rossWINSTON ROSS DIES AT 73
Community Action Partnership is saddened to announce the passing of Winston A. Ross, on 6 September 2015.  Winston was Executive Director of Westchester Community Opportunity Program (WestCOP), where he served from 1984 until his retirement in August 2013.  He served for several years on the Community Action Partnership Board of Directors, including in the position of First Vice-President and was on the Certified Community Action Professional (CCAP) Commission since the inception of the program in 1993.  Winston contributed immeasurably to the content and caliber of the CCAP program for over 20 years. At the time of his passing he was the President of the CAPLAW Board of Directors. He was also on the New York State Community Action Association board.

Winston Ross received his BS degree from New York University and his Masters in Social Work from Columbia University. He received the 1989 NYS and National Social Worker of the year Award.  He has been recognized by many local organizations for his dedicated involvement in the community.

In addition to his positions as the Executive Director of WestCOP, CCAP Commission, and his service on national Community Action boards, Winston was also a member of the Westchester County African American Advisory Board, the Westchester County Criminal Justice Advisory Board, Westchester Martin Luther King, Jr. Institute and the Rotary Club of Yonkers.  He was the former Chairperson of the NYS Social Work Board and past First Vice-President of the National Association of Social Workers.  

The Community Action family sends heartfelt condolences to the family of Winston Ross.

A NOTE FROM OUR SAFELINK COLLEAGUES:

We enjoyed speaking with many of you in San Francisco at the Convention, but in case we missed you here are some important SafeLink updates to be aware of:

As of August 2015, the 250 voice minutes plan has increased to 350 voice minutes. SafeLink customers will continue to enjoy unlimited texts nationwide. New customers in all states where SafeLink is available will receive 500 minutes and unlimited texts for the first four months of service. After the initial four months, their plan will revert back to the one they selected.

It was brought to our attention by several CAAs that SafeLink grassroots agents have been approaching some CAAs and offering to enroll clients in the program and/or setting up outside agencies to enroll clients. Although these are legitimate SafeLink agents we discourage CAAs from using them. We do this because these agents will use their own code which in turn means CAAs cannot use their promo codes and therefore will not get compensated for successful enrollments.

Do not forget about the enrollment contest! The CAA with the highest number of approved SafeLink enrollments between July 1 and September 30, 2015 will win a Tablet. Plus, each month the 3 CAAs with the highest SafeLink approvals will win a gift card. We will be doing another contest promotion towards the end of the year so stay tuned for information on the prizes.

AGRICULTURE SECRETARY VILSACK CALLS OUT PHILANTHROPY FOR DECREASED INVESTMENT IN RURAL AMERICA

Secretary of Agriculture Tom Vilsack addressed the 2015 National Rural Assembly, but didn't deliver a stock speech. Choosing instead to simply answer questions, Vilsack fielded one on philanthropy-pitched, oddly, about how foundations can help the USDA better measure its investments-and stunned the audience.

Essential Tips for Developing Conflict of Interest Policies
All non-profit organizations are required to have a whistleblower policy.  If you do not currently have such a policy, hear what should be included in a policy as you develop one.  If you currently have a whistleblower policy, this is also a good opportunity to assess whether your policy includes all the essential elements.  Best practices in whistleblower policies will be reviewed and resources will be provided on examples of whistleblower policies.
