The following workshop sessions will be featured within the Effective Administration and Governance track of the 2016 Community Action Partnership Annual Conference. All sessions will be held Wednesday, August 31st from 2:00 p.m.-3:30 p.m.
Beyond Compliance: Standards 2.0 The COE-developed organizational standards work together to characterize an effective and healthy organization. Learn how to use the standards as a platform to take your organization from good to great.
The CAA Legal Guide The legal framework that governs both public and nonprofit CAAs as recipients of federal grant funds is vast. This session provides an overview of topics such as the federal grant life cycle; the legal authority underlying federal grants; the federal CSBG Act; federal financial management requirements; and tax rules specific to nonprofit CAAs operating as 501(c)(3) tax-exempt organizations will be covered. ROMA NG Updates and Application
An overview of the feedback received from the network during the 60-day OMB comment period and a discussion of ROMA NG application in a CAA from a leadership perspective.
Building a Financial Policies and Procedures Manual (Standard 8.10)
Organizations are required to have written fiscal policies and procedures, but many struggle to keep them current. This presentation provides a model for developing compliant policies and procedures, and a process for keeping the manual current, as stated in Standard 8.10. Also discuss changes to manuals resulting from implementation of the new Uniform Guidance.
IT Governance for Board Members and Senior Management
This session covers key components of an information technology (IT) governance structure to help ensure technology is enabling your organization. Topics covered include IT strategy, operational performance metrics, and risk management. Board members and senior management will come away with ideas based on proven techniques for management and oversight of information technology to help ensure they are maximizing their investment.
ROMA Next Generation 101
Attend this workshop to learn about ROMA
Next Generation (ROMA NG) elements, how it compares to what you have been doing, and what it really means for your CAA, including a discussion of local theory of change, data analysis at an agency level, and the integration of ROMA with the Organizational Standards.
A Comprehensive Case Management System, CRT's Steps-to-Success STEPS is aligned with ROMA goals and combines a comprehensive assessment with quantifiable outcome tracking. STEPS supports a holistic services delivery approach, Step to Success, which is designed to help individuals and families who require a concentration of services, interventions and programs to achieve economic stability and a secure future. Pathways to Excellence and the Award for Excellence Pathways to Excellence is the Partnership's organizational capacity building initiative. Pathways uses 35 Standards of Excellence based on the Malcolm Baldrige National Quality Award and specifically adapted for the Network to define the very best practices for agencies. Public CAAs This session will focus on seizing the opportunities and overcoming the challenges inherent in operating a public CAA. Discussion will center around governance, program implementation, leveraging resources, and implementing the CSBG Organizational Standards.

CONVENTION SPEAKER HIGHLIGHTS: ADMINISTRATION & GOVERNANCE PRESENTERS |
Jeannie Chaffin, CCAP
Director, Office of Community Services, Administration for Children and Families (ACF), U.S. Department of Health and Human Services
Ms. Chaffin brings local, state and national level experience in anti-poverty efforts to her appointment at ACF. Prior to joining ACF, she served as the Community Services Block Grant (CSBG) Senior Program and Policy Specialist at the National Association for State Community Services Programs where her responsibilities included policy development and technical assistance to State CSBG Administrators. Ms. Chaffin also coordinated with existing partners and created new relationships with key national organizations, members of Congress, and the Administration that furthered the purposes of CSBG at the state and local levels.
Ms. Chaffin has worked in the CSBG Network for over twenty years, at both a State CSBG office and a local Community Action Agency. As Missouri's State CSBG and Low Income Home Energy Assistance Program manager, Ms. Chaffin was responsible for contract management, monitoring, Federal and State reporting, including Results Oriented Management and Accountability, budget development, training, and creating new initiatives and approaches to reduce poverty.
Ms. Chaffin is a graduate of Drury University with a Bachelor's of Science in Sociology and a Certified Community Action Professional. Jeannie Chaffin will lead the following sessions: ROMA NG Updates and Application and she will be involved in the Convention Opening Session
Melanie Herman
Executive Director, Nonprofit Risk Management Center
 In a world that is fraught with danger, it is comforting to know that Melanie Lockwood Herman is holding on tight to the handlebars of the Nonprofit Risk Management Center. The Center provides training, technical assistance and informational resources to help nonprofits take a practical approach to managing risk so that they can fulfill their missions and stay out of trouble.
A prolific author of a more than a dozen comprehensive (and comprehensible!) guides on various risk management topics, Ms. Herman has delivered countless workshops, seminars, and keynote presentations for organizations simply unwilling to leave success to chance. Ms. Herman earned a Bachelor of Arts Degree in Urban Affairs from American University (Washington, DC) and a Juris Doctor from George Mason University (Arlington, VA). She is a member of the District of Columbia Bar Association.
In August 2015, Ms. Herman was named to The NonProfit Times Power & Influence Top 50, recognizing "50 of the sector's leaders for their innovation, influence on the broader sector, and for developing organizational models that can be replicated." This is her seventh appearance on the list: she was first recognized in 2007, and then again in 2008, 2011, 2012, 2013 and 2014.

