Opportunity for Constructive Feedback Through the ACSI:

Survey Sent to Subgrantees Earlier this Month

Dear Community Action Colleagues -

The Department of Energy wants to hear from you! Local Weatherization Subgrantees are being asked to submit anonymous, constructive feedback on the performance of State WAP grantees through a national survey. All Weatherization Subgrantees should have recently received a survey from the CFI Group via email on behalf of the U.S. Department of Energy's Weatherization Assistance Program.

Per the Weatherization Memorandum 23 released on January 9, 207, The U.S. Department of Energy (DOE) Weatherization and Intergovernmental Program Office, (WIP) through the Weatherization Assistance Program (WAP), is requesting feedback from subgrantees that will help improve the administration of the Program. This is an important opportunity to provide constructive feedback on the quality of state work with regards to both monitoring and technical assistance. Your agency's participation is critical to understanding how well the State WAP Grantees are delivering support and leadership to subgrantees.

Staff from your agency probably participated in a similar process a year ago when the Office of Community Services also utilized the American Customer Satisfaction Index (ACSI) to receive feedback from the Community Action Network regarding State CSBG Offices. In the same way, DOE will share extensive data analysis reports with state grantees and to offer

recommendations for specific changes as identified by local feedback.

This is an anonymous survey as it is open until January 24, 2017. Local weatherization agencies can rate their state office performance using the link provided to the agency contact who received the email. Each agency has a unique access link to complete the survey, so staff members will need to coordinate in order to complete one representative survey sent from the original recipient's email. The link was emailed on January 10th and again on January 17th from noreply-cfigroup@qualtrics-survey.com. Check the spam and quarantined folders of the official Weatherization contact person for your agency.

The Partnership and EOS applaud this new practice of federal agencies offering an opportunity for local agencies to assess the monitoring practices, training, and overall support provided by state and federal lead agencies. We hope this cycle of evaluation will become standard practice and improve accountability, and ultimately, the success of every park of the Network.

We encourage members of the Community Action Network operating the Weatherization Assistance Program to take advantage of the opportunity presented by the release of the American Customer Satisfaction Index (ACSI) survey. This is a tool with high validity based in a scientific model utilized across industries to assess the customer experience. For more information on the ASCI in general, click here.

The survey results will have more weight if all the local agencies from each state participate. We encourage your agency's WAP Director or Executive Director/CEO to take the survey, and respond with your thoughtful feedback as soon as possible. Also, please be sure all of your local agency colleagues are aware of the survey.
