Parent Voices, Your Rally Cry of "Restore, Rebuild, Reinvest" Will Lead Us All
There is never enough recognition and thanks that can be shown to the parents that make up Parent Voices. Last week parent advocates were out in force highlighting the needs of low-income families and children, and bringing to the forefront the child care crisis that has crippled our State.
The Parent Voices campaign theme was "The Three R's."
Restore hope to those who have lost access to child care and those on waiting lists with little to no chance of receiving services, and
Rebuild the child care infrastructure which is hanging on by a thread after 5 years of $1 billion in funding reductions resulting in 110,000 less children serves, and by
Reinvest $200 million in funding to serve families on the waiting list, to restore income eligibility guidelines to 75% of State Medial Income, fully-fund State 3 child care for all eligible families, and to increase reimbursement rates to all child care providers.
On Tuesday at 10:00 am when the Governor releases the 2013/14 May Revise Budget, we need to champion the Parent Voices theme of Restore, Rebuild, Reinvest for California's working families and children.
To Parent Voices, we all owe you a debt of gratitude for all that you do. Quite simply, we honor all that you do.

Happening this week
Legislative hearings on issues of importance to our field are in full swing. CAPPA advocates continue meeting and educating decision makers about fully restoring CalWORKs, general child care funding, streamlining Title 5 and reducing bureaucratic burdens on programs, centers and providers.

Assemblymember Shirley Weber pursues legislation to restore child care and early education programs
This measure, Assembly Concurrent Resolution 45 (ACR 45) would urge the California State Legislature, the Superintendent of Public Instruction, and the Governor to restore budget funding to early care and education programs and to support efforts to fund and implement the Quality Rating and Improvement System and other programs that support early care and education.
According to a press release from Weber's office, ACR 45 shines light on the importance of early child care and preschool education as well as the positive impact they have in the lives of our children. The resolution also emphasizes the importance of educating parents about the value of early child care and education in the early years of a child. Studies show that 80 percent of a child's brain development occurs by age three and 90 percent of brain development occurs by age five.
