Just In from the IRS

 

For taxable years beginning in 2015, the monthly limitation under § 132(f)(2)(A) regarding the aggregate fringe benefit exclusion amount for transportation in a commuter highway vehicle and any transit pass is $130. The monthly limitation under § 132(f)(2)(B) regarding the fringe benefit exclusion amount for qualified parking is $250.

Help Restore Transit Benefit Parity

 

Transit benefit parity could be on the table when Congress returns after the election. Here's how you can help make it happen.

 

First, sign an industry support letter. All organizations -- national or local, public or private -- need to join this effort. Email ACT Government Relations Specialist Jason Pavluchuk at Pavluchuk@actweb.org for a copy of the letter and to tell us your organization would like to be a signatory before Tuesday (Election Day).

 

Second, direct clients, members, partners, and others to the online action portal at commuterbenefitsworkforus.com, which enables individuals to contact their legislators. Please send this out through any communication network you have--direct email, newsletter, blog, Twitter, etc.

 

Suggested messaging for your use:

It has been nearly a year since the cap on the transit benefit decreased to $130/month. There has been a lot of talk about fixing this problem but little action! Commuters need action now to raise the current pre-tax monthly level of the transit portion of the Commuter Benefit to the equal the level permitted for parking.

 

As the end of the year approaches and Congress returns to work, it is critical that you contact your members of Congress and tell them to support passage of this legislation before Dec. 31. Ask them to co-sponsor the existing bills. Securing the support of additional members of Congress is vital for passage of the legislation in this session of Congress, and it cannot be done without your help.

Transit Benefit Initiative Becomes Law in NYC

 

Commuters who work in New York City are about to save on their transit expenses. Last week, New York City Mayor Bill De Blasio signed the Affordable Transit Act into law, requiring NYC businesses with 20 or more employees to offer pre-tax commuter benefits.


The pre-tax transit benefit legislation was introduced by Councilmember Dan Garodnick (D-Manhattan) and passed unanimously by the city council. New York is the third city to pass such an ordinance; the first were San Francisco and Washington, D.C.

Emergency Management Council Interest?

Several ACT members are exploring the possibility of proposing to the ACT board of directors creation of a new council that would focus on emergency management.

 

A potential emergency management council would help guide members through innovative and comprehensive emergency management, business continuity, and disaster recovery planning processes, as well as discuss emergency preparedness issues as they relate to transportation demand/mobility management.

ACT Well Represented at Washington Post Event

 

A number of ACT members and staff attended The Washington Post's intensive day-long Fix My Commute event on Oct. 21. A live audience of nearly 300 packed the Studio Theatre in Washington, D.C., while thousands livestreamed the event.

ACT Member & Industry Survey Fun Fact 

Respondents to ACT's recent survey of members and TDM professionals said the top three reasons consumers choose to commute via alternative transportation modes are:

  1. Traffic congestion
  2. Cost of fuel
  3. Employer subsidizes commute

Marketing & Outreach - Public Award: Pima Association of Governments Sun Rideshare

 

Pima Association of Governments (PAG) in Arizona created a humorous and entertaining infomercial to explain the benefits of alternative transportation and describe the rideshare services provided by Sun Rideshare. The infomercial was part of a new marketing campaign called "Do Zombies Carpool?" that helped Sun Rideshare appeal to a wider and younger audience. The goal of the 5½ minute infomercial was to increase awareness of available transportation options and their benefits and the services available to assist area commuters in finding the most reliable, affordable, and convenient way to work.

 

The infomercial was distributed to area employers to use in new-hire orientations, staff meetings, town hall meetings and training, and was posted on YouTube and the Sun Rideshare website to maximize viewership. Screen shots from the infomercial were used for a billboard and posters. A 30-second movie theater commercial was also created.

 

The response has been very positive and the infomercial has been viewed by hundreds of people. It is fun and entertaining, so the audience stays engaged throughout the video. Website activity rose significantly since the infomercial was introduced in December 2013. One of the lessons learned was that billboards have been the most effective advertising outlet for Sun Rideshare.

 

Sun Rideshare spent almost $15,000 for the creative and production of the infomercial, and the resulting 30-second commercial, billboard creative, movie theater slides, 400 DVDs, Spanish translation, and a four-minute video tutorial for an enhanced carpool matching system and rewards program. Another $10,000 was spent on movie theater advertising for six months at six different outlets. The billboard was less than $500. Two TDM staff members, plus communications, graphics, and managers spent innumerable hours on this project.

 
EPA Invites Communities to Apply for Assistance to Build Resilience, Pursue Revitalization

The U.S. Environmental Protection Agency (EPA) recently invited communities to apply for technical assistance to implement smart growth development approaches. EPA is offering this technical assistance through the Building Blocks for Sustainable Communities program to help communities across the country adopt sustainable growth strategies.

 

The program aims to increase resilience to natural disasters and strengthen the economy while protecting human health and the environment. Building Blocks provides quick, targeted technical assistance to communities using tools with demonstrated results and widespread application.


Communities may apply for assistance on one or more of the following topics:

  • Bikeshare planning.
  • Equitable development.
  • Infill development for distressed cities.
  • Sustainable strategies for small cities and rural areas.
  • Flood resilience for riverine and coastal communities.

If selected, a community will work with an EPA-supported team of experts during a one- to two-day workshop, where participants will learn about relevant strategies, policies, and practices.


EPA will select up to 25 communities through a competitive process. Selections will be made in collaboration with the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Transportation through the Partnership for Sustainable Communities. This interagency collaboration coordinates federal investments in infrastructure, facilities, and services to get better results for communities and use taxpayer money more efficiently.

Applications will be accepted until Nov. 20.

TransitScreen was awarded a $75,000 federal grant last month from the U.S. Department of Energy and the State of Hawaii to bring its technology to Hawaii. "We will be promoting sustainable transportation options in downtown Honolulu like the bus, carshare, on-demand rideshare, hotel shuttles, etc.," said COO Ryan Croft. "Very exciting stuff!" The North American Bike Share Association (NABSA) is seeking an experienced project manager to work on a contract basis to help oversee all bike share related projects of the newly formed North American Bike Share Association. The contractor will assist with fundraising, foster relationships with bike share professionals, participate in the coordination of member-driven initiatives, and provide administrative support to the board of directors, including completing the formation of the organization. The contractor will report to the president of the board of directors with accountability to board members on a project basis.
