Child Care Development Fund (CCDF) State Plan for October 1, 2013 - Sept. 30, 2015

 

This is very important for all within our field to review and provide input where needed.  This is your opportunity to provide input to CDE regarding how they prioritize, allocate and fund all our programs including: alternative payment programs, resource and referrals, quality programs, general child care issues, Local Planning Councils (LPCs), licensure, TrustLine reimbursement and so much more.  

 

Here are some links to be aware:

Every two years, the federal government requires states, territories, and tribes that receive funds through the federal Child Care and Development Fund (CCDF) to prepare and submit a plan detailing how these funds will be allocated and expended. The California Department of Education (CDE) has been designated in state law to be the lead agency that is responsible for administering the CCDF in California and, therefore, is required to submit the CCDF State Plan. 

 

Get involved!  If you have input that you would like for CAPPA to consider as part of their response to CDE for the public hearing, please email details to cappa@cappaonline.com not later than April 18, 2013.  Please note, the window to provide public comment directly to CDE is by 5:00 pm on June 1, 2013.

Below is information from our federal partner, Child Care AwareŽ of America:

  

Within the President's FY2014 budget submitted to Congress last week was a new early learning initiative - a historic opportunity for all young children throughout America!

 

High Quality Preschool for Every Child: The President proposed a new federal-state partnership to provide all low and middle income 4-year-old children with high quality preschool. The measure is funded by a 94 cent increase in the federal tax on tobacco raising $78 billion over 10 years. The proposal also encourages states to expand to full day kindergarten programs once preschool targets have been met.

 

Early Head Start/Child Care Partnerships: The President proposed expanding access to high quality early learning settings for children from birth through age 3 through a new competitive grant program run through Early Head Start in partnership with child care. The President has proposed $1.4 billion for FY2014.

 

Child Care and Development Block Grant: The President has proposed an increase of $500 million in "mandatory" funds for child care (from $2.9 billion this year to $3.4 billion in FY2014). The President has also proposed an increase of $200 million in CCDBG discretionary funds to increase health and safety.

 

Expanding Home Visiting: The President has proposed an expansion of voluntary home visiting to enable nurses, social workers, and other professionals to connect families to services and educational support that will improve a child's health, development and ability to learn.
