Senators Announce Agreement on MAP-21
Senator Barbara Boxer (D-CA)

Senators Barbara Boxer (D-CA) and David Vitter (R-LA) announced an accord on how to proceed regarding MAP-21 policy under their jurisdiction as leaders of Senate Environment & Public Works (EPW) Committee. The Senate EPW Committee is responsible for developing federal highway and research policy under Title 23 of U.S. Code.

 

The committee will take action on a bill they hope will span six years at current funding levels plus inflation. During the press event, the senators indicated their plans would not include a solution to bridge the funding gap, which will be greater than $100 billion. Both senators expressed that they would work with the leaders of the Senate Finance Committee to find a solution, but made it clear they were not responsible for finding revenue to cover the gap.

The announcement included a set of policy goals that include maintaining formulas for the core programs, encouraging rural access to the transportation system, and leveraging local funding resources. In meetings, committee staff has looked at small tweaks to MAP-21 rather than an overhaul of the policy.

 

Senator Boxer indicated she has spoken to leaders of the other policy committees responsible for drafting policy and they will be ready to mark up in the near future as well. House Transportation & Infrastructure Committee Chairman Bill Shuster (R-PA) has indicated his desire to take action before Memorial Day.

 

ACT has finished its reauthorization proposals, which include a variety of policies that would expand the role of TDM and employer- and TMA-based commuter programs, as well as telework. ACT's government affairs specialist has been meeting with key members of Congress and he and ACT Public Policy Chair Jon Martz met with committee staff to push for specific policy recommendations.

ACT Addresses the Dulles Area Transportation Association

ACT Executive Director Henry Wallmeyer last week addressed attendees at the Dulles Area Transportation Association Board of Directors and General Membership Meeting. At the invitation of Jim Larsen, DATA executive director and ACT board member, Henry had the opportunity to introduce ACT, highlight its advocacy work, and promote the upcoming Innovation in Mobility Public Policy Summit and 2014 ACT International Conference.

ACT's Vanpool Safety Publications

Vanpool safety is an ongoing activity that begins with each driver, and with each van. It serves to protect all participants as well as the community at large. It compliments needs of the community and the environment which both benefit by those who choose to vanpool. With that in mind, ACT created the Vanpool Safety Brochure and Best Practices for Vanpool Safety to give guidance in this area.
