Dear Community Action Colleagues:

As 2015 comes to a close we wanted to share some highlights from the year in the way of training and technical assistance, the success of Community Action Month, and the excitement from the Annual Convention. The T/TA team does our best to provide timely and relevant resources to build the capacity of the Network and we are glad to see so many downloads and views on the resources from 2015. Take a look at the storify link which shows the social media engagements from Community Action Month as well as the Annual Convention for some great Community Action memories.

We are excited about the launch of the Learning Community which aims to build capacity of agencies so they can increase their impact. There is still room in the Place-Based Strategies group and I encourage you to apply, and we hope you signed up to be a "follower" of the other groups as well. Looking forward to the groups' first meetings in late January!

Be sure to check out the resources from our federal partners, including a few funding opportunities as well as resources to share. Also see the new FAQ from CAPLAW and be sure to get your registration in for NASCSP Mid-Winter Conference in February.

Heading off to New Orleans for the Management and Leadership Training Conference (MLTC) next week and hope to see many of you there!

Community Action Agencies (CAAs), by nature of their mission and position in the community, regularly encounter and seek to serve diverse populations. These populations may include individuals who do not speak English as their first language and have limited English proficiency (LEP). CAAs are required under Title VI of the Civil Rights Act of 1964 (Title VI) to ensure that LEP individuals can meaningfully access a CAA's programs and activities. This FAQ series explains the legal requirements governing Title VI compliance, discusses how CAAs can determine the LEP needs of a particular population, offers suggestions for ways CAAs may meet the needs of LEP individuals, and links to additional information and tools regarding LEP and language assistance services. STRENGTHENING WORKING FAMILIES INITIATIVE: GRANTS FROM DEPARTMENT OF LABOR

To help parents obtain affordable, quality child care necessary to pursue education and training opportunities leading to good jobs in growing industries, the U.S. Department of Labor today announced the availability of up to $25 million in grants through the Strengthening Working Families Initiative.

Grants up to $4 million will be awarded to partnerships that include the public workforce system, education and training providers, business entities, and local child-care or human-service providers. In addition, all partnerships must include at least three employers. Grantees will also be required to secure an amount equal to at least 25 percent of the total requested funds through outside leveraged resources...View the complete news release
OBAMA ADMINISTRATION ANNOUNCES COMPETITION TO DESIGNATE THE THIRD AND FINAL ROUND OF PROMISE ZONES

U.S. Department of Housing and Urban Development (HUD) Secretary Julián Castro and U.S. Department of Agriculture (USDA) Secretary Tom Vilsack announced that communities may now apply to be designated a Promise Zone under the third and final round competition. 

Any community meeting the eligibility criteria can apply for a designation. HUD and USDA will designate seven Promise Zones across urban, rural and tribal communities for the final round. The deadline for submitting Promise Zone applications is Tuesday, February 23, 2016 at 5:00 PM EST. Announcements will be made in the Spring of 2016.
