NASCSP Releases 2015 CSBG Highlights!


The CSBG Information Survey is conducted each year to collect Community Action Network-wide information on outcomes, services, and resources that is complies into the Annual CSBG Report.  NASCSP has recently released the Highlights of the forthcoming 2015 Report, based on the FFY 2014 CSBG IS Survey. 

The highlights include that in FFY 2014, the Community Action Network served 15.9 million individuals and 6.9 families, and leveraged $21 for every $1 of CSBG.  Click here to download the Highlight Sheet.  Click here to read previous Annual Reports.

UITHE URBAN INSTITUTE HAS A NEW GATES-FUNDED
PROJECT TO LOOK AT POVERTY
 
The Urban Institute announced Friday the 5th that it has been funded by the Bill and Melinda Gates Foundation for the US Partnership on Mobility from Poverty. Chaired by David Ellwood and consisting of 24 leading voices on these issues, the partnership is a new collaborative aimed at discovering permanent ladders of mobility for the poor.  This project is still in its early phases and the Community Action Partnership will be assessing how it can provide input into the discussion.

We are encouraged from the press release that "members will consult widely, seeking out diverse voices and expertise as they examine the causes of persistent poverty and stagnant mobility. Members will learn from communities and families living in poverty, from the nation's leading service providers and advocates for the poor, from a wide network of experts, and from the latest research findings."

SEPFAILURE TO RECONCILE SPECIAL ENROLLMENT PERIOD (SEP)

Guidance on the Special Enrollment Period for Consumers without
Marketplace Coverage due to Failure to File and Reconcile

 
Today the Centers for Medicare & Medicaid Services (CMS) is providing a special enrollment period (SEP) for consumers who:
  • are not currently enrolled in 2016 coverage through the Federally-facilitated Marketplace (FFM),
  • are not receiving advance payments of the premium tax credit (APTC) in 2016 because they failed  to file a tax return for 2014 and reconcile their APTC, and
  • subsequently filed their 2014 tax return and reconciled their 2014 APTC.
This SEP will only be available to consumers after they restore their eligibility for APTC by filing a 2014 tax return, reconciling APTC paid on their behalf in 2014, and returning to the Marketplace to attest to having filed and reconciled 2014 APTC.

CAANAMETWO CAAS ARE THE MOST RECENT TO ADOPT COMMUNITY ACTION NAME
The Central Nebraska Community Action Partnership (CNCAP) and Community Action Macomb (MCA) in Michigan, have both taken the Community Action name as part of an ongoing national initiative to 
highlight anti-poverty efforts at Community Action agencies across the nation.

CNCAP has offices in Loup City, Grand Island, Central City, Broken Bow, Ainsworth, Columbus and O'Neill. It provides programs in the areas of early childhood, family outreach, health and nutrition and housing. 

MCA has programs for senior citizens like Meals on Wheels, Dining Senior Style, Senior Citizen Chore Service and Home Injury Control; emergency food assistance, utilities and housing through the Macomb Food Program and the Community Action Centers; free early childhood education through Head Start and Early Head Start; transportation services; first time home buyer assistance through the Individual Development Account (IDA) program; and home weatherization and energy education services through Home Preservation and Energy.

Lead VISTA Volunteer 
Rural IMPACT is seeking a lead VISTA volunteer to serve in Washington, DC at the Community Action Partnership.  A one-year project of the White House Rural Council (WHRC), the U.S. Department of Health and Human Services (HHS), the U.S. Department of Agriculture (USDA) and other government agencies, Rural IMPACT is a strategy to reduce child poverty in rural and tribal areas using the two-generation approach.  Under the immediate supervision of the Partnership's Project Director of the Learning Communities Resource Center, the Lead VISTA Volunteer will be responsible for supporting the coordination of 20 VISTA volunteers located in ten states nationally.  Specific responsibilities include VISTA volunteer administration, Rural IMPACT Communications management, Rural IMPACT data collection and analysis support. A bachelor's degree and a minimum of one (1) year of experience as a VISTA Volunteer is required to be considered for the VISTA Lead position. Click here for more information. Grants Coordinator, Part time
Under the immediate supervision of the Controller and SSVF Project Director, the Grants Compliance Coordinator is responsible for assisting the Controller and the SSVF Project Director in evaluating and reporting on the efficacy of the SSVF Sub-grantees' grants management processes and procedures. The Grants Compliance Coordinator will base his evaluations and reports on monthly reviews of invoices submitted by the Sub-grantees and monitoring visits conducted at the Subs' offices.
