The purpose of
Airport Solutions Update
is to keep the public informed about the ongoing efforts to improve air service at Friedman Memorial Airport and to pursue
a replacement airport.
Our goal, as always, is to uphold our commitment to the public to be open, accessible and as transparent as possible.

Improvements to Friedman Memorial Airport - The Federal Aviation Administration has indicated that FMA has design deficiencies that, if not remedied, could result in the reduction or elimination of some air service.  As such, FMAA partnered with the FAA to study ways to meet the design standards for aircraft that use the airport currently (C-II and C-III). The team has identified a plan to meet congressional safety area requirement and is currently in the process of implementing it.

Runway Safety Area Improvements Project      

 
  • Modifications of Standards (MOS) have been approved by all FAA lines of business.   The final signed documents have been received and are on file at the Airport.
  • At the November FMAA Board meeting there were discussions about possible land acquisition to facilitate a standard taxiway system at the north end of the airfield. Airport staff was instructed to gather more information regarding a potential purchase and after doing so, it appears the owners of the adjacent land have no interest in selling. There are potential acceptable solutions that do not involve land acquisition and discussions regarding this continue with the FAA.
  • With Project One shut down for the winter, it is "full speed ahead" on planning for Project Two of the RSA Improvements Project. There is a tremendous amount of work to be done before construction begins in the spring. A Scope of Work was approved at the December 3 FMAA meeting. Next steps include:
    • Negotiating fees for T-O Engineering effort
    • Designing Project Two which includes a number of major improvements to the airfield, such as relocating and extending Taxiway B, removing Taxiway A and grading the Runway Safety Area.
    • Prequalification process for possible contractors
    • Conducting the bid process
  • Additional projects planned for 2014 include:
    • Reconstructing the apron area north of the terminal.
    • Terminal additions and reconfiguration.
    • Construction of a new Airport Operations Building, which will house snow removal equipment maintenance, aircraft rescue and firefighting and airport administrative functions.
    • Constructing an area for replacement hangars at the north end of the airfield.
  • As a reminder, the RSA Improvements Project will require two airport closures of approximately one month each in late April and early May of 2014 and 2015. The projected closure dates for 2014 are scheduled for April 28 - May 22 (re-opening in time for Memorial Day weekend).
 

Pursuit of a replacement airport- A replacement airport is likely the best long-term solution for air service to this community.  Critical components in the replacement airport process would include locating a feasible site, building community support, identifying and developing funding sources and evaluating operational feasibility.

  • The FAA has determined that a significant portion of the work product, data and analysis from the replacement airport Environment Impact Study (EIS) will be shared with FMAA. The only information that will not be shared are sections/reports that were in a "deliberative state" when the EIS was suspended. Landrum and Brown will be working with the Airport to facilitate the sharing as final steps of the EIS termination.
  • At the November meeting, the FMAA Board unanimously agreed it is time to embark on a master planning process to further define the future of air service for the Wood River Valley. The master plan will serve primarily as a guide for maintaining and improving Friedman to meet safety, regulatory and user needs for the foreseeable future. The Master Plan will include a chapter that explores potential sites and anticipated costs for a replacement airport.
  • The Board hopes to be under contract and to begin master planning late winter. The process is likely to take 12-18 months.

Improvements to Air Service:

  • Fly Sun Valley Alliance shared the results of the Friedman Memorial Airport Survey they completed in the winter and summer/fall of 2013. Highlights included:
    • SUN Passengers were 72% visitors/PT residents, 28% locals
    • The economic impact of these visitors/PT residents = $61 million annually in direct spending
    • How to improve SUN: add more flights, reduce diversions, lower fares
    • 75% of visitors/PT residents said SUN was very/extremely important factor in their decision to visit
