New Vendors to Cover Zone 1 and Zone 3 on Statewide Contract ENE34, No. 2 Heating Oil
Effective October 1, 2015, the Operational Services Division (OSD) will make available two new vendors on the ENE34 Statewide Contract for No. 2  Heating Oil. Dennis K. Burke, Inc. and Peterson Oil Service, Inc. will service Zones 1 and 3 respectively, replacing East Coast Petroleum.

ENE34 is an indexed price contract indicating that pricing may fluctuate daily. Please refer to our section covering Fuel Purchase Invoicing, below, and link to the ENE34 Contract User Guide for more details.

Please note: New entities wishing to utilize the ENE34 contract must make arrangements with the appropriate awarded vendor prior to October 31, 2015, to be included in the upcoming heating season and must remain with the vendor for the duration of the heating season, October 2015 through March 2016. Vendors have been directed to request this commitment in writing. After October 31, 2015, new entities are added at the discretion of the vendor.

Energy Statewide Contracts Enabled for RPA Release
Effective September 28, 2015, Statewide Contracts (SWCs) for energy, utilities, and fuel offer RPA Release functionality, enabling buyers to document after-the-fact SWC purchases in COMMBUYS in line with OSD policy.

Currently, the following SWCs offer RPA Release functionality:

Fuel Purchase Invoicing
From time to time, Sourcing Leads at the Operational Services Division (OSD) field questions about how Statewide Contract fuel pricing is calculated. OSD offers the following information to describe the prescribed calculation used by Statewide Contract vendors as they prepare fuel purchase invoices:

Invoice prices are determined by adding the Daily Indexed Price and the Statewide Contract Differential Price.*

Daily Indexed Price - The Daily Indexed Price is posted each day in COMMBUYS under ENEFY16 Daily Index Pricing. For invoice calculation, vendors select the Daily Indexed Price based on the date of fuel delivery.

Differential Price - The Differential Price is based on volume:
  • Less than Truckload (LTL) - 0-7,999 gallons, or
  • Truckload (TL) - 8,000 gallons or greater

Differential Prices are posted in the associated Statewide Contract User Guide for buyer reference.

*Additional taxes and federal environmental fees to be billed as separate line items on invoices.

OSD is looking for department and municipal buyers who have expertise in areas related to upcoming procurements and also would like to participate in the development of new Statewide Contracts. As a member of a Strategic Sourcing Team (SST), participants will work with an OSD Strategic Sourcing Lead to perform activities ranging from needs identification to performance monitoring and assessment throughout the lifecycle of the procurement.

At the present time, OSD is looking for individuals that have expertise in the following areas:
  • Energy, utilities, and fuel;
  • Maintenance, repair, and operations (MRO) products, supplies, and equipment; and
  • Vehicle maintenance management services.
