Opening Keynote Helps Us Frame Our Work- Strategic Frame Analysis - A New Tool for Communication Strategies
Susan Bales, President of the FrameWorks Institute ( www.frameworksinstitute.org), will kick off the Partnership's Annual Convention next week with a keynote address on the importance of "framing" in building public will and understanding to address complex public issues such as poverty. FrameWorks Institute. Started in 1999, the FrameWorks Institute uses a multi-disciplinary approach to help organizations involved with public policy issues better understand how the general public and other key stakeholders frame their understanding of different social problems. Based in social science, psychology, and neuroscience, the FrameWorks approach argues that all individuals understand the world through "frames" that are deeply rooted in both cognitive processes and broader cultural narratives. One common example cited in the organization's research is American society's image of the "self-reliant individual" who inherently has the ability - and responsibility - to solve their own problems. Public policy experts, steeped in their own technical professional languages, can fail to account for these frames when crafting communication, outreach, and education strategies, often in ways that make messages miss or even backfire. Framing a social program as part of a "safety net" rather than a "social investment" that "helps people help themselves" can make a significant difference in public support for policy agendas like anti-poverty efforts. FrameWorks uses its Strategic Frame Analysis approach to help public policy organizations identify the frames through which the general public and other key stakeholders filter messages and then design communication strategies that tap into underlying metaphors and narratives in ways that better resonate with the audience. Indeed, FrameWorks is currently working with the National Human Services Assembly (NHSA) on a major national study of how the American public frames their understanding of human services, research with significant implications for Community Action. In addition to Ms. Bale's keynote, Irv Katz, the former Executive Director of the NHSA will conduct a session at the Convention that goes into more detail about the study and how Community Action can use its findings to support our work. 2015 TERRY MCADAM BOOK AWARD WINNER

This book takes us to implementing the lessons learned in Nonprofit Sustainability: Making Decisions for Financial Viability. Denise Harlow, Partnership CEO, recommends both The Sustainability Mindset and Nonprofit Sustainability as critical reading for Community Action leaders. "I just reread the Sustainability Mindset and find it a practical companion to Nonprofit Sustainability. I have talked about the Matrix Map in my strategic planning training over the years and often encourage CAAs to incorporate a Matrix Map into their next planning process. A powerful visual and process, the Matrix Map can help tough decisions be put on the table.
Patty Oertel, Chair of the 2015 Terry McAdam Committee, describes Bell and Zimmerman's book as "a step by step guide for nonprofit managers, board members and consultants to articulate the services and activities core to their mission, understand their financial picture and develop strategies to achieve sustainability. All concerned with the nonprofit sector want organizations to be sustainable. We now have an inspiring tool to honestly decipher what is important, possible and necessary to achieve mission and financial health."
A key contributor to this book, Shannon Ellis, will be presenting at both Leadership Day and at the session Matrix Map and the Sustainability Mindset, at the Partnership's Convention next week! READY OR NOT! RETIREMENT SECURITY AND THE BABY BOOMERS GENERATION
|
* Today there are 40 million Americans age 65 and older. By 2030 when all of the baby boomers (people born between 1946 and 1964) pass the age of 65 the population over 65 will reach 73 million people, or 20 percent of the U.S. population.
* Approximately four in ten baby boomers have nothing saved for retirement. A study from the Transamerica Center for Retirement Studies (TCRS) reported that 36% of boomers are planning to rely on Social Security as their primary source of income.
* The housing bubble burst in 2007 with the Great Recession and housing prices tumbled. The crash in housing prices has slashed almost a third of a typical home's value. Now 22 percent of homeowners, or nearly 11 million people, owe more on their mortgage than their home is worth. Many are baby boomers.
* There is a huge disparity in who has access to 401(k) accounts. A study from the Federal Reserve Bulletin dated June 2012 states, "70 percent of Americans with a college degree have a retirement account - compared to just 41 percent of those with only a high school diploma."
* Without Social Security benefits, more than two-thirds of unmarried women living alone would fall into poverty.

Dear Colleagues: The Affordable Care Act (ACA) has been called the most significant social justice legislation since the 1964 Civil Rights Act. Over 16 million people have gained health insurance since the law's passage. That's the largest change in the uninsured population in four decades-since Medicaid and Medicare were created. And, while the benefits of the ACA are being experienced broadly across the country, we're encouraged that historically underprivileged populations have benefited from the ACA. But, there's much remaining to be done in outreach to underserved groups, particularly for American Indian and Alaska Native (AIAN) people. The Office of Community Services (OCS) will be hosting a webinar on this important issue. Please see the attached flyer and the call-in information below. Many of the uninsured are likely served by programs administered by OCS, such as the Low Income Home Energy Assistance Program, Community Services Block Grant, Social Services Block Grant and/or Assets for Independence. Each program grantee can be a partner to reach and enroll Tribal members even if that is not a program's primary purpose. We encourage OCS grantees to think of ways to coordinate existing AIAN programming with ACA outreach and education. Examples include: * Stay up-to-date on health insurance opportunities for AIAN people.The ACA permanently reauthorized the Indian Health Care Improvement Act (IHCIA) and authorizes new programs to ensure the Indian Health Service is better equipped to meet its mission to raise the health status of AIAN people. For more on the ACA and IHCIA implementation, please visit www.HealthCare.gov/tribal. * Provide information to participants on health insurance opportunities for AIAN people.The Centers for Medicare and Medicaid Services (CMS) maintains up-to-date information on access to high quality and timely health care for AIAN people. AIAN people are eligible for coverage through the Indian Health Service, but can benefit from additional coverage offered by the ACA, such as when in need of specialty care. Different communities afford different opportunities for distributing information. Information can be handed out not just in community centers, but daycare centers, schools, grocery stores, convenience stores, clinics, hospitals, pharmacies, libraries, senior centers, recreation centers, service agencies, and perhaps even door-to-door in home visits." They also provide outreach and education to raise awareness about the Marketplace. Indian tribes, tribal organizations and urban tribal organizations are eligible to serve as Navigators.
