CORRECTION
In the 2016 Spring Board minutes that were published in the 2016 June issue of The Postal Supervisor magazine, on page 34, it states that Hans Aglidian is seeking re-election, which is correct.  Later on in the Board minutes, in comments by Ivan Butts for the good of the Association, Ivan wished Bradford, Dumas and Aglidian well.  This is incorrect.  Ivan Butts was providing well wishes to Bradford, Dumas and Aceves.  Aglidian is seeking re-election.

It seems like we are once again in the midst of a broken record, Congress makes some progress on enacting some form of Postal Reform, but politics get in the way of what is in the best interest of the USPS and the country as a whole.  We remain hopeful that something can indeed be done to provide the Postal Service with the relief it needs, but with the November midterm elections approaching, these prospects look very dim.
  
The Postal Service needs to be given the tools to adapt to the new realities in the marketplace, not have them taken away. If we focus on making targeted and precise changes to our processing and delivery network which improve efficiency and service while not adversely impacting the workforce, I believe that we can achieve similar if not greater cost savings while maintaining our ability to serve America. However, Congress must get its act together and soon.  
 
In the meantime, it is important for us to look inward for strength. This organization was created to protect the interests and livelihoods of all EAS employees. However, we can only be successful in this mission if we work together as a team and put the interests of this organization ahead of all else. In order for any team to be successful, we need to understand our potential, have the vision to understand where we are going and combine that with strong leadership and a very good work ethic from top to bottom.   
 
This organization has endured troubled waters in the past and I am confident that we will do so again, but we need to have the vision necessary to plot a course to where we want to go: a future where the Postal Service is prosperous and an engine for economic growth. We need to work together to urge postal leadership to step away from a course of "slash and burn" and work towards building the business. We have done such a great job over the last year of creating new opportunities for growing the USPS we cannot afford to lose this positive momentum.
 
With relatively little time left on the legislative calendar, House Oversight and Government Reform Committee Chairman Jason Chaffetz (R-UT) has announced his intent to release a "discussion draft" of a postal reform legislative proposal that could lead to introduction of a bill sometime in June. We will have to wait and see what develops.

Why NAPS?

With the pending consolidation of the National Association of Postmasters (NAPUS) and the League of Postmaster (League) to the association named UPMA which stands for United Postmasters and Managers Association, not to be confused with United Precious Metals Association (which comes up on a google search UPMA) I have received calls and emails of concern over actions that members are seeing in the field.  The National Association of Postal Supervisors (NAPS) has received concerns that NAPS members are being solicited to leave NAPS to join UPMA.  This is a recruitment tool that has never been utilized by NAPS against the other management associations.  
  
NAPS currently represent over 3,100 Postmasters with four currently serving as NAPS National Executive Board members and has never suggested that a NAPUS or League member leave those Association's.  My belief is, you can never build yourself up by attempting to tear another down.  NAPS has also received copies of correspondence that was sent over the USPS outlook network of meetings in an attempt to recruit new membership to UPMA.  NAPS will pursue for equal treatment from the USPS for this now defined Limited Personal Use of Government Office Equipment and Information Technology. 


NAPS has advocated for and unified the working lives of Executive Administrative Schedule (EAS) since September 7, 1908.  We are the only Association that has been chartered by Law to represent all supervisory and other managerial employees of the Postal Service.  NAPS is the only authority to sit and negotiate pay for all supervisory and other managerial employees of the Postal Service under the provision of US Law found in 39 U.S. Code � 1004.  Here are a few other considerations to answer "Why NAPS";
 
Affiliation/Networking


Our association has 24,921 active members.  We are the largest Management Association.  Our membership crosses every operational and administrative function in the Postal Service.  This means that your affiliation with NAPS comes with built in networking opportunities that no other association can offer.  NAPS represents members in over 500 various Operational and Administrative job titles that includes 12,421 Supervisory, 4,151 Managerial, and 3,157 Postmaster members.  These membership numbers document the level of networking access that is yours as part of your membership and participation in the life of our Association.  These networking opportunities are accessible through meetings and events at the Local, State, Area, Regional and National levels of our Association.  
 
Networking has long been recognized as a powerful tool for business people and professionals.  Knowing more people gives you greater access, facilitates the sharing of information, and makes it easier to influence others for the simple reason that influencing people you know is easier than influencing strangers.  Research on power and influence shows that people who are well networked are three times more influential than people who aren't.  So, being part of this group of 24,921 will give you the greatest access to the largest variety of Postal professionals you can have as an EAS employee of the Postal Service.  
 
