An electronic publication of the Community Action Partnership's
Learning Communities Resource Center
Dear Community Action Colleagues:
Spring has sprung here in DC and in most parts of the country - and that means a host of activity including webinars, publications, and state and regional events. The T/TA team will be busy the next couple of months and we hope to see you in the field.
While there is a lot going on it is important to note that the initial comment period for ROMA Next Generation is quickly approaching. April 1st is the deadline to respond to the 5 NASCSP surveys and get comments/questions in to romanextgernation2016@gmail.com. While this is not the only opportunity to give feedback (the OMB clearance process includes a 60 and a 30 day public comment period), it is important to get both broad and deep involvement in the process now.
NOTE HER
Sincerely,
Jarle Crocker, PhD
Director, Training and Technical Assistance

Pathways to Excellence
Open Training May 24-25th
New Orleans, LA
Pathways is the Partnership's premier organizational capacity building initiative. Just as the new CSBG organizational standards developed by the Center of Excellence in collaboration with the Community Action Network define the basic minimum requirements an agency must meet, the Standards of Excellence represent the highest level of management and operational performance to which an agency can aspire.
Attend the two-day training session to learn about the Standards and how to apply for the Organizational Self-Study - rigorous diagnostic tool that identifies strengths to build on and critical areas to improve.
View the Standards of Excellence and learn more about Pathways on our website. If your agency is interested in further building agency capacity, contact the Partnership today!

Overall employment in rural (nonmetropolitan) areas accounts for between 13 and 14 percent of all U.S. employment. However, the distribution of employment across industries differs between rural and urban areas. Service industries account for the largest share of employment in both rural and urban areas but are more heavily represented in urban areas, where they account for close to three-fifths of all employment. Please read more at Rural Employment and Unemployment.
The report, Building American While Building Our Middle Class: Best Practices for P3 Infrastructure Projects, outlines best practices that can be incorporated into P3 agreements, such as the adoption of policies that set job quality and income thresholds, inclusive hiring, apprenticeship and other types of training opportunities and oversight of efforts to ensure fair employment practices. The report also recommends that P3 partners enter into community workforce agreements (CWA), potentially with labor unions, "that establish targeted hiring goals, training opportunities and jobs for communities of need."
