CAPPA's public policy committee is analyzing the above amongst a much broader list.   

 

Noteworthy

At the March 20th joint hearing between ASM Budget Subcommittees 1 & 3, the following actions were approved (if you were unable to watch the hearing live, you can watch an archived version on www.calchannel.com

 

* Adopted placeholder Trailer Bill Language to Repeal the Family Fee for State Preschool and direct staff to include funding to backfill the loss of fee revenue to preschool as part of the Assembly's final Proposition 98 package.

* Adopted Supplemental Report Language to require CDE to prepare a plan, by February 1, 2014, to make high-quality preschool available to every single child in California over the next 5 to 10 years. The plan should include various options and recommendations for achieving this implementation plan.

 

Federal: 
"Chairman Ryan's contention that the safety net discourages work is part of an argument that federal assistance programs harm those they are designed to help. However, the safety net's impact on work effort and poverty is well-studied. Leading researchers have conducted a comprehensive review of the available research and data on how safety net programs affect poverty and work, and the National Bureau of Economic Research (NBER) has published their results. The research showed that the safety net's overall effects on work are modest and do very little to diminish the safety net's effectiveness in reducing poverty, contrary to arguments made by supporters of the Ryan budget to justify its severe cuts in low-income programs. They found that, even after accounting for the modest overall work effects, the safety net lowers the poverty rate by about 14 percentage points. In other words, the researchers found that one of every seven Americans would be poor without the safety net, but are above the poverty line because of it; that translates into more than 40 million people."

CDE Requests Information on Impact of Family Fees

Change of report submission due date to April 1st 2013.

 

On August 9, 2012, the CDD issued Management Bulletin 12-12 to all Executive Officers and Program Directors of California State Preschool Programs, requesting information on the number of families and children affected due to the introduction of the family fee to the part-day preschools.

 

As CDE staff prepare for legislative hearings, it is critical that we obtain accurate data on the full impact of SB 1016 funding reductions.

 

If you have not yet submitted this information for the second reporting period, which was from November 1, 2012, to February 28, 2013, please do so immediately using the data reporting form provided in MB 12-12.  If you did not submit these data because your agency would be reporting all zeros (did not have any affected children or families due to the introduction of family fee for the reporting period), we request you still fill out the reporting form indicating such and submit it. 

 

Please note that the submission due date for the second report has been changed and advanced to April 1st, 2013.
