Dear Community Action Colleagues-

Greetings to our members and partners in the Community Action network!  This T/TA newsletter is my first as the new Director for Training and Technical Assistance at the Partnership so I wanted to thank everyone for the warm welcome I've already received and say that I'm looking forward to working with all of you.  As the new Director, I'm very interested in hearing your feedback about how the Partnership is doing in supporting your work and the kind of resources you'd like to see in the future, so please don't hesitate to contact me directly with your ideas and other feedback.  There are a number of notable items in this month's newsletter.  Make sure to look at our Resource of the Month - Succession Planning - and I'd also like to highlight the release of our updated Standards Tools and Glossary that reflect the recently released IM 138 which you can access by following the link in the announcement below.  On a related note, the Partnership is in the beginning stages of developing a comprehensive toolkit to help with the assessment and implementation of the new organizational standards.  Any feedback you can provide about specific types of tools and resources to include and issues to address would be extremely helpful.  We are especially interested in seeing any similar resources you have developed around the standards so please send those directly to me at jcrocker@communityactionpartnership.com if any are ready to share.

 

The Partnership has also just released its call for proposals for our Annual Convention August 25-28 in San Francisco.  We invite all of you to share your experience and skills at the event, so please join us in California and let us know if there are specific topics around T/TA that would be especially helpful to address.  Likewise, as you plan your own state and regional conferences please don't hesitate to call on the Partnership if we can help with trainings or other types of presentations.  The Partnership is also excited to be at NASCSP's Mid-Winter Training and Orientation starting today to further discuss the Standards, State and Federal Accountability Measures, and the Model State Plan.  Denise, Barbara Ledyard, myself, and the rest of the T/TA team are planning a full training schedule for the next few months so we look forward to seeing many of you in person.  Thank you again for the opportunity to work with you and the rest of the Community Action Network!

UPDATED TOOLS FOR ORGANIZATIONAL STANDARDS

The Organizational Standards Center of Excellence (COE) has updated several of its available resources to reflect the finalized COE-developed CSBG organizational standards in Information Memorandum (IM) 138.  These include:

  • A list of the COE-developed organizational standards available with the standards for Private/nonprofit CEEs and Public CEEs next to each other or separated.
  • Self-Assessment Tools that offer guidance as to the intent of the CSBG Working Group in the development phase of the COE-developed standards, and gives a format for thinking about what documentation you may use to show compliance.  There are two assessment tools - one for Private CEEs and one for Public CEEs - and they are available as both a fillable PDF and Microsoft Word for your convenience. 
  • Sample State Assessment Tools that offer the same guidance as the self-assessment tools.  These tools also reflect the divide between Private CEEs and Public CEEs and are available in PDF and Microsoft Word. 
  • Glossary of Terms that gives additional framework as to the intention of the CSBG Working Group and its committees in the development phase of the COE-developed standards.  There are additional terms that have been added since this tool was released in Fall 2014.

COLLECTIVE IMPACT: 
A COMMUNITY CHANGE STRATEGY
 
Community Action Partnership of Oregon, in partnership with VirtualCAP, will be providing a FREE webinar - Collective Impact: A Community Change Strategy - on February 24th at 9am (PDT)
Executive Directors, Program Managers, and Community Partners are strongly encouraged to attend.
 
Collective impact, as described in the Stanford Social Innovation Review (Winter 2011), is an approach that can lead to powerful results in solving societal problems beyond what any "single organization, however innovative or powerful, could accomplish...alone." 

 

This webinar will:

  • Begin with an overview of the five conditions of collective success. 
  • Then we'll explore some initiatives that promote coordinated approaches toward eliminating poverty. These will include some examples where CAAs are serving in leadership roles. 
  • We'll wrap-up with the idea of using the concept of collective impact WITHIN your own agency to unify all of your programs toward accomplishing your overall mission.

Preparing For Your CAA's

Future is a three part toolkit developed in Fall 2012 with Transition Guides.  

  

Part 2 - Executive Succession Planning Guide - is the March Resource of the Month.  

  


 

This guide introduces three common approaches to succession: leader development planning, departure-defined succession planning, and succession essentials.  This guide also focuses on succession essentials: developing the tools, processes, and products to ensure continuity at key positions - specifically an emergency backup plan and a board adopted succession policy.  There is a step-by-step process for how to get started and templates available in the appendices. 

  

Also included is a framework for ramping up for 4.5 in the COE-developed organizational standards for private/nonprofit CEEs.  Standard 4.5 reads: "The organization has a written succession plan in place for the CEO/ED, approved by the governing board, which contains procedures for covering an emergency/unplanned, short-term absence of 3 months or less, as well as outlines the process for filling a permanent vacancy."

YOUR MONEY YOUR GOALS 
LISTENING SESSION
 
The Partnership will host a Listening Session for Your Money Your Goals (YMYG) trainers on March 12, 2015 at 1:00 ET/12:00 CT/11:00 MT/10:00 PT.  This call is an opportunity for those who have yet to conduct the training to hear from those who have already trained.  The session is focused on providing training tips, insight, possible challenges and will share any audience feedback from previous trainings.  Also, Denise DeVaan of ICF, International,  and Patricia Avery from CFPB will be present on the call to answer training questions.

