CSBG Reauthorization is a critical element of Community Action's policy Agenda. The National Community Action Foundation (NCAF) has been working hard to get HR1655, Community Action's authorizing legislation, through Congress. The text of the HR1655 has now been published and we encourage all Community Action leaders to read it and become familiar with it.

CONNECTING KIDS TO COVERAGE -- WEBINAR TOMORROW, MAY 7

The National Connecting Kids to Coverage Campaign focuses on reaching children and teens who are eligible for Medicaid and CHIP, but are not enrolled. They provide outreach materials such as posters, brochures, PSAs, and sample social media posts so that partners like Community Action Agencies, Community Health Centers, schools, and others can reach this population. OBAMA ADMINISTRATION ANNOUNCES EIGHT ADDITIONAL PROMISE ZONES
TO BUILD COMMUNITY PROSPERITY

Low Country of South Carolina earn designation
Last week, the Administration announced eight new Promise Zones, as part of the President's initiative to partner with local leaders and build stronger ladders of opportunity in revitalizing urban, rural, and tribal communities. The Promise Zones initiative, launched by the President last year, works in partnership with local leaders in high-poverty communities, leveraging private investment to create jobs, increase economic activity, improve educational opportunities, and reduce violent crime. FUNDING OPPORTUNITY: ASSETS FOR INDEPENDENCE (AFI) DEMONSTRATION PROGRAM
|
The Administration for Children and Families (ACF) Office of Community Services (OCS) is seeking application for the Assets for Independence (AFI) demonstration program. AFI enables community-based nonprofits and government agencies to implement asset building projects serving low-income individuals and their families. AFI grantees enroll participants to save earned income in special-purpose, matched savings accounts called Individual Development Accounts (IDAs). Every dollar that a participant deposits into an AFI IDA is matched (from $1 to $8 in combined federal and non-federal funds) by the AFI project, promoting savings and enabling participants to acquire a lasting asset. AFI participants use their IDAs and matching funds for one of three allowable assets: - Purchase a first home;
- Capitalize or expand a business for self-employment; or
- Fund post-secondary education or training.
AFI grantees also assist participants in obtaining the skills and information necessary to achieve economic self-sufficiency. Grantees are encouraged to tailor the strategies and services they offer to the needs of their project participants and the opportunities in their community. The awards of up to $1 million cover a 5 year project period. This webinar will introduce AFI program requirements, which gives applicants important context for their project design and application. It will also invite prospective applicants to think through how AFI IDAs fit their organizations, communities, and clients. This webinar will be most useful for first-time applicants and organizations with new staff.
* Developing Resources and Partners
This webinar will offer considerations for developing partnerships for financial and other types of support. It will also review AFI's non-federal cash requirements. This webinar will be helpful for any applicant looking to develop resources or partnerships.

DEPARTMENT OF LABOR WEBINAR ON WORKFORCE INVESTMENT OPPORTUNITY ACT (WIOA) NOTICES OF PROPOSED RULEMAKING

Department of Labor (DOL) has just posted a pre-recorded webinar that provides some general instructions for responding to the Workforce Innovation and Opportunity Act (WIOA) Notices of Proposed Rulemaking (NPRMs): https://www.workforce3one.org/view/3001511959610885295/info. The webinar provides helpful instructions about what the NPRMs include and how to go about submitting a comment. It's located on the Workforce3One site so users will need a username and password (which are relatively easy to obtain) to access it. Please visit www.regulations.gov to share your comments on the specific proposed rules, in accordance with the process outlined in the NPRMs. You are encouraged to provide input on things like who may submit a combined plan, how performance measurement may affect the populations targeted and served, the roles and responsibilities of one-stop partners, and how the regulations change the way in which youth are served.

