Legislative hearings on issues of importance to our field are in full swing.  CAPPA advocates continue meeting and educating decision makers about fully restoring CalWORKs, general child care funding, streamlining Title 5 and reducing bureaucratic burdens on programs, centers and providers.

Child Care Development Fund (CCDF) State Plan for October 1, 2013 - Sept. 30, 2015

 

This is very important for all within our field to review and provide input where needed.  This is your opportunity to provide input to CDE regarding how they prioritize, allocate and fund all our programs including: alternative payment programs, resource and referrals, quality programs, general child care issues, Local Planning Councils (LPCs), licensure, TrustLine reimbursement and so much more.

Every two years, the federal government requires states, territories, and tribes that receive funds through the federal Child Care and Development Fund (CCDF) to prepare and submit a plan detailing how these funds will be allocated and expended. The California Department of Education (CDE) has been designated in state law to be the lead agency that is responsible for administering the CCDF in California and, therefore, is required to submit the CCDF State Plan. 

 

Get involved!  If you have input that you would like for CAPPA to consider as part of their response to CDE for the public hearing, please email details to cappa@cappaonline.com not later than April 18, 2013.  Please note, the window to provide public comment directly to CDE is by 5:00 pm on June 1, 2013.

 

Federal: 
This week, the Senate is expected to vote on the Senate budget resolution for FY2014 (which begins in October).  The budget resolution is important because it's a blueprint for Congressional committees to follow in making spending and savings decisions on programs for next year.

Senate Budget Committee Chairwoman, Patty Murray (D-WA), drafted a plan to reduce spending over the next 10 years by $1.85 trillion that calls for replacing the sequester, reducing spending by $975 billion and raising revenue by $975 billion over 10 years.  The Murray Budget invests in early learning and programs to assist working families, including funds for child care, Head Start, and home visiting.

Chairwoman Murray's budget resolution reduces the deficit in a balanced manner.  No doubt tough decisions will need to be made, but the Murray budget presents balanced options, which include investments in child care, Head Start, and other early childhood programs that make a difference to both children and their families.

Take Action! It is important that Senators hear from you as soon as possible.  Ask them to support the Murray budget resolution which protects funding for programs helping families with children (like child care and education).  Child Care AwareŽ makes it easy.   Click here and be heard!
