Dear Community Action Colleagues:

As the Fiscal Year comes to a close, our Network is looking forward to a new year of improved service delivery, increased impact, and continued capacity building. The T/TA team at the Partnership is available to offer assistance in all of these areas, starting with the resources provided below. Links to the webinars for each category of the Organizational Standards as well as relevant topics in Risk Mitigation are provided. Guidance from CAPLAW on WIOA and resources on the new Census poverty data offer key insights to support the work of Community Action. Be sure to explore the other resources from our national colleagues as well.

CAPLAW FAQS ON WIOA

On July 22, 2014, President Obama signed the Workforce Innovation and Opportunity Act (WIOA, or the Act), which is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.  As the largest single source of federal funding for workforce development programs, WIA has been connected to the Community Action Network by requiring some CAAs to partner with the WIA system. WIOA makes significant changes to its predecessor WIA and reauthorizes its programs through 2020. Some of WIOA's changes are noteworthy for the Community Action network and this set of FAQs addresses the basics of what has changed-and what hasn't. View the FAQS here.

CENSUS POVERTY DATA RELEASED

On September 16 and September 17 the U.S. Census Bureau released its 2014 numbers on Income, Poverty, and Health Insurance from the Current Population Survey and the American Community Survey. The statistics show positive gains in health insurance coverage but stagnant poverty rates. The charts, tables, and reports available from the Census website, as well as reports created by other anti-poverty groups, can help CAAs in compiling Needs Assessments, evaluation and planning for programs to respond to the need, and in advocacy efforts.

View the Current Population Survey numbers here for national and state statistics. View the American Community Survey information which offers local estimates here. To view a report released by the Census summarizing the impact of the data, click here.

To explore the data tables and historical comparisons to obtain specific numbers - view this webinar from the Coalition on Human Needs that walks through how to find the numbers you need on the Census website.

CSSP OFFERS STRENGTHENING FAMILIES SCRIPTED CURRICULUM

At its heart, Strengthening Families is about changing how service providers interact with families to support them in building protective factors. Strengthening Families is implemented through small but significant changes in daily practice, supported by shifts at the program level that allow workers to make those changes. A number of tools are available to support those shifts in practice. Visit the Practice section of the Center for the Study of Social Policy's Strengthening Families program for assessment and training resources.

EMPOWERING PROSPERITY: INTEGRATING ASSET BUILDING IN HUMAN SERVICES

Thursday, October 15, 2015
1:00 - 2:00 pm ET (10:00 - 11:00 am PT)

As human service providers learn about the interdependence of issues facing their clients, organizations are motivated to work together to solve long-term social problems. Today, providers and policy makers are growing asset-building networks and programs to strategically leverage the resources of governments, private businesses, nonprofit and philanthropic institutions, and individuals seeking opportunity. During the webinar, NHSA will review and discuss a new guidebook* that can support human service agencies' efforts to incorporate asset building into their practices by:
  • Understanding the complex economic challenges faced by diverse populations.
  • Comprehensively addressing barriers so that long term strategies and solutions "stick."
  • Cultivating a prosperity grid for stability, opportunity and mobility.
  • Increasing opportunity and well-being by focusing on and eliminating structural barriers shaped by race, ethnicity, and culture.
