| The Centers for Medicare & Medicaid Services is announcing a funding opportunity to support efforts to reach out to families with children eligible for Medicaid and CHIP, and help get them covered and stay covered for as long as they qualify. Awards will be in the form of cooperative agreements, ranging in size from $250,000 to $1 million over a two-year period.
About Connecting Kids to Coverage Outreach and Enrollment Funding
Connecting Kids to Coverage outreach and enrollment funding supports activities aimed at identifying children who are eligible for Medicaid and CHIP and helping their families enroll and renew their coverage. Along with the National Connecting Kids to Coverage Campaign, these activities have helped boost enrollment of eligible children in Medicaid and CHIP. They also have helped to engage a wide range of partners in taking steps to make health coverage outreach and enrollment a part of their routine efforts to ensure the health and security of the nation's children and their families.

CSBG DEAR COLLEAGUE LETTER: TRIBAL YOUTH EMPOWERMENT FY2016
|
Dear Colleague,
In recognition of Native American Heritage Month, and in celebration of the next generation of tribal leaders, we, in the Office of Community Services (OCS), are writing today to ask for your partnership in helping create more opportunities for Native youth engagement, empowerment, education and employment. As a recent White House Report notes, Native youth have a special role as citizens of tribal nations in defining the future of this country, and also in leading Native cultures, traditions, and governments into the next century. However, they experience significant institutional and intergenerational challenges in reaching their potential. Native children are far more likely than their non-Native peers to grow up in poverty, to suffer from severe health problems, and to face obstacles to educational opportunity. These conditions are systemic and severe, and must be addressed through increased resources and strategic action. Obama Administration Commitments In July 2015, the President and Mrs. Obama hosted the first ever White House Tribal Youth Gathering with more than 1,000 young leaders from 230 tribes. Those in attendance are also a part of the National Native Youth Network, which aims to create a platform to integrate Native youth voices into the national dialogue. In conjunction with the Youth Gathering, the Administration made specific commitments in the following areas:
- Preparing Native youth for higher education;
- Creating safe and supportive Native communities; and
- Expanding economic opportunities.
As background, it was in December 2014 that President Obama launched the Generation Indigenous Initiative. Through new investments and increased engagement, this initiative takes a comprehensive, culturally-appropriate approach to ensure all young Native people can reach their full potential. What you can do You can take several important steps to help foster a bright future for Native youth: - Join the National Native Youth Network by signing up at the following link: http://genindigenous.com/network/; - Share information from the Suicide Prevention Resource Center; - Refer youth and their families to the newly-created Native One-Stop Portal; - Submit Native youth "stories of inspiration" to your Office of Community Services program specialist and/or to the Center for Native American Youth; and/or - Review and share the Generation Indigenous Toolkit for additional ideas. Community Services Block Grant In FY 2015, several CSBG Tribal grantees included specific suicide prevention activities in their CSBG Tribal Plans. As grantees assess community needs and develop future CSBG Tribal Plans, please be aware that CSBG funding may be used to support youth suicide prevention activities and programs. CSBG funding may be used "to address the needs of youth in low-income communities through youth development programs that support the primary role of the family, give priority to the prevention of youth problems and crime, and promote increased community coordination and collaboration in meeting the needs of youth." (Public Law 105-285, SEC. 676(b)(1)(B))
Let's heed the President's words from a recent visit to Choctaw Nation: "We've got a special obligation to make sure that tribal youth have every opportunity to achieve their potential not just for the benefit of themselves and their communities, but for our entire nation."

2016 POLITICS, POVERTY AND THE PRESIDENCY FORUM

Now available is a new report from CommunityWealth.org, Cities Building Community Wealth, written by Executive Vice President and Senior Fellow Marjorie Kelly and Manager of Community Development Programs Sarah McKinley. The report profiles the work of local officials who have taken up the community wealth building approach to creating inclusive and sustainable economies.
The report will be the centerpiece of a convening involving mayors, directors of economic development, scholars and practitioners on January 29, 2016, co-hosted by the CUNY School of Law Community and Economic Development Clinic. See the latest brief from the Community Commons team discussing the latest developments in the ACA outreach and enrollment strategy that we have already been sharing from the White House and the Centers for Medicare and Medicaid Services - but in geographic information systems maps! This technology allows points of data to be layered on top of each other to show the intersection of issues and trends. The maps in the brief are clickable and will take you to the site allowing you to alter them, share them on social media, or print them out for your specific community or state. THE NOURISHING EFFECT: REDUCING HUNGER, IMPROVING HEALTH, REDUCING INEQUALITY
This policy brief released recently from Bread for the World offers current statistics on hunger and food insecurity and its relationship to health care. The brief discusses many of the intersections that Community Action is grappling with as a Network in order to best serve our clients and community - the impact of toxic stress and trauma, the impact of education and employment on health, goal of community partnerships and coordination to utilize collective impact in order to address these interconnected issues. Bread for the World discusses these issues in America, in comparision to the strategies utilized by other countries, and offers their perspective on strategies community organizations can utilize and what they believe policy makers can do to help.

 The Private Safety Net among Low-Income Families with Young Children On December 10, 2015 from 3:00-4:00 PM EST the Self-Sufficiency Research Clearinghouse (SSRC) will host The Private Safety Net among Low-Income Families with Young Children Webinar. This webinar will explore how low-income families use the private safety net to make ends meet. The "private safety net" is defined as assistance from friends and family. Dr. Pilkauskas will focus on housing, child care, and cash transfers to examine the estimated economic value of this private safety net and compare it to the economic assistance received from public safety net programs like SNAP, the EITC or TANF. UNDERSTANDING TRAUMA AND ITS IMPACT ON FAMILIES IN POVERTY
| The Learning Community Resource Center hosted the first of its National Webinar Series yesterday December 2 with Subject Matter Expert Elena Cohen - Understanding Trauma and Its Impact on Families in Poverty.
