Partnership Releases Talking Points on ROMA Next Generation

Dear Community Action Colleagues:
 
Thank you to the many local Community Action Agencies, State Associations, State CSBG Offices, National Partner organizations, and our colleagues at OCS for taking the time and effort over the past four years as we have worked together to respond to the Administrations' call for greater accountability.  We have collaborated at all levels on CSBG Organizational Standards, State and Federal Accountability Measures, the Model State Plan, and now ROMA Next Generation and the CSBG Annual Report.   We have been successful in moving the needle with the administration and have increased Community Action's standing, but we still have more work to do, and this OMB/OCS 60-day comment period is a critical next step.
 
The Partnership is sharing the core of its response to OCS with the Network in the form of talking points that follow the recommended feedback framework provided by OCS/NASCSP.  Please click here to view these points as a .pdf document. Feel free to use any of this document that you find helpful or that you are in agreement with.  If you do not agree with our comments, that is fine as well, and we urge you to submit your differing perspectives.  It is important that OCS hear directly from the Network of local CAAs, State Associations, and State CSBG Offices 
 
We urge you to read the recent NCAF CAPFacts regarding the process to estimate the time burden portion of requested feedback. The CAPFacts were sent via email on August 4, 2016 and can be found here and the time estimation tool can be found here. 


Comments are due no later than Monday, August 15, 2016 and should be sent to infocollection@acf.hhs.gov.  You can also review the guidance from OCS on submitting comments here and access the sample template for comments developed by NASCSP here. This feedback period is critical and while we know fatigue on ROMA Next Gen is real, this last push to impact the process is important.


The Partnership will be submitting comments to OCS/OMB aligned with and expanded beyond these talking points. Our final feedback to OCS/OMB will be posted to our website following its submission.
 
Also, please note that the Community Action Partnership Annual Convention later this month will include seven sessions on ROMA Next Generation specifically. We thank OCS and NASCSP for their assistance with conducting sessions that will provide the most up-to-date information available and we look forward to seeing many of you there.
