During financial capability month, the Administration for Children and Families (ACF) highlighted the importance of incorporating financial capability into existing services. It is important to note that there has been an intentional transition from "financial literacy" to "financial capability" in human services work. This new term aligns with the mission of Community Action to focus on the application of skills, beyond education, in order to promote self-sufficiency of low-income community members.

ACF is encouraging human service agencies, like Community Action Agencies, to first recognize and bring attention to the reality that work around financial capability is already inherent to the services being provided, and second, to make an intentional effort to increase the number of financial capability opportunities and information about such opportunities. Pritpal S. Tamber (@pstamber) is an innovation consultant and the founder of the Creating Health Collaborative. The Creating Health Collaborative was formed to understand why, despite
their potential, broader definitions of health remain only a fringe of health innovation. The broad concepts that underpin the idea of creating health are: letting people decide what health means to them, not being didactic about who creates health; and, given that this is largely unchartered territory, learning by doing.

Embracing this broader definition of health may enable us to create it - and so offset the unsustainable demand for health care. The future of health, then, likely involves three inter-connecting spaces - treating the sick, preventing disease, and creating health.

How do we create health? We don't. People do, and they do it for themselves. This is partly because there are so many definitions of life satisfaction that it would be impossible to create a service that provides it. But it's also because the only true experts about communities are those living within them.  This research paper, published by the Stanford Social Innovation Review explains this new, innovative approach to community health care.

The Executive Director/Board relationship is critical to the success of Community Action Agencies. Sharing leadership between the Chief Executive Director and the volunteer board can be a delicate but a vitally important balance. Pairs of Community Action Executive Directors/CEOs and a senior board member are invited to attend the Board and Executive Leadership Institute focused on strengthening the leadership of your Community Action Agency.

This 1 � day Institute will blend a mix of training and peer to peer learning to share innovative practices and bring home ideas on good governance and leadership. The Institute will provide an opportunity for experienced leaders to hear how other leaders are transforming their agencies, share what they know about board development and discuss innovative recommendations for developing your board of the future.
 
The Learning Community Resource Center has designed a powerful 1 � day meeting that includes a mix of peer presentations (case studies), problem solving in break-out groups, and round table discussions with charted "takeaways". The Institute will serve as a "think tank" where leaders can stimulate ideas and concepts needed to propel their organization and the Network at large towards excellence.
 
Who Should Attend

As a peer learner event, we are looking for attendees who want to learn, share lessons from their experiences, and offer recommendations for the broader Community Action Network on developing the board of the future.  The discussion will be participant driven so attendees should come ready to talk about one or more of the topics on the agenda and exchange best practices and strengthen the group's collective knowledge on board leadership and governance.  As noted above, applicants from each agency should be a pair made up of Executive Director/CEO and a senior board member.

The first five pairs to register will have lodging expenses paid by the Partnership!

Date/Location:
The meeting will be held Tuesday-Wednesday, June 23-24, 2015 at the Westin Peachtree Hotel near downtown Atlanta, Georgia. 
 
Cost:  
There is no registration fee to attend this event. Participants will be responsible for their travel, food, and lodging costs. A special rate of $135.00 per night plus 16% state tax will be given to those who attend the Institute. Attendance is limited to 15 pairs of participants and will be selected on a first come basis to ensure the depth and quality of discussion.

  • Board members who attend the Institute will receive 50% off registration at the Partnership's 2015 Annual Conference being held in San Francisco, CA;

paCLIFF EFFECT PRESS CONFERENCE IN PENNSYLVANIA
Harrisburg, PA: In the Main Capitol Rotunda, House Majority Leader Dave Reed, Rep. Bloom, and Rep. Murt held a press conference to announce their Child Care Benefit Cliff Removal: HB1164.

In the spirit of Community Action Month, Steven Martinez, Communications Director of Community Action Association of Pennsylvania (CAAP), attended a press conference at the State capitol where House Majority Leader Dave Reed announced his bill which will remove the Child Care Benefit Cliff. This was one of his initiatives that has come out of his Beyond Poverty study on which CAAP worked with him. 

If passed, the Bill will amend the "all-or-nothing" Child Care Benefits subsidy. Currently, as an individual's income reaches an eligibility "cliff" in which earning one additional dollar makes a person completely ineligible for the subsidy program, the system forces an individual to choose between the best of two bad situations: accept their $1 raise and become completely responsible for child care payments or decline the raise, still remain able to work, keep their children in the same care, and continue to receive benefits. The new legislation will smooth out the cliff by weaning an individual off child care benefits overtime as a parent earns additional income.

The Partnership is hosting a joint webinar between OCS and HUD on June 3rd, to discuss the successful use of CSBG funds as a match for HUD funds to address family homelessness as expressed in Information Memorandum 135.  Issued in June 2014, IM 135 encourages partnerships through the use of CSBG funds as a match for the McKinney-Vento Homeless Assistance Programs.

The webinar details are as follows:

GOAL: To amplify the message in Information Memorandum 135  issued in June 2014 that encourages partnerships through the use of CSBG funds as a match for the McKinney-Vento Homeless Assistance Programs.

AUDIENCE:  State CSBG agencies, CSBG state associations, and local CAAs

CONTENT:   The webinar will include the following:
  1. Joint Opening Message from OCS and HUD
  2. Overview of the McKinney-Vento program and how effective partnerships can be made with CSBG partners by the National Alliance to End Homelessness
  3. Testimonials of family homelessness efforts on the local level from CAAs.

Open Enrollment Pathways Training to be Held in Dallas, Texas
on June 23 and 24

The Community Action Partnership is excited to announce the re-launch of its Pathways to Excellence Initiative.  Pathways is the Partnership's premier organizational capacity building initiative.  Pathways uses 35 Standards of Excellence that define the very best practices for Community Action Agencies.  Just as the new CSBG organizational standards developed by the Center of Excellence in collaboration with the Community Action Network define the basic minimum requirements an agency must meet, the Standards of Excellence represent the highest level of management and operational performance to which an agency can aspire.
