start - Child Care

Early Head Start - Child Care (EHS-CC) partnerships were created by the FY2014 Federal budget bill, which provided $500 million to the new program.  This new funding for Early Head Start-Child Care Partnerships is an exciting opportunity for communities to plan how they can expand access to high-quality early care and education for low-income children and families.

Highlights of the bill's investment in children and families include:

  • $2.36 billion for the Child Care and Development Block Grant, which is an increase of $154 million over the FY2013 levels.
  • $8.6 billion for Head Start, which is an increase of $1.025 billion over the FY2013 level.
  • $250 million for Race to the Top- Preschool Development Grants to help states develop, enhance, or expand quality preschool programs for children 4 years old or older from low-income families.
  • $500 million from the above $8.6 million will be put towards expanding access to Early Head Start, including the development of Early Head Start-Child Care Partnership grants to help improve the quality in child care programs.

California Department of Education (CDE), Early Education and Support Division (EESD)

The Fiscal Year (FY) Budget Act (Chapter 19, Statute of 2014) provided several augmentations to the California State Preschool Program (CSPP). This notice concerns the additional funds that have been described by the Legislature as restoration of full-day/full-year capacity to the CSPP.   

To ensure this funding is utilized for services this fiscal year, funding is being made available to existing CSPP contractors who can meet the priorities outlined below: 

  • First priority will be given to CSPP contractors that have existing licensed capacity and staffing to enroll additional full-day/full-year families and begin providing CSPP services on or before October 1, 2014. Full-day programs must operate for the number of hours per day that are necessary to meet the early education and support needs of families in the community. A minimum of 246 days of operation is required for this contract unless the contractor has received prior approval to operate for fewer days.
  • Second priority will be given to CSPP contractors currently operating a part-day/part-year program, who, if provided restoration funding, will provide full-day/full-year services on or before October 1, 2014.
  • Third priority will be given to CSPP contractors that have existing licensed capacity and staffing to enroll additional part-day/part-year
  • families and begin providing CSPP services on or before October 1, 2014. Part-day programs must operate 3 to less than 4 hours per day. Between 175 to 180 days of operation is required for this contract unless the contractor has received prior approval to operate more days.

Factors used to determine restoration funding to be awarded to individual contractors may include, but are not limited to, the following:

  • Contractor's administrative condition - Contractors must be in good standing, including but not limited to, having a clear contract status, no past due accounts receivable, and no delinquent audit reports.
  • Contractor's maximum reimbursable amount (MRA) earning history. 
  • Geographic location of program site, including but not limited to sites in LPC priority areas and/or low API school boundaries.
  • Contractor's existing license capacity.

To request restoration funding, contractors must complete the attached Request for California State Preschool Program Restoration Funding form (EESD.Res1415) and return the completed form to the EESD no later than 5:00 p.m., Monday, August 25, 2014.

 

Contractors may fax copies of the request to 916-323-6853 to meet the 5:00 p.m., Monday, August 25, 2014, deadline or e-mail to RestorationFunding@cde.ca.gov. However, they must also submit an original signed copy to:
