CAPLAW National Training Conference Just Around the Corner
June 22-24, 2016 - Fort Lauderdale
Many of this year's sessions focus on actions network leaders can take to comply with new requirements such as the CSBG Organizational Standards and the Uniform Guidance. Topics we will address include conducting risk assessments, drafting personnel policies, developing annual budgets and forecasts, honing democratic selection procedures, updating time and effort reporting, and much more! Participating in CAPLAW's intense, 2½ days of training in financial, governance, human resources, sustainability and federal grant program matters will equip network leaders with the knowledge and skills needed to strategize and ride high on the waves of compliance and leadership.

2016 RESEARCH AND EVALUATION CONFERENCE ON
SELF-SUFFICIENCY
RECS, sponsored by the Office of Planning, Research, and Evaluation in the Administration for Children and Families, will take place this week-June 1 -3, 2016-at the Omni Shoreham Hotel in Washington, DC. The Office of Planning, Research and Evaluation (OPRE) in the Administration for Children and Families (ACF), U.S. Department of Health and Human Services, gathers researchers, State and local administrators, practitioners, and Federal officials and policymakers to discuss cutting-edge research on family self-sufficiency and social welfare programs and policies.
You can view the live stream of many of the conference sessions, which allow for online participation. Check the website for the schedule, session descriptions, speaker bios, and materials for download. Many of the workshops cover key topics for Community Action.

The Organizational Standards Center of Excellence team has been working to provide Technical Assistance Guides to accompany the Organizational Standards for Public Agencies. NEW DEPARTMENT OF LABOR OVERTIME RULE FOR NONPROFITS
Guidance from CAPLAW
On May 18, 2016, the U.S. Department of Labor ("DOL") issued a long-anticipated final rule (the "Overtime Rule") that affects whether certain employees may be treated as exempt from the minimum wage and overtime pay requirements of the federal Fair Labor Standards Act ("FLSA"). DOL estimates that the new Overtime Rule will extend overtime protections to an additional 4.2 million exempt workers who are not currently eligible. What is the Office of Community Services' CED Program: Use $800,000 to Create Jobs

The purpose of the Community Economic Development discretionary grant program is to promote and support projects that address economic self-sufficiency for low-income persons and distressed communities by awarding funds to community development corporations (CDCs) to create employment and business development opportunities. In this session you will be presented with several CED projects funded with OCS-CED grants. You will hear what works (and what has not worked) and how the funds could be used in many innovative ways. Assessing the Use of Debt (Loans) in Community Development: Upsides and Downsides

This is an intermediate session for those organizations that are considering using debt in a proposed CED project or are thinking of taking out a note (debt) on existing properties. National Poverty Trends Session 2
June 29, 2016 1pm ET
Social and economic conditions have changed dramatically since the passage of the Economic Opportunity Act of 1964. Yet 46.7 million people in the U.S. live in poverty, 15.5 million of whom are children. As the U.S. Census Bureau reported in its annual estimates on income, poverty and health insurance coverage, the poverty rate for 2014 was 14.8 percent, unchanged from 2013. This Poverty Trends webinar series will offer in-depth information on the state of poverty in America and will provide participating agencies with resources on how to analyze their community data on the poverty level and provide tools for anti-poverty advocacy on the local and state level. CAPLAW encourages CAAs to invite the attorneys that they work with to participate in the upcoming attorney network webinar - June 8th 2-3:30pm ET.
This webinar is intended to help attorneys better understand the legal issues unique to CAAs with respect to their personnel policies and practices. We will discuss the human resources directives in the CSBG Organizational Standards and the new overtime rule recently released by the Department of Labor, as well as other specific issues such as lobbying/political activity policies and the Drug-Free Workplace Act. This webinar will also suggest practice tips for attorneys on drafting and reviewing personnel policies.

Community Commons Reporting and Mapping Tool
Many of you have probably heard of and utilized our needs assessment tool on Community Commons where you can get service area specific data across issue areas shown in charts, graphs, and maps. If you haven't, be sure to check it out today to save time on gathering statistics and to get all the data you need at the county and census tract level with a simple click.

Pediatricians and Anti-Poverty Organizations: Building Bridges
June 20, 2016 3-4 p.m. ET
The American Academy of Pediatrics' (AAP) recent policy statement on child poverty encourages pediatricians to tackle "poverty-related disorders" through health screenings and interventions as well as address the "toxic effects of poverty" through program and policy advocacy.
This national webinar will feature members of AAP but also leaders of state and local anti-poverty efforts. On this call you will learn about the different ways AAP and individual pediatricians can address the detrimental effects of poverty on children's health. You will also hear how local and state anti-poverty leaders are working to build new or stronger alliances with AAP chapters and pediatricians.
