As we count down to October 1, when many states will be entering Fiscal Year 2016 and CSBG Organizational Standards will go into affect, Community Action Partnership and the Organizational Standards Center of Excellence are ramping up their training and technical assistance activities.  In addition to our first of nine technical assistance guides to come out, we have tools for State CSBG Lead Agencies and a full slate of webinars planned for September to help you get ready.  Be on the lookout for additional tools and guides to come out throughout September and hope to "see you" on a webinar soon.

CATEGORY 3 - COMMUNITY ASSESSMENT TECHNICAL ASSISTANCE GUIDE 


The first of a series of Technical Assistance Guides is ready for download.  Focusing on the 5 CSBG Organizational Standards for Private (nonprofit) CAAs in Category 3 - Community Assessment, this guide helps you with the intent and compliance with the Standard as well as gives a framework for how to go beyond compliance.

Each Standard has it's own section comprised of 4 parts:

A. Guidance on Definition and Intent
B. Guidance on Compliance and Documentation
C. Beyond Compliance: Benchmarking Organizational Performance
D. Resources

Also included is a Standards Review Worksheet Template to serve as a cover page as you self-assess yourself to the CSBG Organizational Standards with space for keeping track of documentation.  The worksheet gives an Assessment Scale as well - which puts the Standard along a 5 point scale to help you figure out how you are performing in that area.  The middle (satisfactory) level is the Organizational Standard itself and  what State CSBG Lead Agencies will be assessing for in monitoring activities.

Please note that compliance with the Organizational Standards is the only required process, and the recommendations for fuller assessment and moving beyond the Standards are recommendations to make the Standards a capacity building and performance management exercise.

TOOLS FOR STATE CSBG LEAD AGENCIES   


 













Technical Assistance Plan Tracking Form
IM 138 requires a Technical Assistance Plan (TAP) be developed where CAAs are not meeting CSBG Organizational Standards.  This tracking form was developed to assist State CSBG Lead Agencies in documenting that technical assistance is occurring. View or download here

State Assessment Template 

IM 138 provides flexibility in how State CSBG Lead Agencies assess CAAs annually against the CSBG Organizational Standards.  For those States that have on-site monitoring every two or three years this poses unique challenges.  Many  State CSBG Lead Agencies are considering desk audits/verified self-assessments.  This template provides a framework for dividing the CSBG Organizational Standards by time frame as well as what a documentation packet that comes from a CAA may look like.
