Policy Statement on Meeting the Needs of Families with

Young Children Experiencing and At Risk of Homelessness

This policy statement provides recommendations from the U.S. Departments of Health and Human Services (HHS), Housing and Urban Development (HUD), and Education (ED) on ways in which early childhood and housing providers at the local and, in some cases, State levels can collaborate to provide safe, stable, and nurturing environments for pregnant women and families with young children who are experiencing or at risk of homelessness.

The intended audience for this policy statement includes State and local early childhood, housing, and homeless providers, as well as policymakers who work in this space. The recommendations in this policy statement focus on better meeting the needs of these highly vulnerable families through stronger partnerships between early care, learning, health, and development settings and Continuums of Care (CoCs), housing programs, and emergency shelter providers.

New HUD-VASH Vouchers Announced

The U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Veterans Affairs (VA) today announced $18.5 million to 39 local public housing agencies across the country to provide a permanent home to an estimated 2,100 veterans experiencing homelessness.

The supportive housing assistance announced today is provided through the HUD-Veterans Affairs Supportive Housing (HUD-VASH) Program which combines rental assistance from HUD with case management and clinical services provided by VA.

The HUD-VASH Project Based Vouchers (PBVs) being awarded today are attached to specific existing, new construction or rehabilitated units. These vouchers will preserve affordable housing and ensure that persons who need services to live stably in their own homes receive them.

CFPB Financial Education Exchange

The CFPB Financial Education Exchange (CFPB

FinEx) is an online and in-person information exchange designed to provide financial education practitioners with centralized access to CFPB tools, research on consumer financial behavior and effective practices, and other financial education resources.

Through CFPB FinEx, the CFPB supports financial education practitioners.CFPB FinEx includes a printable, shareable inventory of CFPB tools, research, and other resources, which is available at consumerfinance.gov/f/201603_cfpb_finex-resource-inventory.pdf.

The Current State of Early Childhood Homelessness Infographic

This infographic shows that, in the United States, infancy is the age at which individuals are most likely to enter shelter or transitional housing, followed by ages one to five, and homelessness during pregnancy and in the early years is harmful to children's development. Given the research showing the importance of addressing early childhood homelessness, the U.S. Departments of Health and Human Services, Housing and Urban Development, and Education created an interagency policy statement on early childhood homelessness. This statement recommends ways early childhood and housing providers at the local and state levels can collaborate to better meet the needs of pregnant women and families with young children who are experiencing or at risk of homelessness.

National Poverty Trends Session Five

November 30, 2016 1 pm ET

Social and economic conditions have changed dramatically since the passage of the Economic Opportunity Act of 1964. Yet 46.7 million people in the U.S. live in poverty, 15.5 million of whom are children. As the U.S. Census Bureau reported in its annual estimates on income, poverty and health insurance coverage, the poverty rate for 2014 was 14.8 percent, unchanged from 2013.

This Poverty Trends webinar series will offer a space to discuss the statistics around poverty as well as recommendations for community change and policy implications.

Trauma Informed Approaches to Two-Generation Programs

December 9, 2016 2 pm ET

Despite a vast amount of progress that has been made on the federal, state, and local levels, there are still large gaps between recognizing the importance of a two-generation approach and why a trauma-informed approach is critical to this framework. Many of the current policy discussions are now focusing on potential steps to better bridge these gaps.

This webinar will provide an overview of the current research on adverse childhood experiences and toxic stress and why it is critical to incorporate this knowledge in a two-generational approach.

Decreasing Family Homelessness Session Four

This webinar, part of the Decreasing Family Homelessness Webinar Series, will examine homelessness among very young children and their families. Speakers will provide an overview of the research on the extent and impact of homelessness among young children, examine federal policy initiatives designed to improve their access to early education, and how state and local partners are working to improve the integration of housing and early child development services. The role of community action agencies in facilitating the integration of housing and child services will also be explored.
