ACT Executive Director Letter

Thank you for making me feel at home and part of the ACT community. In less than two weeks, I have been introduced to more than 200 people and met with Board of Directors as well as several councils and committees. ACT impresses me with the high quality of experts volunteering to improve our industry.
In 45 days, our annual ACT International Conference kicks off at the comfortable downtown Hyatt Hotel of one of the most fun port towns of the U.S., Baltimore, Md. I am looking forward to celebrating ACT's 30th anniversary with all of you. This is a big year for planning a long-term vision and strategy that will take us to our 35th, 40th, and 50th celebrations. ACT is well positioned to be a convener of numerous transportation modes to improve how commuters travel seamlessly to local, regional, interstate, and international destinations.
The bus driver at the helm of all of this is the ACT Board, council, and committee leadership. They will steer the bus in a direction set out by a five-year strategic plan to take our passengers (commuters, strategic partner associations, and other public and private stakeholders) into integrated mobility management. Powering our bus are our chapters and members. You all are the power.

ACT Speaks at the Smart Card Alliance/Transportation Council Meeting

On June 9, in Washington, D.C., ACT Board Director, Katie Sihler of RideScout spoke on a panel of experts addressing the State of Multimodal Payments Convergence. The panel, led by Michael Dinning, Volpe Center, U.S. Department of Transportation (USDOT), brought together public and private sector officials to discuss their vision of an electronic, mobile payments system that can be used for all modes of transportations (tolling, buses, trains, parking, etc.).
As stated by Carol Kuester of MTC in San Francisco, also a panelist, while agreeing with Ms. Sihler comments, "The private sector should lead the development of an integrated payment system and we want to work with them to do it."
The issue is that industry lacks common technology standards, user requirements, and agency policies for these payment systems. ACT leadership will meet with USDOT and the SCA Transportation Council to see how we can assist in offering expertise and guidance to develop a capability for an interoperable payment system that commuters can use in any city.

Runs at Your Mark: ACT Board of Director Nominations Process Opens June 17

It is once again time to begin the annual national election process for the board of directors of the association. The board of directors includes the officers, directors at large, and directors elected by chapter area.
The elections process provides every member with two excellent opportunities to become involved in the Association. One is by running for a position; the other is by voting in the election. As a volunteer organization, ACT members' active leadership and participation is critical to our ongoing success.

The House of Representatives Passes the FY 2016 House Transportation & Housing Bill
The recently passed FY 2016 House Transportation & Housing bill (THUD) keeps most Highway and Transit program funding levels flat for 2016, contingent upon an authorization of some type passing. The legislation cuts funding for Amtrak, TIGER program, and the Washington Metropolitan Area Transportation Authority (WMATA). While amendments to increase funding for these programs were defeated, ACT worked with its partners to insure that further cuts were not made and to defeat amendments that would have taken money away from the Transportation Alternatives Program.
President Obama has threatened to veto the legislation. It insufficiently funds a number of non-transportation related policy riders regarding trucks and a restoration of normal relations with Cuba.
Below are additional details on the legislation:
- $100 million was set-aside for TIGER grants ($400 million less than last year). The eligible grant size was also changed to $2 million-$15 million per project down from $10 million-$200 million. In short, this makes it easier for TDM projects to apply directly for TIGER grants. However, an 80 percent reduction in TIGER grants will make the program significantly more competitive. In addition, a 50 percent match is proposed to be required (down from 40 percent).
- $1.13 billion for Amtrak, about $300 million less than approved in 2015.
- Full Funding Grant Agreements must also have a 50 percent state/local match; this has been common practice but the legislation proposes to make it law for 2016.
- The extra funding for WMATA is $100 million (about $50 million less than previous years).
Ways & Means Schedules Hearing on Highway Trust Fund
House Ways and Means Committee Chairman Paul Ryan (R-WI) scheduled a hearing for June 17 on the state of the Highway Trust Fund. This will be the first hearing on transportation spending in a number of years. ACT will submit comments and urges its members to do the same. (Click here to submit comments). Senate Environment & Public Works Committee to Mark Up Highway Title
The Senate Environment & Public Works (EPW) Committee is hoping to inspire action on a long-term transportation bill by marking up its portion of the bill. ACT is working to include a number of issues in the title and we will likely send out legislative e-lerts on specific issues next week. For more information, contact pavluchuk@actweb.org.
ACT Participates in Federal Trade Commission's Meeting on Sharing Economy
The Federal Trade Commission (FTC) hosted a daylong meeting on the sharing economy. ACT government affairs director Jason Pavluchuk attended and provided insights gathered from members. A link to the archived webcast can be found here.
The FTC is asking for organizations to submit comments for the record. Comments can be submitted until August 4. ACT will submit comments in the near future. To learn more or to provide your thoughts on what ACT should say, attend the next Public Policy Committee Conference Call on June 17 at 2 p.m. EDT.

The Bridge to Sustainable Infrastructure
This new transportation bill could finally solve America's infrastructure problem by Graham Rapier at Business Insider.
There hasn't been a long-term solution for funding the repair and continuation of America's crumbling transportation infrastructure for six years, but that could all be about to change.
Seventeen lawmakers from both sides of the aisle in Congress have introduced legislation to provide federal transportation funding in the long-term, with Congressman Reid Ribble (R-Wis.) in the driver's seat.

Integrating Multi-model Management and Operations: Integrated Corridor Management

Transportation corridors often contain underutilized capacity in the form of parallel roadways, single-occupant vehicles, and transit services that could be better leveraged to improve person throughput and reduce congestion. Facilities and services on a corridor are often independently operated, and efforts to date to reduce congestion have focused on the optimization of the performance of individual assets.
The vision of Integrated Corridor Management (ICM) is that transportation networks will realize significant improvements in the efficient movement of people and goods through institutional collaboration and aggressive, proactive integration of existing infrastructure along major corridors. Through an ICM approach, transportation professionals manage the corridor as a multimodal system and make operational decisions for the benefit of the corridor as a whole.
Through the ICM initiative, the U.S. Department of Transportation is providing guidance to assist agencies in implementing ICM and creating supporting analysis tools, approaches, and technical standards. In addition, the U.S. DOT selected two corridors-US 75 in Dallas and I-15 in San Diego-to demonstrate the nation's first ICM systems. U.S. Cars, Trucks Require Collision Prevention Systems, U.S. Safety Officials Say

NTSB, whose recommendations are not binding, wants the technology included as a standard feature in new cars, trucks and buses, and criticized federal auto regulators for taking "slow or insufficient action"to require the innovation.
"Currently available forward collision avoidance technologies for passenger and commercial vehicles still show clear benefits that could reduce rear-end crash fatalities. However, more must be done to speed up deployment of these technologies in all vehicle types," the NTSB report said.
Only four out of 684 passenger vehicle models in 2014 included a complete forward collision avoidance system as a standard feature, NTSB said.

Its rating comes from the STAR Community Rating System, the United States' first comprehensive framework and certification program for evaluating local sustainability.
