Senate Finance Committee Takes Action to Restore Transit Benefit Parity
The Senate Finance Committee took action on the Expiring Provisions Improvement Reform and Efficiency (EXPIRE) Act today, extending nearly 50 tax provisions that expired at the end of 2013. Included in the legislation is the restoration of transit benefit parity, which will be restored at $250/month through the end of 2015. Sen. Charles Schumer (D-NY) championed the legislation, which has bi-partisan support.

In addition, Schumer, along with Sen. Mark Warner (D-VA), included an amendment to make bikeshare costs eligible under the transit benefit. The language specifically allows costs of bikesharing to count under the transit benefit portion, which allows it to be offered in combination with the transit benefit, both as a subsidy and pre-tax. The amendment does not make other changes to the bike benefit, but it is a welcome and much-needed change that ACT supports

At the same time, House Ways & Means Committee Chairman Dave Camp (R-MI) laid out his plan to address tax extenders. In a memo sent to Ways & Means Committee members, Camp said he was in the process of organizing hearings to consider which tax extenders should be made permanent. The memo said he would use April and May to begin holding hearings and marking up tax extenders.

Final action on tax extenders will likely wait until the end of the calendar year, after November elections.

ACT Introduces Patron Program to Increase Companies' Visibility to the TDM Community

ACT's new Patron Program is designed to provide companies the opportunity to demonstrate their commitment to the TDM industry while maximizing participants' return on investment and placing them front-of-mind when commuter transportation purchasing and partnership decisions are made. The comprehensive, year-round program offers high visibility through a broad array of marketing opportunities, with consistent recognition in association publications, at ACT events, and through special promotional activities.

ACT welcomes these inaugural ACT Patrons:

King County Adverse Weather Plan

Following up on Henry Wallmeyer's ACTion Item Atlanta Ice Storm: Lessons to be Learned in the February 6 issue of Connections, the King County Department of Transportation, Metro Transit Division, has provided their Adverse Weather Plan for others to use as a resource. Their Adverse Weather Plan consists of planning and preparation phases and five operational stages, each of which was developed in recognition of the transit fleet's characteristics, topographical challenges, Puget Sound weather patterns and partner agency/jurisdiction capabilities.

The plan is designed to minimize the operational impact of an adverse weather event and support provision of the safest, most reliable and most sustainable transit service possible during the challenges of an adverse weather event. The successful implementation of this plan should enhance situational reporting and response times, present a unified and understandable approach toward mitigating severe operational difficulties, and assist in maintaining the health and safety of transit customers and personnel.