DEAR COLLEAGUE LETTER ON PRESIDENT'S 2016 BUDGET PROPOSALS

Dear Colleagues:

 

We in the Office of Community Services (OCS) want to make sure you are aware of the President's 2016 Budget proposals for programs you administer. Please note that appropriation levels and policy proposals are only final upon Congressional approval.

CLASP WEBINAR SERIES ON WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA)

 

In July 2014, the Workforce Innovation and Opportunity Act (WIOA)-passed by an overwhelming bipartisan majority in Congress-was signed into law by President Obama. WIOA is the first update to the nation's core workforce training programs since the Workforce Investment Act (WIA) 17 years ago.

 

WIOA presents an exciting opportunity for human service providers and advocates to engage workforce programs to improve the services available to their common customers. Human service programs can draw upon the resources and experience of the workforce system

 to help customers attain self-sufficiency through employment. CLASP is committed to making WIOA work for individuals who face barriers to employment; that's why we're developing a  WIOA Game Plan for Low-Income People    
As part of this effort, CLASP will host a series of webinars breaking down what you need to know to implement the law and help low-income families and individuals.

LawHelp.org provides referrals to local legal aid and public interest law offices, basic information about legal rights, court forms, self-help information, court information, links to social service agencies, and more in your state. LawHelp.org includes a network of 25 statewide legal information portals built on the LawHelp.org platform. LawHelp.org was developed and is maintained by Pro Bono Net in partnership with hundreds of nonprofit legal aid, pro bono, court-based programs and libraries across the country. 

EVALUATING HOME VISITING PROGRAMS: NEW REPORT BUILDS THE FOUNDATION FOR UNDERSTANDING IMPLEMENTATION & IMPACTS

The Mother and Infant Home Visiting Program Evaluation: Early Findings on the Maternal, Infant, and Early Childhood Home Visiting Program - A Report to Congress presents the first findings from the Mother and Infant Home Visiting Program Evaluation (MIHOPE), the legislatively mandated national evaluation of the Maternal, Infant, and Early Childhood Home Visiting program (MIECHV or the Home Visiting Program). The report includes an analysis of the states' needs assessments, as well as baseline characteristics of families, staff, local programs, and models participating in the study. The information in this report provides a foundation for understanding the implementation and impacts of MIECHV-funded home visiting programs. Later reports will explore the local and national implementation of those programs, and their effects on families with young children. Read more here.

FAMILY DEVELOPMENT SPECIALIST CERTIFICATION TRAINING

The Family Development Specialist Training curriculum spans over three days and provides tools and techniques that have been proven effective in moving individuals and families forward on their journey toward self-sufficiency. A Celebration of Knowledge (test) is given during the last day to verify that the trainees have mastered the use of these tools and techniques. Each element of the Family Development process, Joining, Assessment, Planning, Support and Linkage has tools and techniques that are learned and added to the Specialist's tool box to be used with certain families and individuals to produce outcomes to better their lives and build independence. 

Train-the-trainer trainings are available to allow for individuals to continue the certification process in their own community. There is also a higher level training  now available, for those who have already been through the first training,and involves specific role playing to more effectively utilize the tools and techniques learned and add in new tools and techniques. The higher level training is designed for those who have active caseloads of individuals and families, and want to do even more in depth interventions to move them forward towards greater independence.

Join CAPLAW for this webinar series focused on an in-depth review of how Community Action Agencies handle indirect costs. This series is for financial directors and managers, executive directors and programs directors experienced in working with and applying the current federal grant requirements governing indirect costs.  Through four one-hour webinars, we will explore the practical impact of the Super Circular ("Uniform Guidance") on the treatment of indirect costs.  We will not only discuss what's new under the Uniform Guidance, but we will also help CAAs analyze whether the ways in which they comply with the unchanged requirements as well new aspects of Guidance are sound and effective.  Using scenarios and examples, we will examine how administrative costs may be charged, the 10% de minimis rate, indirect cost rate options, the choice to extend current rates and much more!

Assets & Opportunity Scorecard: In January, CFED released the 2015 Assets & Opportunity Scorecard, which looks at 135 different outcome and policy measures that affect family financial security. The Scorecard found that millions of Americans are excluded from the financial mainstream despite several indicators that the economy is improving. Decreasing Family Homelessness

 

New Orleans:

First Major City to End Veteran Homelessness


 
In early January 2015, New Orleans, Louisiana became the first major US city to announce that it had effectively ended homelessness among veterans.

 

Overview:

In January 2014, New Orleans identified 193 homeless veterans in its annual Point-in-Time (PIT) Count. Throughout 2014, the leaders from the city, the Continuum of Care (CoC), and veteran assistance systems made a concerted, city-wide effort to house these veterans and others who became homeless during the year. In the end, 227 homeless veterans were housed in the course of a year. As a result, at the end of the year the city had effectively ended homelessness among veterans in New Orleans.  For the complete report, click here.

The Partnership's Management and Leadership Training Conference offered an opportunity for in-person cluster group meetings, workshops highlighting innovative practices, and peer-to-peer networking. 
 
Workshop and general session materials can be found on the MLTC Event Page of the Partnership's website, so be sure to look for the slides from presentations related to the National Trends in Poverty cluster group, Two Generation Approaches, and Leading a Community Collaborative. 
 
Cluster Group meetings during MLTC featured interesting presenters, including new Homeless Cluster subject matter expert, Dana Jackson, CFED, and ICF, International. Copies of slide presentations can be found on the Partnership's website under each Cluster Group.
