Urban county caucus, Health Care Reform - Motion Adopted

"UCC supports the statewide expansion of Medi-Cal under the Affordable Care Act (ACA).  UCC is opposed to the realignment of child care and other social services programs as part of the state-based option but is open to discussing other financing arrangements that would start in 2017 when federal funding is reduced by 5%. Counties are committed to implementing and being partners with the state on this important expansion."

Federal: 
Sequestration - Do we know how our programs will be impacted by enactment of the automatic federal cuts?
In communications with the California Department of Education and our federal partners, unfortunately the impact is still unclear. 
According to CDE, "...the piece of th federal grant that may be impacted is he Discretionary post of the Child Care Development Fund.  That is about 1/2 of the federal funding."

Note:  For this legislative cycle, early care and education are not being viewed on their own.  Rather they are being viewed from the perspective of the Medi-Cal expansion, and in the broader context of being threaded with other programs.  For our field to be strategic in positioning itself in this broader discussion, we must all understand the parts.  The reading above will help understand the other programs being discussed with child care and the interaction of all.

 

 

CDE Requests Information on Impact of Family Fees

Change of report submission due date to April 1st 2013.

 

On August 9, 2012, the CDD issued Management Bulletin 12-12 to all Executive Officers and Program Directors of California State Preschool Programs, requesting information on the number of families and children affected due to the introduction of the family fee to the part-day preschools.

 

As CDE staff prepare for legislative hearings, it is critical that we obtain accurate data on the full impact of SB 1016 funding reductions.

 

If you have not yet submitted this information for the second reporting period, which was from November 1, 2012, to February 28, 2013, please do so immediately using the data reporting form provided in MB 12-12.  If you did not submit these data because your agency would be reporting all zeros (did not have any affected children or families due to the introduction of family fee for the reporting period), we request you still fill out the reporting form indicating such and submit it. 

 

Please note that the submission due date for the second report has been changed and advanced to April 1st, 2013.
