As we approach the festive season we'd like to wish all our subscribers and friends a very merry Christmas and a happy New Year!

In our final e-newsletter of 2015, we highlight some of the recent developments in early years care and education research, policy and politics, and how we've been contributing to the issue.

We begin with a look at the item that will dominate our work over the weeks ahead - General Election 2016. We've already helped launch a detailed plan to end child and youth poverty, and in January we'll launch our campaign to make early years a key election issue. But we can't do it alone - our success will depend on supporters like you making young children a key topic of debate when interacting with election candidates. We want candidates calling at doors to be asked about early years - what are they going to do about quality, about affordability and about accessibility? We hope you join us in person, online and through social media in amplifying our election calls and making this debate happen.

Last month we made two submissions - one to the European Commission on its Country Specific Recommendation on Childcare, and another to the Department of Education and Skills, for consideration as part of the new National Skills Strategy. You can read all about these submissions in the articles below.

We also assess the latest Inter Departmental Group report, 'Supporting Access to the Early Childhood Care and Education (ECCE) Programme for Children with a Disability', and the subsequent announcement of supports for children with disabilities to attend pre-school.

And we review the findings of the latest report by the 'Growing Up In Ireland' research team, which examined the cognitive impact of childcare at 3 years old (just before entry into the pre-school year) on children's cognitive outcomes at 5 years old.

Election Issues - Child Poverty, Early Years   

At Start Strong we're determined to make next year's General Election an election for young children. As well as continuing our efforts to influence political party manifestos, we have been preparing election focused campaign materials. 

In January we will launch our campaign for early years, but already we've been working with the Children's Rights Alliance and the National Youth Council of Ireland on the issue of child and youth poverty. This month we launch our Plan to End Poverty Among Children and Young People. We want the next Government to halve the number of children and young people living in poverty in five years, and eliminate it within a decade. 
EU and Irish Childcare Policy  

This month Start Strong met with a delegation from the European Commission, where we made a submission which outlined Ireland's progress in relation to the Country Specific Recommendation on Childcare.

In the submission we note the positive commitments made in Budget 2016 in terms of increased investments in early years, and we call on the Commission to now focus on the need for quality to be at the heart of future childcare provision - going hand-in-hand with affordability and accessibility.
National Skills Strategy

With the Government recently announcing the development of a new National Skills Strategy, Start Strong has submitted its proposals for what should be included to the Department of Education and Skills.

In our submission we focus on the importance of early education as the pivotal first stage of the education system, the skill levels of early years educators and the high cost of childcare.

Government Plan for Supporting Children with Disabilities     

The second Inter-Departmental Group report on childcare was published recently, and focused on the issue of supports for children with disabilities in order for them to access free pre-school in Ireland.

The report proposes a 7-stage model of support. The plan is expected to cost €16m in 2016, rising to €40m per year by 2020. Start Strong has welcomed the measures as a long-needed step towards ensuring no young child is left behind.

Impact of Childcare at 3 Years Old

The latest publication from the Growing Up in Ireland study was issued earlier this month. Entitled ' Non-Parental Childcare and Child Cognitive Outcomes at Age 5'. It examined the impact of childcare at 3 years old on children's cognitive outcomes at 5 years old.

The report found no significant difference between children in childcare at age 3 and those who were cared for at home by a parent at the same age. But the study did not assess the quality of childcare - and in Ireland, the quality of childcare can vary greatly.

Ireland before UN in New Year
 
Ireland will appear before the UN Committee on the Rights of the Child for the first time in ten years on 14th January. With significant political and media clout, the Committee hearing has the potential to bring about change on key issues.

Fresh from the launch of its Parallel Report, 'Are We There Yet?', the Children's Rights Alliance will attend the hearing as the leading organisation coordinating the civil society input into the process. As a member of the Children's Rights Alliance, Start Strong has been supporting their work in this area, and wishes them and all other civil society groups in the Irish delegation the very best in the hearing.

Our Oireachtas Update provides links to debates and questions raised in the Oireachtas since the previous newsletter on issues relating to children's early care and education.   

This issue includes parliamentary questions concerning the extension of free pre-school provision, the capacity of services and additional supports for children with disabilities attending pre-school.
