Community Action Partnership recognizes KCEOC Community Action Partnership in Barbourville, Kentucky with the 2015 Award for Excellence in Community Action.  KCEOC will receive the award during the Partnership's 2015 Annual Convention, August 25-28 in San Francisco.

The Award for Excellence showcases CAAs that demonstrate agency-wide excellence through responsiveness to the needs of their low-income program participants and their communities.  It is a voluntary program that involves a thorough and rigorous selection process. CAAs must successfully complete a comprehensive organizational self-study, a peer expert review, and an on-site verification review to earn this award. 

Led by President/CEO Paul Dole, KCEOC Community Action Partnership is one of the original 23 Community Action Agencies created by the Economic Opportunity Act of 1964.  The agency has grown tremendously over the last 50 years.  It has acquired many new programs and responsibilities, gradually taking on the additional role as being one of the largest service providers for the low-income population in southeastern Kentucky.  

KCEOC continues to have an immense impact through job creation; increases in customer personal capital, assets, and skills; community revitalization; business recruitment; entrepreneurial development; adaptive reuse; green technology awareness and usage; and, many other factors.

KCEOC's main services are child development, education/training, employment/economic development, housing/weatherization, and emergency/homeless services.    Each of these encompasses different levels of case management, advocacy, and information/referrals.  KCEOC conducts many program awareness efforts to engage clients.  Outreach services are also extended to assist those who may not be reached by typical means.

KCEOC's review team found many practices that it considered best in class. The agency uses its strategic plan to drive operations, with a strategic plan scorecard to document progress that's also connected to an agency-wide performance scorecard.  Other areas where the agency excelled was its approach to customer service.  

KCEOC also has a strong focus on hiring from the low-income community, with 51% of its workforce consisting of former clients.  The agency also supports its staff with professional development support, including covering all fees for employees to become Certified Community Action Professionals (CCAP), a distinction held by 23 staff.

KCEOC has a strong network of relationships with other stakeholders in its region, documenting 226 partnerships across coalitions that include child development, economic development, housing, and participation in numerous advisory boards.

KCEOC becomes the tenth CAA to win the award since its inception in 2003, and the first since 2012.