SNAP EMPLOYMENT & TRAINING PLUS SUMMMER MEALS FOR COMMUNITY ACTION AGENCIES

Last year, ACF sent a Dear Colleague Letter on the summer food program:
In FY 2015, USDA is continuing its targeted effort to increase the number of meals that are distributed to low-income children during the summer. Below is the link to the map showing the SFSP program regions, contact information for the Summer Food Service regional liaisons, and the list of targeted states for 2015 (Kentucky, Arizona, Michigan, Kansas, Oklahoma, and Pennsylvania). In addition, ACF did a blog last month that describes the program and how to get involved.

The Community Action Partnership Announces the Re-Launch of its
Pathways to Excellence Initiative
Open Enrollment Pathways Training to be Held in Dallas, Texas
on June 23 and 24
The Community Action Partnership is excited to announce the re-launch of its Pathways to Excellence Initiative. Pathways is the Partnership's premier organizational capacity building initiative. Pathways uses 35 Standards of Excellence that define the very best practices for Community Action Agencies. Just as the new CSBG organizational standards developed by the Center of Excellence in collaboration with the Community Action Network define the basic minimum requirements an agency must meet, the Standards of Excellence represent the highest level of management and operational performance to which an agency can aspire. A webinar that describes the Pathways process in more detail will be held on Thursday, April 23rd at 1:00 EST. Register here to attend the webinar. NEW PROJECT DIRECTOR OF LEARNING COMMUNITIES RESOURCE CENTER AT THE PARTNERSHIP NATIONAL OFFICE
| Tiffney Marley, CCAP, NCRT, has been appointed Project Director of the Learning Communities Resource Center (LCRC).
Tiffney joined the Community Action family in 1974 as a Head Start student. She was raised by hardworking parents who worked for a rural textile factory who inspired her to dream, embrace all opportunities and to devote herself to the service of the world. Almost 4 years ago,Tiffney returned to her "Community Action Roots", as the Training Coordinator for the North Carolina Community Action Association (NCCAA). In this capacity, she specialized in executive instructional design, program architecture and organizational development.
Specifically, she helped to spearhead the NC ROMA Implementation Project, The Face to Face With Poverty and The Race 4 Change Advocacy Initiatives, the NC Community Action Fellows Program and the NC ELITE Program. Additionally, she provided leadership and assisted with the implementation of NCCAA's Reentry Program and Duke Energy's Helping Home Fund (Weatherization Project). Previously a university program director, Tiffney has over 13 years of higher education experience much of which involved managing faith-based programs which focused on economic and social disparities in the United States, Africa and South America. Tiffney holds an undergraduate degree from North Carolina State University and a graduate degree from Duke University. She is a Certified Community Action Professional (CCAP), a Nationally Certified ROMA Master Trainer, a CFPB Your Money, Your Goals Financial Empowerment Trainer, a Consumer Credit Counselor, a Poverty Simulation Trainer and an ordained American Baptist Minster. Additionally, her expertise includes leadership, board governance, risk management, organizational process, inclusivity, faith-based relations and international programs.

NATIONAL TRENDS IN POVERTY SURVEY
| The Community Action Partnership launched a Learning Community on National Trends in Poverty last spring, which was designed to bring Community Action leaders together to examine the current state of poverty in our country. Economic conditions in the U.S. have changed drastically over the past few decades and Community Action needs to be as responsive as possible to these changing conditions. The National Trends Learning Cluster collaborated with Jim Masters and Allen Stansbury from the Center for Community Futures to facilitate a series of 8 webinars to examine current conditions as well as analyze current research on efforts to address poverty. This survey is designed to support the work of that Cluster Group.
Based on the research disseminated through the National Trends Learning Cluster, the survey is intended to gather empirical data about strategies that CAAs can use at the national, state and/or local level to eliminate the causes and conditions of poverty. Additionally, the survey will help to assess the broader Community Action Network's sense of priorities about where to focus our collective work. Results from the survey will be incorporated into a white paper entitled, "Strategies Recommended to Reduce Poverty and Enhance Economic Security", and presented by Masters and Stansbury at the Partnership's Annual Convention in San Francisco on August 25-28, 2015.