Eleanor A. Evans, Esq.
Executive Director and General Counsel, CAPLAW
 Eleanor Evans is Executive Director and General Counsel of Community Action Program Legal Services, Inc. (CAPLAW) and General Counsel to Action for Boston Community Development, Inc. Ms. Evans advises Community Action Agencies nationwide on a broad range of legal, governance and compliance matters, writes publications and presents workshops throughout the country on those matters. Before holding these positions, Ms. Evans was CAPLAW's Deputy Director and Senior Counsel. Prior to joining CAPLAW, she practiced with the Boston law firm of Hill & Barlow, where she represented nonprofit and for-profit organizations in corporate, tax and employee benefits matters. Ms. Evans is co-author of "Being a Player: A Guide to the IRS Lobbying Regulations for Advocacy Charities," published by the Alliance for Justice. She is a graduate of Smith College and Georgetown University Law Center.

Brad Ward
Director, Community Philanthropy, Council on Foundations
Brad previously served over two Community Foundations that he led to a successful merger. As a merged entity, the Foundation grew from $15 million to $30 million in assets over three years. Mr. Ward's specialty is development and launching entrepreneurial ventures, convening and facilitating movements for a variety of new efforts. As well, he led the charge to mobilize a new generation into philanthropy and engaging a variety of constituents into community leadership. A graduate of DePauw University with a degree in Sociology and concentration in political science and conflict studies while at University College Cork, Ireland, Mr. Ward has contributed over 2,500 volunteer service hours across Europe, United States, and South America. Mr. Ward has volunteered in places from inner city to rural schools and housing projects as far stretched as Philadelphia to the Navajo Nation, gaining perspective and appreciation for community development and pride from people of all walks of life. Denes Tobie leads the Nonprofit and Government Practice's (NGP) training development. In addition, she oversees audit engagements and consulting opportunities and works with clients to maintain compliance with laws and regulations. Over the past year Ms. Tobie has spent a tremendous amount of time both learning and training with others on the new Uniform Guidance. She works with a variety of nonprofits, providing financial and compliance audits, tax-exempt reporting and compliance, and an assortment of management consulting services.

NEW TRACK: PARTNERSHIP FOR COMMUNITY RESILIENCE TRAINING
|
As the latest project of the Partnership's New Reality Initiative, we have entered into a formal collaboration - the " Partnership for Community Resilience" - with the PostCarbon Institute, parent organization of Resilience.org and a highly respected international nonprofit organization. We will work together to improve the efficacy of community resilience-building efforts and broaden the understanding of the likely impacts of economic, energy and environmental challenges.
To jump start this joint effort, the PostCarbon Institute and the Partnership are hosting a full-day training at the 2016 Community Action Partnership Annual Conference. The training will be held on Thursday, September 1st.
To participate in the training, applicants must agree to attend three consecutive workshop sessions on September 1st (two morning sessions, one afternoon session). Participants will be able to attend any session of their choosing on Wednesday and Friday. All plenary sessions on Thursday will be included in the Resilience Track.
This unique training experience will:
- Provide a thorough introduction to what Post Carbon Institute calls the "E4 Crises" (economy, energy, environmental, and equity), which have also been the primary emphasis of the Partnership's New Reality Initiative;
- Introduce resilience science and its application to communities;
- Explore the "Six Foundations" for building community resilience;
- Share inspiring examples and stories of community organizations, groups, and businesses building resilience in practice; and
- Lay the groundwork for possible funding which would cover the costs for conducting community resilience assessments in your community with an additional possibility of participating in a three-year demonstration pilot projects in the second stage of this collaboration..
Agencies whose staff have participated in this workshop will be eligible to participate in subsequent programmatic and collaborative funding opportunities - including training and funds to conduct Community Resilience Assessments and multi-year pilot projects aimed at building resilience and work opportunities in CAA-served communities.

If you have not already registered for the Convention, you will be given a discount code for a $100 discount to use when you register. All other costs are the participants responsibility.

PRE-CONVENTION ACTIVITIES: LEADERSHIP DAY AND EMERGING LEADERS |
Leadership Day will be held on Tuesday, August 30, from 12:00 p.m. - 4:00 p.m.
Leadership Day is a special opportunity for New Executive Directors and Emerging Leaders to add in an extra day of learning and networking with sessions designed specifically for them. The cost is $100 and includes lunch.
Are you a new Community Action Executive Director? Sessions will be focuse
d on working with your board, financial management needs of an ED, and the role of advocacy in your work. Speakers include Eleanor Evans (CAPLAW), Denes Tobie (Wipfli), and Denise Harlow (Partnership).
Are you an Emerging Leader? This track includes an introduction to the history of Community Action, applying Results Oriented Management Accountability (ROMA) for emerging leaders, and applied cultural competency skills.

Pathways to Excellence Peer Reviewer Training will be held on Monday, August 29, from 9:00 a.m. - 5:00 p.m. and Tuesday, August 30, from 9:00 a.m. - 3:00 p.m.
This training will provide attendees the opportunity to become a peer reviewer for the Pathways to Excellence program as well as bring back critical knowledge and skills to their CAA.
Training is $350 per person. Lunch will be served.