Advocacy
 
Our organizational structure has helped NAPS members to sustain during years of turbulent change in the Postal Service.  NAPS has endured numerous organizational changes and we are proud of the fact that NAPS has facilitated EAS job placements for all Managers who desired to remain in the Leadership ranks.  No NAPS EAS impacted by change has been left behind.  Although NAPS representation of Postmasters is below the 20% (currently 12.6%) needed to facilitate NAPS being at the consultation table prior to the POStPlan organizational change, our organizational structure encouraged Postmasters to move to other EAS operational functions when Postmasters were decimated by the loss of over thirteen thousand jobs. 
 
The longevity of our Association has helped us in creating an advocacy network that is second to none.  The success rate of our current Disciplinary Defense Fund (DDF) provider, Charlie Scialla and Associates, in adverse action cases is unmatched.  Couple this with the fact that this high level of defense is free to membership really raises NAPS above other management associations who require up to ten thousand dollars in advance from their dues paying members for representation.
 
Financial Stability


NAPS and NAPS Property Inc. (NPI) oversees two key resources that contribute to the sustainability of our Association.  These resources are our headquarters property and our highly successful investment portfolio.  These assets and acquisitions help sustain the non-profit work of NAPS.  Our portfolio provides the sustainability to keep NAPS relevant and provides financial resources back to membership by way of reduced registration fees for participation at National events as well as maintaining membership dues that have not been increased since 2004.  This financial stability that helps fuel our association has allowed us to sustain solvency through organizational changes and the economic recession.    
   
We react and respond to organizational and situational changes in the Postal Service to ensure that the needs of EAS employees are advocated for and addressed.  We provide the best in opportunities and support to EAS employees for the individual successes of people and corporate success of the Postal Service.  Whether it is networking, consulting or advocacy, NAPS will always offer the best possible support to EAS employees in the Postal Service.

What's in Store at the 2016 NAPS Store?

Have you been NAPS shopping lately? You may be saying to yourself, "I love to shop", but I didn't know NAPS had a store.  Where is it?  What can I buy? Are the prices reasonable? Here's the scoop.
 
The NAPS Store is located on the website at www.naps.org.  At the bottom of the NAPS homepage is a link to the NAPS Store.  Fortunately, once you enter the store there is no walking, crowds, or long lines to stand in when you are ready to check out.  Unfortunately, there are no food cart samples either.
 
However, what you will see at the NAPS Store are various NAPS logo items to purchase.  You can purchase them for yourself or branch officers, use them as giveaways or gifts for those new retirees and special SPAC donors.  Most are staple items like officer pins, men's and women's watches, and a retirement certificate to name a few.  
 
There is an opportunity for members to order NAPS business cards. Many branch officers would like business cards, but don't need 500 at a time.  Therefore, we developed a NAPS business card ladder to allow orders of 50, 100 or 500 cards.  The 500 business card order is in color with raised print.  The orders for 50 or 100 business cards are in color, without the raised print.
 
If you order business cards, make sure you include all the information you want printed on the card - name, NAPS title, address, phone, fax, email, etc.  Also, remember space is limited.  We print the orders for 50 and 100 cards in house at NAPS headquarters.  Orders of 500 are sent to our NAPS printer.  However, before we print any business card, we will send a proof for the member's final approval.  
 
Some branches like to use a round NAPS label on envelopes, invitations, branch proclamations, meeting programs or tent cards to add some flair to their message.  The NAPS Store has those, too. Once you have surfed, not walked, through the NAPS store here is how you can place an order. 
 
First, complete the NAPS Store order form (click here) by entering the quantities you want for each item. Compute the totals for each item and the grand total of your purchase.
 
Second, depending on how you are paying, you may mail, fax or email your NAPS Store order form to NAPS headquarters.  If paying by check or money order, make payable to NAPS HQ and mail with your order.  All prices include postage and handling.  However, NAPS can't process your order until payment is received.
 
If you want to pay by credit card, you may mail, fax or email your order form to NAPS HQ. Annotate on the order form that you want to pay by credit card.  Make sure NAPS HQ has a contact name and phone number of the person with the credit card. We will use our secure NAPS authorize.net account to accept payment over the phone. 
 
Third, once an order and payment are received, turnaround time is two-weeks, depending on our supply and if we have to make any special orders or are waiting for proofs to be approved.
 
While you are checking out the NAPS Store you may as well keep checking out the rest of the NAPS website.  There is so much information that you can get lost.  The good thing is the NAPS Store and website is open 24/7.  So when you are up for that midnight snack or 3 a.m. feeding, feed on the NAPS website information, too.
 
Speaking of snacks anytime is a good time to snack on my ice cream flavor of the week recommendation -- Mint Oreo Cookie.
