 HELP WANTED: ROMA NEXT GENERATION COMMENT PERIOD

The ROMA Next Generation (ROMA NG) comment period is here and we need your input! We need involvement from the broader Community Action Network to ensure that agencies familiar with the details of the new system will participate broadly in the feedback process.
So what can you do to help? The Partnership asks that agencies:
1. Complete the five NASCSP surveys (listed below). We need broad participation by the Network to provide in-depth feedback so ROMA NG reflects the needs and interests of CAAs. Responses to the surveys are due by April 1, 2016.

2. Disseminate ROMA NG background materials to key staff and involve them in the comment process. The best feedback about ROMA NG will come from staff members that are closest to the data gathering and IS reporting process. While that includes executive directors, it is also important to involve planners, program managers, IT staff, and others who can offer a "hands on" perspective about what the proposed changes in ROMA NG will mean for their work. 3. Work with your State Association during the comment period. Around the Network, State Associations are taking a lead role in convening and coordinating feedback on ROMA NG. Please participate in conference calls, webinars, and similar events sponsored by your State Association to ensure feedback fully reflects the needs and interests of CAAs.

NEW CHANGES FOR ROMA NEXT GENERATION |
Members of the Community Action Partnership team recently participated in an interactive session on ROMA, held during the National Community Action Foundation's (NCAF) Legislative Conference on March 17, 2016.
What's New About ROMA NG?
Courtesy of CalCAPA, the following summary of notable changes is intended to help provide a context for understanding the new reporting framework
- The framework for reporting National Performance Indicators (NPIs) has been restructured. Instead of being categorized and reported under the Six National Goals, NPIs are now categorized and reported as either Community Level National Performance Indicators or Individual and Family Level National Performance Indicators.
- The Six National Goals have been replaced. With the NEW proposed National Theory of Change, there are three new proposed Community Action Goals that would replace the Six National Goals. They are:
- Individuals and families with low incomes are stable and achieve economic security
- Communities where people with low incomes live are healthy and offer economic opportunity
- People with low incomes are engaged and active in building opportunities in their communities
- ROMA Next Generation contains four NEW proposed areas (i.e. components) of reporting:
- Components not marked NEW have been changed from the prior CSBG-IS Section they represent. Every component of the ROMA Next Generation Guide (i.e. the new reporting framework) that is not a new proposed area of reporting has been modified to some degree with new data points to be collected and therefore should be reviewed. For example, there are new NPIs in the new proposed restructured reporting categories of Community Level and Individual and Family Level NPIs. Non-NEW but modified proposed components include:
- Agency capacity-building outcomes will now be reported with CSBG Expenditures. Since the three new proposed Community Action Goals do not address the area of "Agency," the former NPIs for the former National Goal 5 are included and will be reported as part of the proposed CSBG Expenditures and Agency Capacity Report.
