The President's Budget will be released in February.  The Office of Management and Budget has released a Fact Sheet in light on the State of the Union that addresses issues that Community Action will want to pay attention and look for in the eventual budget.  This includes a project to help families in crisis gain stability and move to self sufficiency.  This would help stabilize families in crisis and position them to move towards self-sufficiency- the Budget will propose Emergency Aid and Service Connection Grants, a new $2 billion initiative to test innovative State and local approaches to aid families facing financial crisis.  Granted this and the other items in the Fact Sheet will be budget proposals, it is exciting to read about potential new initiatives to increase economic mobility, opportunity and community revitalization!

The Fact Sheet starts....In the days immediately following the State of the Union, Cabinet officials are embarking on the "State of the Union: Cabinet In Your Community" road tour to engage Americans in small towns, big cities and Indian country about the advancements the Administration has made on the most important issues facing the American people, as well as the opportunities and challenges that lie ahead. As the President made clear in his State of the Union address, the true test is not the challenges we face, but how we approach those challenges. That's why the President and his Cabinet will use this last year to continue driving toward solutions that will move this country forward for generations to come, while highlighting the progress that has been made over the past seven years.

The Partnership was pleased to host members from the Office of Head Start and the National Head Start Association at the 2016 Management and Leadership Training Conference where they previewed the framework for this paper. It has become more and more important to focus on data, metrics, and evaluation in human service programs in order to prove impact and improve outcomes. We hope you will read this new paper and share with your networks.

Getting Ready for Tax Season

As we settle in to the New Year, many Americans are already keeping an eye on their mailbox for tax forms. January means tax season is just around the corner. As you begin to make a plan for gathering the information you need to file your taxes, it's important to remember that, just like last year, information about your health coverage is now a part of the tax filing process.

Having health insurance when you can afford it is the law. If you had coverage in 2015 - either through the Health Insurance Marketplace or another source like your employer, Medicare or Medicaid - you'll need to indicate that when you file your tax return. If you could have afforded health insurance, but you chose not to enroll in coverage for 2015, you may be required to pay a fee when you file your federal income tax return.

APICOMMUNITY ACTION PARTICIPATES IN ANTI-POVERTY
INITIATIVE IN ROCHESTER, NY

An anti-poverty initiative in New York is using many principles shared by Community Action to reduce poverty and increase self-sufficiency in the Greater Rochester area. The goals and background of the Initiative, including the recently released report and partner organizations can be found here.

Members of the initiative, including the CEO of Action for a Better Community, Inc, James Norman, have published opinion pieces in the Democrat & Chronicle discussing the three overarching themes of the initiative: Community Building, Trauma, and Structural Racism. View the pieces below.

HOMELESS VETERAN AMONG GUESTS FOR 
Cynthia Dias 
A formerly homeless veteran was among the guests invited to join first lady Michelle Obama in her visitor's box during Tuesday's State of the Union address.

Cynthia Dias, 64, is a Navy veteran who served as a registered nurse during Vietnam. Her bio notes that after her service, she relocated to Las Vegas where she was diagnosed with post-traumatic stress and lost her job before eventually losing her home.
 
The Community Action Network recognizes that every person deserves the right to have a place to call home. The issue of homelessness, particularly veteran homelessness, has captured the attention of many CAAs, including those operating Supportive Services for Veteran Families (SSVF) programs. But there is still much work to be done. According to the National Alliance to End Homelessness State of Homelessness Report, on a single night in January 2014, 578,424 people were experiencing homelessness - meaning they were sleeping outside, in an emergency shelter or transitional housing program. Cynthia "Cindy" K. Dias (Las Vegas, NV)
Veteran, Veterans Homelessness Advocate

Cynthia "Cindy" K. Dias is a Navy veteran who served during the Vietnam War in a hospital ship as a registered nurse. She managed care for wounded soldiers, and worked alongside the Chaplin as the designated official to provide notification and care for families of wounded and deceased officers. After her service, she worked as a registered nurse in Florida and Louisiana and eventually moved to Las Vegas, where she was diagnosed with post-traumatic stress and lost her job before eventually also losing her home. She found a place to live at Veterans Village, a non-profit working with the city of Las Vegas to provide resources for homeless veterans. She now volunteers with Veterans Village, and she works to care and advocate for veterans in the city. In November 2015, Las Vegas announced it had housed every homeless veteran as part of the Administration's Mayors Challenge to End Veteran Homelessness. This challenge was launched in 2014 by First Lady Michelle Obama as part the First Lady and Dr. Biden's Joining Forces initiative.

Thanks to all who attended the 2016 Management and Leadership Training Conference!

The Partnership was pleased to spend the week with almost 300 Community Action colleagues from around the country. Total Community Action of New Orleans welcomed us to New Orleans with a brass band, the Zulu king, and a bus tour highlighting the Resilience of New Orleans - we are thankful for their support last week! 

We offered a plethora of workshops and general sessions that offered a deep dive into the topics facing leaders in the Network today, but if you didn't make it to New Orleans you can still access the resources shared. Attendees received a copy of the newly released book What It's Worth, courtesy of the Corporation for Enterprise Development (CFED) which is available for download at
