EL PASO'S LOCAL REGION 19 HEAD START ASSOCIATE EXECUTIVE DIRECTOR APPOINTED TO OVERSEE NATIONAL PROGRAM

Blanca Enriquez, associate executive director of the Region 19 Head Start program in El Paso, is taking over the nation's Head Start program.
In her new role as director of the national Office of Head Start, Enriquez will oversee the nation's Head Start and Early Head Start programs that serve more than 1 million children every year. She has been with the Region 19 Head Start program for almost 30 years.
Her appointment was made official last Thursday April 2nd in Washington, D.C., by Department of Health and Human Services Secretary Sylvia Burwell.

Dear Colleagues, The purpose of this notice is to provide information about financial capability resources to the CSBG Network and to encourage you to consider the potential role of financial capability services in the work that you do. Financial capability is the capacity, based on knowledge, skills, and access, to manage financial resources effectively. Building this capacity is a critical aspect to supporting the vision of the Administration for Children and Families (ACF): children, youth, families, individuals, and communities who are resilient, safe, healthy, and economically secure. The Office of Community Services (OCS) of ACF is taking the opportunity provided by National Financial Capability Month to highlight the importance of financial capability for CSBG participants/clients. Financial capability may be a new term for many of you. This concept has developed out of a need to talk about something broader than financial education or financial literacy. For example, someone may be educated about financial concepts, but if they are unable to access safe, affordable financial services, they are not able to act on their knowledge. Financial capability is a framework for taking a broader approach to laying the foundation for economic well-being and stability.

The data reveal that in 2014, more than $3.89 billion in federal income taxes was returned to 3.2 million taxpayers with modest wages as a result of services offered by IRS-certified volunteers. Start Children Early For Financial Success
The Great Recession exposed the financial fragility of millions of American families. Now researchers and policymakers are striving to improve the next generation's grasp of personal finance and its access to safe financial products.
Toward those ends, a special issue of The Journal of Consumer Affairs
(JCA), "Starting Early for Financial Success," features articles that explore the links among financial education, financial inclusion, and financial well-being. Contributors to the issue point out that even young children can learn and apply financial lessons and that facilitating financial capability-both the ability and opportunity to act in one's best financial interests-is a key imperative for policymakers.
The articles in this special issue contribute to understanding how starting early can contribute to financial success, Sherraden and Grinstein-Weiss say. More important, they say, they suggest how to nurture a more financially capable next generation.

WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) DRAFT REGULATIONS HAVE BEEN RELEASED
|
Draft regulations to implement the Workforce Innovation and Opportunity Act (WIOA) were posted to the Federal Register website. WIOA is the first update to the nation's core workforce training programs since the Workforce Investment Act (WIA) 16 years ago. The draft regulations mark an important milestone in WIOA implementation. They come in five parts, known as Notices of Proposed Rulemaking (NPRMs), that each address different aspects of the law:
The regulations will be published to the Federal Register on April 16, 2015. At that point, the public can submit comments at www.regulations.gov for 60 days. The Departments plan to analyze these public comments and anticipate issuing Final Rules implementing WIOA in early 2016. We encourage stakeholders at the state and local levels committed to advancing opportunities for low-income youth and adults with barriers to economic success to submit comments. WIOA Quick Start Action Planner (QSAP) Department of Labor's Employment and Training Administration (ETA) The ETA released a new technical assistance tool for implementation of the Workforce Innovation and Opportunity Act (WIOA). The WIOA Quick Start Action Planner (QSAP) is an interactive assessment tool designed to help practitioners at all levels of the public workforce system to prepare to implement WIOA. Users will be able to identify their workforce systems' strengths and areas for improvement, as well as access resources to help plan and prepare for WIOA.

OP-ED FROM MICHIGAN ON ASSET LIMITS FOR PUBLIC ASSISTANCE
|
Asset limits were adopted in Michigan and other states as a way to safeguard tax dollars spent on public assistance. Essentially, they place a cap on the money and value of property a person can have and still be eligible for public assistance.
Although asset limits may sound like a reasonable way to assure that tax-supported assistance only goes to people who need it, in reality the limits stymie the efforts of low-income families to become financially self-sufficient. And the costs to administer the multiple and differing limits are out of proportion to the amount of funding they attempt to protect.
Ultimately, we want low-income families to achieve economic stability so they no longer need to rely on public assistance. Asset limits interfere with that goal, making it all the more difficult for families to become financially independent. Four of 5 Americans will experience at least one year of economic insecurity, ranging from poverty to unemployment to the need for public assistance, according to recent research. Such families are perhaps the most likely to eventually become self-sufficient when effective resources are applied quickly and comprehensively, as opposed to allowing them to fall deeper into debt as issues multiply and become harder to overcome. The help families need to get over the short-term economic hurdles and avoid more serious financial struggles are often restricted by asset limits.

"One hundred years ago, progressive thinkers and activists who called for women's suffrage, an end to lynching, the right of workers to form unions, health and safety standards for workplaces, the eight-hour workday, a federal minimum wage, a progressive income tax, old-age insurance, and government-subsidized healthcare were considered impractical idealists, utopian dreamers, or dangerous socialists. Fifty years ago, those who called for women's equality, laws protecting the environment, civil rights for gays and lesbians, and greater numbers of black and Hispanic/Latino elected officials were also considered clueless or hopelessly radical. Now we take all these ideas for granted. The radical ideas of one generation have become the common sense of the next."
